HomeMy WebLinkAbout20190307.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 16, 2019 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 16, 2019, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara Kirkmeyer, Chair Commissioner Mike Freeman, Pro -Tern Commissioner Sean P. Conway - EXCUSED Commissioner Scott K. James Commissioner Steve Moreno Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Stephanie Frederick Controller, Barbara Connolly MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners meeting of January 14, 2019, as printed. Commissioner James seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda as printed. Commissioner Moreno seconded the motion, and it carried unanimously. PUBLIC INPUT: Bill Gillard, resident of Greeley, stated he would like the County Council reimbursed for complaint fees incurred so Weld County citizens will continue to have an agency available to keep the Board of County Commissioners accountable to the taxpayers. (Clerk's Note: There is no audio available before this point due to technical difficulties.) EI Steve Teets, resident of Greeley, inquired who would be the representative for the MPO for the year 2019. Chair Kirkmeyer stated she will be the Regular member and Commissioner Moreno will be the Alternate member. Mr. Teets expressed his disappointment with Commissioner Conway not having a seat on the MPO, because of his knowledge and background. Chair Kirkmeyer explained she has been a representative in the past and with her background and Commissioner Moreno's they will represent Weld County taxpayers well. Mr. Teets stated there are inefficiencies with the available transportation in Northern Colorado and expressed the January 16, 2019 Page 1 www.weldgov.com 2019-0307 BC0016 need to improve connectivity to Loveland and Denver to create a better quality of life for those needing transportation. BIDS: 1) APPROVE BID #61900030, FLASHING STOP SIGNS - DEPARTMENT OF PUBLIC WORKS: Rob Turf, Department of Purchasing, reviewed the ten (10) bids received and stated staff recommends awarding to the second low bidder, Traffic and Parking Control Company, for the amount of $800.00 for each solar flashing Stop sign. He stated it is $850.00 each with the remote solar, which is not needed at this time. In response to Commissioner Freeman, Lee Stephens, Department of Public Works, explained the signs are all solar -powered and they come with a battery pack installed. Commissioner Freeman moved to approve said second low bid. The motion was seconded by Commissioner Moreno, and it carried unanimously. Commissioner Moreno stated working with this company has been positive in the past. NEW BUSINESS: 1) CONSIDER CONTRACT ID #2379 AMENDMENT TO REGIONAL COMMUNICATIONS USER AGREEMENT FOR WIRELESS RADIO SERVICES AND AUTHORIZE CHAIR TO SIGN - EATON FIRE PROTECTION DISTRICT: Mike Wallace, Director of the Department of Public Safety Communications, presented the amendment to the agreement with Eaton Fire Protection District to provide wireless radio services. Commissioner Freeman moved to approve said amendment and authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
