In the Challenges section: We agree with #1 - User Expectations Are Outpacing System Capabilities and Funding Mechanisms, however disagree that a sperate new state-wide surcharge should be considered to fund the ESI-Net and Next -Gen technologies. Weld believes that each 9-1-1 Authority has that responsibility to provide that service and technology to the citizens and visitors of Colorado for their geographical area of responsibility. Weld believes there are ways of creating consortiums and partnerships for those Authorities that wish to engage in future technology and features. #6 - No Minimum Training Standards for Public Safety Telecommunicators: Though Weld County Regional Communications Center has participated in the Colorado 9-1-1 Training Standards Institute on its training program. We disagree with the concept of developing a state-wide surcharge to fund this. Weld believes that it's the responsibility of each 9-1-1 Authority and or the Public Safety Answering Point to develop training standards with in its own organization utilizing industry recommended standards that are currently available in the industry. Weld believes if this becomes funded by a state-wide surcharge, it will then become a requirement by the State in order to become a Public Safety Dispatcher in all Public Safety Answering Points throughout the state and there would be a potential of this becoming an unfunded mandate. Thus, putting the burden on the Public Safety Answering Point, then becoming a payment for certification as it has is several other states in the country. In the 9-1-1 Stakeholder Proposed Solutions: Weld disagrees #1 - Provide Funding for NG9-1-1 Implementation Necessary to Meet User Expectations. Weld believes that each 9-1-1 Authority has that responsibility to provide that service and technology to the citizens and visitors of Colorado for their geographical area of responsibility. To create a surcharge that would assist small/ and rural 9-1-1 governing bodies seams to be an unbalanced methodology by impacting the citizens of higher populated communities.
