" The answer is, yes. It is my opinion that such an account may be permitted under the broad general powers vested in the Board of County Commissioners pursuant to '63 C. R. S. 36-2-10 and subsequent thereto, '63 C. R. S. 36-1-21, 1969 Colorado Session Laws, Chapter 89, page 226, grant- ing to the Board full authority over the general accounting records of the county and the responsibility therefor.
