Ben Nix Elmer Rothe John Watson County Commissioners present: Marshall Anderson Harry Ashley Glenn Billings Cynthia Telep, Attorney 720662 Mr. Lorenson : We have received a letter from the Department of Housing and Urban Development , particul - arly the Federal Housing Administration on Interladco . They have written us a letter and it states , "After inspec- tion of the site and a thorough study of the information you furnished us , we regret to inform you that your propos- al is ineligible for FHA participation due to the economic , environmental and other causes and lack of amenities to provide favorable elements in the establishment of your rural , remote , and premature development. Much criticism has been voiced against the major population areas within our jurisdiction for their policy on Urban sprawl . This office has been directed to make an effort to inhibit this uncontrolled expansion without directly interfering with state or municipal policies . To support this control , it is our policy to encourage contiguous developing within areas and not when detached from other development or com- munities . " - - - - " is in the Antelope Hill Addition north- east of the City of Windsor. Building sites are available in JeWnstown , Loveland and Greeley for the anticipated mar- ket of this area which is the Kodak plant . A very serious environmental impact exists in that. the subject land is located in a prime agricultural community and County , the number one County in the State of Colorado , and one of the top ten counties in the country. It can be anticipated that local environmental groups , as well as our own , would oppose this subdivision proposal . It is evident that the remoteness and isolation of this tract from existing resi - dential and commercial development with their conveniences , and this location outside of the normal growth pattern for this type of residential development would restrict the mar- ket demand and make the anticipated absorption rate inadequate to support an economical develnpment at this time , all of -1 - • • • which increases the level of risk beyond the limits of FHA criteria . If you desire to proceed with your proposal on a conventional basis , we may reconsider when an actual and demonstrative demand for competitive properties in this loc- ation has justified the prediction that there will be an orderly absorption of this development . " Mr. Lorenson : Interladco. Mr. Ashley : Is what" . Mr. Lorenson : That ' s the one by Kelim. Inaudible . Miss Telep : Burman , why don ' t you dispatch a letter by pony express and - - - (inaudible) . Mr. Lorenson : No , I didn ' t write their comments . Mr . Ewing : Thank you for you ' re kind support , love , Burman . Mr. Ashley : Well , what ' s going on about - - - ( inaudible) . Mr. Lorenson : - - - us about anything . Those guys haven ' t , I haven ' t seen hide nor hair of them since the day they left the County Commissioner' s office after that hearing. Inaudible . Mr. Watson : Do they have a sewer grant for ap- proval or something too? Is their sewer application also taken care of? No , no , Interladco at Kelim. - - - -grant or application or something? -2-- • • • • Mr. Lorenson : The Health Department has approved the sewer lagoon site for the proposed development . Mr. :•Watson : Of course this letter doesn ' t stop them from going ahead . Mr. Lorenson : No . They can go conventional but not FHA - - - Mr. Watson : Well , those people that are behind the conventional , they' re going to take a good strong look at it , you bet they are . Mr. Nix : Stobbe may be ramroding both corpora- tions . Mr. Lorenson : In Interladco , Stobbe is the ram- rod. Mr. Nix : But not Powderhorn . Mr. Lorenson : That ' s Interladco too , they just called their development Powderhorn . Mr. They ' re building that mobile home park on I-25 , north of town . • Mr. Watson : Where at the intersection with Windsor? Inaudible. • Hello
