Response: ReNewTrient II, LLC (herein referenced as "RNII") is proposing to construct a new structure to house equipment for processing poultry litter into pellets. Currently raw unprocessed poultry litter from Sparboe Farms is being hauled to and stored on land southwest of Hudson, Colorado. The property currently has approval to stockpile the poultry litter with English Feedlot 2, LLC through a lease agreement with Farm Nutrients, LLC. RNII is proposing to take the raw poultry litter stockpiled at the English Feedlot 2, LLC site and process it into pellets adjacent to the storage site. Final product will be stored inside the building and in one -ton supersacks immediately outside the building on land that will be leased to RNII by English Feedlot II, LLC. The facility will not be open to the public and will be sold directly by RNII to various agricultural counterparties. Final product will leave the site in either one -ton super sacks or by bulk truckload. 2. Explain how this proposal is consistent with the intent of the Weld County code, chapter 22 of the Comprehensive Plan. Response: RNII is developing an agricultural based business that will support organic farming throughout Weld County. By developing organic fertilizer with pathogen free nutrients, we expect our products will complement the many organic farms throughout Weld County with a higher value fertilizer product versus what is used in the market today. We believe there will be several positive cumulative effects that will support the organic farming market and this type of economic activity is consistent with Weld County's rich agricultural history. 3. Explain how this proposal is consistent with the intent of the Weld County code, chapter 23 (Zoning) and the zone district in which it is located. Response: The proposed property is located in the A (Agricultural) Zone District and requires a Use by Special Review under the definition of Animal Waste Recycling or Processing Facilities. 4. Describe what type of land uses surround the site. Explain how the proposed use is consistent and compatible with surrounding land uses. Response: Land immediately surrounding the site is in agricultural production (irrigated farmland) or is fallow. Immediately adjacent to the property on the east side is a site storing raw poultry litter. To the south is a feedlot operation. Installing pelletizing equipment to process the raw poultry litter allows a better way to manage the litter by thermally treating the litter to remove pathogens and storing the final product indoors or in one -ton supersacks. The closest home is located greater than 1000 feet to the north of the site. Given the location of the proposed facility in the heart of agricultural operations and since homes are not located within 1000 feet of the project, the site is consistent and compatible with surrounding land uses. 5. What are the hours and days of operation? (e.g. Monday thru Friday 8:00 a.m. to 5:00 p.m.) Response: Normal operations will be Monday through Friday from 7AM to 7PMI with the potential for 7 day a week operations, depending upon litter supplies and market demands. It is possible that hours could expand during the spring and fall prior to spring planting and after fall harvest. 6. List the number of full time and/or part time employees proposed to work at this site. Response: RNII anticipates having two full time employees. It is possible RNII may use one additional part time employee during peak seasonal operations (early spring/late fall). 7. If shift work is proposed include the number of employees per shift. Response: We do not expect to have multiple shifts at this time. 8. List the number of people who will use this site. Include contractors, truck drivers, customers, volunteers, etc. Response: RNII has entered into a lease with English Feedlot 2, LLC that will restrict access to outside individuals. The lease site (see attachments) will allow only RNII employees and its authorized personnel to have access to the site. Product will be sold in bulk or through one -ton super sacks. RNII will likely contract with a local trucking company that may include: 1) Farm Nutrients; 2) a local trucking company under contract with RNII; and 3) farmers that wish to purchase the material direct from RNII at the production facility. Other service providers are expected on a periodic basis, including water delivery (approximately every 2 weeks), septic pumping contractors (every 2-4 weeks) and various service personnel (as needed). 9. If this is a dairy, livestock confinement operation, kennel, etc., list the number and type of animals. Response: nia 10. Describe the type of lot surface and the square footage of each ape. (e.g. asphalt, gravel, landscaping, dirt,grass, buildings) Response: The leased site is identified as dry farm land — agricultural. Current land use is fallow and not in agricultural production. Road access to the site is on CR 41 on the east side of the site. The access road is a mixture of Class 5 and compacted driveway. No buildings are currently on the leased site. 11. How many parking spaces are proposed? How many handicapped (ADA) parking spaces are proposed? Response; Parking spaces will be provided for the employees (3 max). The site is not open to the public and no ADA parking spaces are proposed. 12. Explain the existing and proposed landscaping for the site. Response: No changes to landscaping are proposed. Since the site is secluded, impervious surfaces will be limited to the location of the building (base and apron) and portable trailer with natural vegetation remaining in fallow areas. 13. Describe the type of fence proposed for the site (e.g. 6 foot chain link with earth tone slats) Response: No fencing is proposed. Site security will be provided by locking buildings and possibly a locked access gate. 14. Describe the proposed screening for all parking and outdoor storage areas. Response. None proposed, 15. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Response: The equipment and building are designed to be mobile, so in the event the USR is terminated or the land lease is terminated, SNII will remove all equipment and buildings from the site and restore the site to its previous condition (with the exception of any poured concrete). 16. Who will provide fire protection to the site? Response: The project is located within the Hudson Fire Protection District service area. 17. List all proposed on -site and off -site improvements associated with the use (e.g. landscaping, fencing, buildings, drainage, turn lanes, etc.) and a timeline of when you will have each one of the improvements completed. Describe how many roundtripslday are expected for each vehicle type: Passenger Cars/Pickups, Tandem Trucks, Semi-Truckllrailer/RV (Roundtrip =1 trip in and 1 trip out of site) Response: The site is expected to process up to 151000 tons of poultry litter on an annual basis. Farm Nutrients is currently hauling litter to the litter storage site under their current operation (with or without the RNII project). Their traffic impact, assuming 22 tons trucks, would require 680 trips in and out of the site. On average, this would be 2 trucks in and out a day (365 days a year). However, it is reasonable to expect no delivery trucks during a majority of the year and then truck traffic to increase during seasonally peak periods. This would equate to approximately 10-15 trucks a day for 4-5 weeks in the early spring and late fall. It is possible that the project would spike the pellets to increase the nitrogen content by incorporating feather meal, An additional 1 truck every other day may be provided on average to deliver up to 5000 tons a year of feather meal to the site. Workers would drive their personal/company truck in and out of the site on a daily basis when in operation. This would equate to 2 trips a day for the 2 employees with part time assistance from another periodically. Service vehicles would enter the site periodically for water and septic servicing (every 2-4 weeks). 2. Describe the expected travel routes for site traffic. Response: Vehicle traffic is expected from CR 41 onto CR 10 % to the project site. Trucks would turn around on the leased site and come back the same way. See the Site Location map in the Attachments. 3. Describe the travel distribution along the routes (e.g. 50% of traffic will come from the north, 20% from the south, 30% from the east, etc.) Response: Since the site can only be accessed by CR 41, all traffic will enter from there. We anticipate fifty percent of the traffic will be northbound on CR 41 and the other 50% will be southbound 4. Describe the time of day that you expect the highest traffic volumes from above. Response: Most traffic would be spread out during operating hours. At this time, we do not anticipate regular peak times on a recurring basis. 5. Describe where the access to the site is planned. Response: Please refer to the Attachments to see planned ingress and egress. 6. Drainage Design: Detention pond summarized in a drainage report is required unless the project falls under an exception to stormwater detention requirements per code section 23-12-30 F.l. A. Response: One -ton supersacks of final product may be stored on the property until sold. Farm Nutrients will still store their poultry litter adjacent to the operation under their management as is allowed today. No chemicals or petroleum products are expected to be used in the process. The subject property is approximately 5 acres. The site is located at 19226 Weld County Road 101/2 and has one (1) proposed two- way vehicular accesses, one from Weld County Road 41. Currently, the site contains no existing buildings or structures and is in conformance with the zoning code as an Agricultural lot. The site exists as a 2% impervious lot as an undeveloped area in an agricultural area. The site is relatively flat and naturally flows in the west direction towards the Triangle Reservoir Number 1 and Eshelman Reservoir. The subject site takes on mir imal offsite flows from upstream tributary areas, as described in further detail below. The proposed design does not include any proposed drainage or water quality measures due the small amount of increased impervious areas and less than one acre of disturbance for the site. 22 -Soils The existing soils classification was taken from the National Resources Conservation Service(NRCS) and a custom soil resource report was generated and includes designated soil type limits, soil classifications and soil slopes on -site, as shown in Appendix B. The onsite subgrade soils consist of Olney Loamy (1 to 3 percent slopes) and Valent Sands (0 to 3 percent slopes) which incorporates 100% of the subject site. The project area and surrounding site is comprised of hydrologic soil groups Type A and Type B soils, which have generally have moderate to high infiltration rates and rates of water transmission, reducing the runoff potential for the site area. Hydrology for the existing and proposed condition was completed using only Type B soils for a conservative estimate of runoff. The site is relatively flat, with an average slope of approximately 1,0% and naturally flows in the northeast direction towards the local low -point located offsite (approx. ex. slope 0.7%). General drainage patterns for the major drainage basin flow east to west to a series of reservoirs along the 1-76 corridor located approximately 2.0 miles west of the project site. The subject site does not take on any significant offsite flows from upstream tributary areas based on the minimal slopes and high infiltration soils present in the site area. The existing site was analyzed as one (1) drainage areas (EDAI) as shown on the enclosed existing drainage exhibit (see Appendix 0). Basin EDA1: Existing Drainage Area 1 (EDA1), as shown, includes the entirety of the subject property and consists of approximately 5.0 -acres that discharges to a sump located approximately 500 ft. northeast of the project site. EDA1 was analyzed for only the Minor (5 -year) design storm event to use for comparison with the post -developed stormwater conditions to confirm historic flow paths and rates are met. (A=5O-oc.; Cs=O+ 15 s= t. 6-cfsJ The Rational Method was used to analyze the existing flows for EDA 1 (Q=CIA). UDFCD Rational Method Workbooks were used to calculate runoff values for comparison. No new drainage facilities or grading will be included in the project in order to perpetuate existing drainage patterns in the area. The area of disturbance for the site is less than 1 acre and no water quality treatment is required. The proposed site was analyzed as one (1) drainage area (PDA1), as shown on the enclosed proposed drainage exhibit); see Appendix D. Basin PDA1: Proposed Drainage Area 1 (PDA1) as shown, includes the entirety of the subject property and consists of approximately 5.0 -acres. Drainage patterns have not been altered from the existing condition. If the right-of-way cannot be verified it shall be dedicated, Pursuant to the definition of setback in the Weld County Code, Chapter 23, Article Ill, Section 23-3-50, the required setback is measured from the future right-of-way line.
