BOX 758 0 U N T Y GREELEY, COLORADO 80632 September 16, 2019 Transportation Commissioner Bill Thiebaut Chair& Commission Members 2829 W Howard Place Denver, CO 80204 Dear Commissioner Thiebaut & Members, Weld County is requesting the Transportation Commission's continued support of 1-25 north as you consider the 10-year"Pipeline of Projects". The Northern Colorado region has been diligently working on the expansion of 1-25 north for six years through the North 1-25 Coalition that meets monthly, collaborating with CDOT on grant applications for federal funds, and raising about$56 million from local governments and $50 million from private firms to propel the project forward. There is currently funding identified to expand 1-25 to three lanes from SH14 in Fort Collins to just south of SH56 in Berthoud, approximately 20 miles, Segments 6, 7, & 8. When this budgeted expansion is complete there will be a 6.1-mile gap (Segment 5) without the third lane. Travelers will go from three lanes, to two lanes, and then back to three, creating significant safety issues and congestion. Additionally, Express Lanes on Segment 5 will allow for continuous Bustang operations from Fort Collins to Denver Union Station. The 12 miles of Segment 4,which already has a third lane,could accommodate buses running on the shoulder. Closing the gap will also preserve and prepare for other transit options in the future, such as Front Range passenger rail. We urge you to finish the North 1-25 project by prioritizing the funding for Segment 5. This needs the Transportation Commission's support as it is not possible to fund this last section through CDOT Region 4's annual budget. Be assured our region will continue to pursue federal grant opportunities and collaborate with CDOT in raising the necessary funds to complete the project. Thank you for all your past support of the 10-year Development Plan and we look forward to the completion of this important infrastructure for Northern Colorado and the State, which reaffirms 1-25 north's value as part of the Pipeline of Projects.
