HomeMy WebLinkAbout720562.tiff i </it 7i' • RESOLUTION WHEREAS, heretofore and on December 1, 1969, by Resolution, the Board of County Commissioners, Weld County, Colorado, did enter into an agreement with Nelson, Haley, Patterson and Quirk to conduct a feasibility study concerning the creation of a data bank in the office of the County Assessor of Weld County, Colorado, and WHEREAS, as the result of such study a proposal has been made to establish the Northern Colorado Regional Information System, and WHEREAS, there has been submitted a letter of agreement for the establishment of the Northern Colorado Regional Information System and providing for the administration thereof, and WHEREAS, the Board believes it to be in the best interest of Weld County to enter into such agreement for the establishment of the Northern Colorado Regional Information System on the basis recited therein. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, Weld County, Colorado, that said letter of agreement, copy of which is attached hereto and made a part hereof by reference, be, and it hereby is approved. BE IT FURTHER RESOLVED that the Board be and it hereby is authorized to execute the agreement as submitted and to make the same effective forthwith. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 26th_ day of January, 1972. The Steering Committee of the Northern Colorado Regional Information System will coordinate the incorporation of the Assessor ' s date into the information system and to advise the Bureau of Business and Public Research on matters of policy . This committee will be comprised of individuals and organizations mutually acceptable to the Weld County government and the Bureau of Business and Public Research . 2 . The Bureau of Business and Public Research will : A . Cross reference the census and Assessor ' s data to use by members of the Steering Committee . B . Develop the appropriate computer software necessary for the retrieval and display of the data . C . Administer , through the Director of the Bureau of Business and Public Research , the information system , and assume responsibility for reporting to the Steering Committee regarding all aspects of data bank operations . D. Service members of the Steering Committee ' s demands for information retrieval and display at cost. 3 . The County will : A. Provide the Bureau of Business and Public Research the Assessor ' s data and semi -annual updates in the form and on the dates agreed upon . B . Provide the Bureau of Business and Public Research two sets of aerial photographs of Weld County indicating land parcel identification and appropriate census over- lays for the aerial photographs , indicating census tract , census county division , enumeration districts , and census block boundaries . 4. Bureau agrees that no requests for data will be serviced that reveal the identity of individual property owners . Further , the Bureau agrees not to release information at levels of aggregation below the level of the census block without the written permission of the Weld County Assessor . 5 . Any revenues generated from sale of this data to outside sources will be used exclusively for data bank development and information dissemination . It is understood that the Steering Committee will have access to all records regard- ing the receipt and disbursement of these funds which will be located in a special account used exclusively for data bank transactions . The Bureau will report data bank devel - opment and progress on a quarterly basis to county officers . 6 . All computer software developed by the Bureau of Business and Public Research will be considered the property of the Bureau . Members of the Steering Committee , at their op- tion , may call for a dump of all the information they have provided the Bureau . The Bureau agrees to provide the data at cost. The individuals that sit on the Steering Committee or the organization they represent have no claim to any computer software or file system components developed by the Bureau in the course of establishing the data bank . 7 . All requests for data must be initiated by an individual or organization represented on the Steering Committee . 8. New members may be added to the Steering Committee by un- animous vote of the existing Steering Committee members . 9 . Treasurer met with Bill Duff from UNC to discuss the guidelines to be followed in administering the information provided by the County to the Regional Information System. The attached. letter of agreement is the result of that meeting. I assume that I will be responsible for coordinating the County' s activities with the University in setting up the system in as much as my department will probably be the • • most frequent user of the system. For this reason I request that in the Commissioners' resolution of acceptance of the agreement I be officially delegated the responsibility of representing the county on the system' s steering committee. ORIGINAL AUTHORITY All the necessary authority for the creation and operation of the Weld County Data Bank is hereby transferred to the Weld County Data Bank from the signatories of this agreement. B. RELATIONSHIP BETWEEN THE NORTHERN COLORADO REGIONAL INFORMATION SYSTEM AND THE WELD COUNTY DATA BANK The Weld County Data Bank is not a part of the Northern Colorado Regional Information System. No data will be released that will reveal the identity of individual property owners. B. No information will be released at levels of aggregation below the level of the census block without the written permission of the Weld County Assessor. PAGE FOUR AGREEMENT PART VI. USE OF THE DATA A. The Use of Raw, Stored Data: - 1. Only the official members of the Steering Committee may request the retrieval of data from the Data Bank computer tapes. 2. No individual or group who is not a member of the Steering Committee may request the retrieval of data. 3. If any member of the Steering Committee shall determine that the request of an individual or group has important redeeming public value, they may sponsor the request for the retrieval of the data on the behalf Of said individual or group. B. The Use Of Previously Retrieved Data: 1. Once data has been retrieved at the request of a Steering Committee member, it is public property. 2. Any and all citizens may request and obtain any and all previously retrieved data. PART VII. COST OF DATA RETRIEVAL AND DISTRIBUTION ` A. The Cost Of Data Retrieval And Subsequent Distribution: 1. The cost of data retrieval for the Steering Committe members shall never exceed the actual cost of the work. 2. The cost of data retrieval for individuals and groups who are not members of the Sterring Committee will be set by the Steering Committee. PAGE FIVE AGREEMENT - B. The Cost Of The Distribution Of Previously Retrieved Data: 1. The cost of distribution of previously retrieved data for the Steering Committee members shall never exceed the actual cost of the work. 2. The cost of distribution of previously retrieved data for individuals and groups who are not members of the Steering Committee will be set by the Steering Committee. PART VIII. FUNDS 1. The Steering Committee will control and appropriate all funds. 2. Any and all revenues generated from the operation of the Weld County Data Bank will be used exclusively for the development of the Data Bank. PART IX. CONTRIBUTIONS FROM THE PARTIES OF THIS AGREEMENT A. The Bureau of 'Business and Public Research of the .University of Northern Colorado: 1. The Bureau will develop the appropriate computer software necessary for the retrieval and display of the data. All computer software developed by the Bureau will be the property of the Bureau. The Weld County Data bank and its constituent parts will have no claim to any computer software or file system compRnts developed by. the Bureau in the course of establishing the data bank. PAGE SIX AGREEMENT 2. The Bureau will administer the Data Bank System. B. The City of Greeley: 1. The City will submit to the Bureau two sets of parcel identification aerial photographs of the City of Greeley. 2. The .City .will submit to the Bureau two mylar overlays of each parcel identification aerial photograph of the City of Greeley according .to the following descriptions: A. One mylar will illustrate the boundaries of the census county divisions, the census tracts, and the enumeration districts. B. One mylar will illustrate the boundaries of the census blocks. 3. The City will submit to the Bureau one blue print copy of each of the above listed mylar overlays. C. The County of Weld: 1. The County will supply the Bureau with a copy of the 1971 Real Property computer tapes of the weld County Assessor. 2. Beginning in 1972 the ,County will supply the Bureau with a copy of the Real Property computer tapes of the Weld County Assessor for every succeeding year. 3. The County will furnish the Bureau with semi-annual updates of the Real Property Computer tapes of the Weld County Assessor when directed by the Steering Committee. es PAGE SEVEN AGREEMENT 4. The County will submit to the Bureau two sets of parcel identification aerial photographs of: A. All unincorporated territory in the County B. All incorporated territory in the County except for the City of Greeley. 5. Where census block information is available, the County will submit to the Bureau two mylar overlays of each parcel, identification aerial photographs of the County of Weld, according to the following descriptions: A. One mylar will illustrate the boundaries of the census county divisions, the census tracts and the enumeration districts. B. One mylar will illustrate the boundaries of the census blocks. 6. Where census block information is not available, the County will summit to the Bureau one blue print copy of each of the above listed mylar overlays described in Sections 5 and 6. D. The Greeley Chamber of Commerce: �. PAGE EIGHT AGREEMENT PART X. WITHDRAWAL A. Any party to this agreement may withdraw from the Weld County Data Bank. B. The withdrawing party will submit to the Steering Committee a statement of withdrawal at least thirty (30) days prior to the date of their withdrawal PART XI. As has been dis- cussed, the parcel identification system will be completed on four section aerial photographs prepared for the County by the Soil Conservation Service. This proposal will modify our original mapping proposal dated February 1 , 1968, so that the four section maps described herein will replace township maps, four section maps and section maps as described in the original proposal . Information to be Plotted It is understood that generally the parcels to be plotted under this proposal will be described by metes and bounds or as a definable part of a section. It is not intended that highway, railroad, or County road right-of-way lines be plotted unless they are described by metes and bounds. All land described as definable parts of sections of land shall be plotted as such using land division lines as evidenced by the photographs. Land de- fined by metes and bounds descriptions shall be plotted exactly as described. All section lines and section corners shall be plotted according to discernible land division lines and fences where possible. Section numbers shall be shown at the four corners of each of the four sections shown on the map. In addition to the above, township and range numbers shall be shown on the index of each map. Information not Included It has been agreed that certain information is not absolutely necessary for the primary purpose of the maps. These items include: dimensions of metes and bounds properties; railroad, highway, County road, utility, and private rights-of-way unless specifically described as a separate parcel . _. MC.' Legal descriptions of any public land, or right-of-way to be plotted, shall also be furnished at the same time. The above in- formation shall be indexed according to range, township, and section. Parcel Numbering System The parcel numbering system shall be the same as has been used on quarter section maps prepared by this office. Discrepancies in Data Furnished Nelson, Haley, Patterson and Quirk, Inc. will identify areas where discre- pancies or omissions are found so that the County can render a decision on the proper disposal of these discrepancies. In these cases, a copy of the preliminary map will be furnished to the County with the discrepancies clearly noted. Upon the decision of the County officials as to the proper disposal of the discrepancies, NHPQ will correct the original map without additional charge. It is understood and agreed that, although every effort will be made to plot all data accurately and precisely, NHPQ cannot be responsible for discrepancies or conflicts contained in the legal descriptions and other furnished information: Ownership and Storage of Maps As a part of this proposal , Weld County will be supplied with a sepia of the original photographic mylar and two prints of each completed map. It is understood and agreed that the original photographic mylars will remain the property of Weld County, but will be retained in the files of NHPQ until drafting is completed. It is further understood and agreed that Weld County shall have the sole authority over the dispersal of prints of the maps. This office will run prints only on the order of Weld County officials. The County may order as many prints as they may require for their own purposes, or even to sell to other public and private agencies. NHPQ will furnish all ordered prints to the County for a fixed charge of $0.50 per print. No charge will be made for the sepia, working prints or the two prints of the completed map described above. Time Schedule for Completion ine entire program can be accomplished over a one to three year period as dictated by Weld County, allowing the County to budget funds as they wish. Selection of Areas to be Mapped It is understood and agreed that Weld County officials shall select the areas to be parceled and the priority under which the work will be performed. It is further agreed that Weld County will select and authorize NHPQ to proceed with work in one contiguous area consisting of a minimum of one third of the anticipated maps. Mr. Hansen 8/19/71 Page 3 Areas of Duplicate Coverage In areas previously parceled on quarter maps, a note of reference will be made showing the appropriate quarter section map number. Cost of Services Nelson, Haley, Patterson and Quirk, Inc. agrees to furnish the above des- cribed services for a fee equal to $20.00 per map plus $1 .50 per parcel . These unit prices shall include all printing, drafting, plotting, and coor- dinating of the work, including all miscellaneous tools , equipment, and labor. The unit prices shall include the furnishing of a sepia of the original photographic mylar, a preliminary print where required and two prints of each completed map. If the County desires a photographic mylar reproduction in place of a sepia before any drafting is done, an additional charge of $8.00 per map will be made. If County officials determine that township and range numbers are not neces- sary on the index, a total of $0.60 per map.may be deducted. Quarterly billings will be made by Nelson, Haley, Patterson and Quirk, Inc. at the end of each quarter for maps completed and delivered during that quarter. In the event preliminary maps are delivered to the County with discrepancies noted during a given quarter, such maps shall be charged for as completed work. NHPQ will make the subsequent corrections, as directed by the County, without additional charge. After the original maps have been completed, NHPQ agrees to furnish all prints ordered by the County at the stipulated unit price, but will bill for printing services on a monthly basis. An itemized statement of the number and descrip- tion of each printed map will be furnished with the monthly billing. If the above described proposal meets with the approval of the appropriate Weld County officials, a resolution of the County Commissioners accepting this proposal will be considered our authority to proceed with the work. At our next steering committee meeting we will give you a print out, for your county, aggregated to, enumeration district. In addition, we are presently writing up a set of procedures you will need to follow in order to call for additional, less aggregative data retrieval. I will be contacting your secretary sometime during the next week to arrange a convenient time for the meeting. The agenda for this meeting will be as follows: 1. Explanation of census print outs and format. 2. Explanation of the procedure to be followed in requesting additional census information. 3. Cost procedures. 4. Planning the integration of the assessor's files (I hope you will have completed the survey sheet I sent you last month. Before I get to the prime purpose of this memorandum let me quickly outline the kinds of things we have been doing at the Bureau of Business and Public Research. 1. We have ordered, and expect delivery within the week, the first count census data for Colorado. This file includes the 100% data items included in the 1970 census by enumeration district. 2. The 2nd, 3rd, 4th, and 5th counts for Colorado are not yet available. They were scheduled for distribution during the first weeks in March. The census people in Washington told me last week that they should be out shortly. They will notify us when they are ready to be shipped. 3. We have written and are at present debugging a basic program designed to provide access to the census data by item, by geographic area. It should be ready by the time we receive the tapes. 4. We intend to begin structuring the overall data base design during the Spring quarter of 1971. You are asked to fill in the attached data use survey in order to assist us in that process. (It also details the information available through the census.) I would appreciate your filling it out and returning it to us as soon as possible but no later than the 1st of April. 5. Prior analysis of agency programs in terms of their objectives is therefore necessary. In addition, the delineation of at least tentative or preliminary research assumptions would be helpful in the structuring of data needs. Attached is a general description of the information to be contained in the summary tapes. It will be appreciated if all recipients of this survey provide the requested information concerning their use of census data. This information will be useful for the purpose of anticipating the need for other sources of federal, state, and local data, and also the need for generalized indicators, derived measures, projections, and other information. r•-• To assist us in assessing your data needs, kindly supply the following information: I. Assistant Professor of Business Director, Bureau of Business and Public Research January 14, 1971 Abstract This paper describes the conceptual design and specifies the costa of establishing The Northern Colorado Regional Information System for the area served by Colorado State Planning District #2 (Larimer and Weld Counties) . This project is undertaken with the cooperation and support of officials from Larimer and Weld Counties, representatives from the public and private sectors within the City of Greeley and The University of Northern Colorado. The system is designed to serve three constituencies: 1. County and municipal planning officials within the two counties. 2. Organizations concerned with business and industrial development within the two counties. 3. Those faculty and students at the University of Northern Colorado interested in regional research and, planning. 2 The information system is to be built in a flexible format. It is to be composed of an initial information base of two computerized file sets--1970 U. S. Census and local assessor's data for the two counties. This information will be supplemented by library maps, reports and related non-computerized materials.1 The information system will be administered by the Bureau of Business and Public Research, adjunct to the School of Business at the University of Northern Colorado. The immediate (first year) objectives of the Bureau is the geocoding and cross-referencing of the two initial file sets for urban areas within the two counties and developing the necessary display software. Simultaneously, the Bureau and the Systems Steering Committee2 will jointly specify a plan for expanding the data base beyond the initial file sets. Once the system is operational all information received by the 1. Of this total: 1) participating members outside the University will contribute $ 1,740.00 These funds will be used to purchase U. S. Census tapes, tape documentation and available software. 2) The School of Business will contribute $ 850.00 These funds will be used for office supplies, promotional and telephone expenses. 3) The University is requested to contribute $13,809.40 These funds will be used to .support a computer programmer/ systems analyst ($7,200 for 11 months) , work study coding assistants ($269.40 for 900 hours at $0.30 per hour) , and a secretary ($4,440 for 11 months) . This figure does not include office space or equipment or storage costs for 1 non-computerized materials. The University librarian has expressed interest in having the system located in its new facility on the College Park campus and has offered to provide space and share the expenses of basic office furniture and equipment with the School of Business. Computer time will be paid for on a project basis. System users will be charged on a, cost plus basis. Initially, any computer time that cannot be charged to users will be charged to the School of Business account. It is expected that the initial demands made on the computer 4 center will be minimal. The system is being developed to serve the public and economic planning needs of the Northern Colorado Region. Initially, the system will be based on two data file sets: the 1970 U. S. This report was written and the project initiated after conversations with community and state planning officials, and administrators at UNC. Materials received from these sources are available through the Bureau of Business and Public Research and have been ordered or placed on file in the University library. • 6 recommended administrative structure, including staffing requirements, as well as funding levels and procedures. 7 SECTION I Background and Objectives of the Northern Colorado Regional Information System The economist, Charles P. Kindleberger, identifies five stages of economic growth:1 two preconditions for take off, take off, maturity, and decline. Although Professor Kindleberger invented his paradigm to describe the growth patterns of developing nations, his schema seems to have relevance to regional development as well. The Northern Colorado front range region is clearly in the beginning phase of Kindleberger's third stage. We have taken off and can expect to experience accelerated economic growth for the next few decades. This economic growth undoubtedly offers our community many opportunities that are generally considered desirable. It comes, however, not without its costs. It will inevitably be accompanied by a rapid population increase and increased demands for services from both private and public sectors of our economy. It is so obvious that perhaps it need not be mentioned, but in most areas that have experienced these changes the net result was not always judged favorable. They have experienced a deterioration in the, quality of their environment. Most people agree that there was also a concomitent decline in the quality of life. Growth, however, cannot be escaped. With careful planning by concerned citizens, however, the deterioration of the community can be minimized. • 1. Kindleberger, Charles. The major objective of the Northern Colorado Regional Information System is to provide those concerned citizens from the public, business and academic community access to this information. There are, however, a number of more specific ends to be served. Among these are the following: 1. To support community research as well as the planning activities of the academic community at UNC. 2. To develop applied data management techniques in the area of Regional Information System. a. Developing solutions to the problem of data acquisition, data management, and data use. b. Developing solutions to the problems of efficient data and subsystem linking; developing techniques for facilitating systems compatability and/or interfacing. c. ' Learning more about the secondary impacts of the implementa- tion of information systems on planning activities, including implications for administrative organization and behavior. 3. To encourage the standardization of data inventories among community agencies both vertically through successive levels of user organizations and horizontally between organizations. 4. To develop means for disseminating reports of proven technical developments in the area of regional planning. 9 SECTION II System Design and Time Frame for Task Completion Design Criteria: The Northern Colorado .Regional Information System is designed to serve the objectives outlined in Section I of this report. In meeting these ends attention should be focused on the following five primary design criteria. Capacity. The system must have the capacity to respond to user requirements. It should also have the capacity to store, manipulate and present data within the constraints we impose on it. The system is not expected to collect information, nor is it required to provide a complete data manipulation capacity. All data included in the system will be accepted in machine readable form only. The decision to develop analytical software will be made on an ad hoc basis depending on the ability of the staff at the Bureau of Business and Public Research and the availibility of other necessary University resources. Compatibility. Compatibility between user needs and the various data files contained within the system is essential. Moreover, compatibility between the system itself and other systems in the state and the nation is also vital. Timeliness . Timeliness involves the temporal relationship between user demands and system responses. The information output of the system must be provided to the user within a satisfactory interval of time after a query is made. This is of particualr importance when servicing the requests of agencies represented on the Steering Committee. 10 Flexibility. As conditions change the original user requirements placed on the system are likely to change. The system must be designed to respond to these changes. Economy. The importance of economy is not costs alone, but rather the cost effectiveness of the system. The system will be evaluated by balancing system costs against system performance with respect to the systems objectives and the five design criteria listed above. System Users: • The system should be responsive to the needs of four distinct types of system users. 1. The planning officers of Colorado State Planning District 112. 2. Local jurisdictions and local State and Federal agencies. 3. Commercial organizations. 4. The academic community, as well as other quasi-governmental or* non-profit organizations. • System Design: Geographic and Time Base: A common geographic and time base will be developed for all data items. 1. The geographic base should disaggregate rather than aggregate. It should allow for the aggregation of data into a variety of different spatial units. It is recommended that the smallest geographic unit for incorporated areas within the system be the census "block." All other areas will be identified by the census enumeration districts in which they fall. The assessor's data and data from other sources as well, however, 11 will also be cross-references to land parcel identification number. 2. A single, common time base should be adopted for all components of the system, permitting the development of compatible historical records and uniform updating procedures. Time Frame: Distinction should be drawn between 1) immediate requirements (up to 11 years from funding date) , 2) short term requirements (one to three years from funding date) , and 3) long term requirements (three to five years from funding date) . The immediate, short term and long term tasks of the Bureau in establishing the system should be as follows: I. Immediate A. !, To obtain and interface the two basic file sets--1970 U. S. Census data and assessor's data for Weld and Larimer Counties. B. To develop a system for basic displays of this data. i C. To design a system for updating the two basic file sets and any other file sets (i.e. , public school, water, employment, transportation, etc.) that the steering committee agrees to append to the basic file sets. D. To establish a framework to be used by participating agencies for data collections. E. To offer limited assistance in statistical analysis and modeling to system users. Thus, the immediate objectives are, in summary, to acquire the basic file sets, to establish systems that provide access to this information and ' to plan the future expansion of the system. 12 II. Short Term Objectives A. Expansion of the systems capabilities in data. analysis, systems modeling and data retrieval. III. Long Term Objectives A. Completion of the basic system structure, incorporating a range of statistical and system modeling capabilities, and possible extension of the system into geographic areas not included in Planning District U2. System Content: The system will be designed to contain three types of records: computerized data files; non-computer based library of written reports, books, maps and supporting documents; and internally generated systems software. 1. Computerized Data Files. Initially (first year) the system will contain two file sets from within Colorado State Planning District U2; 1970 Census data, Assessor's data. Later in the short run (year 2-3) the data base may be deepened within Planning District #2. Still later, in the long run (year 3-S), the file set may be expanded beyond the geographic limits of Planning District #2. 2. Non-computerized Library Files. The library files should include the following elements: a.' ' A complete set of continuously up-dated land use maps for Planning District #2. b. A complete set of U. S. Census maps for Planning District #2. c. Records of all aerial photography and related physical mapping within Planning District #2. 13 d. Copies of planning documents and reports from both within the district and state and other significant planning documents as available. e. Back-up data sets for all computer files contained within the system. f. A continuously up-dated file of historical records and data pertaining to Planning District 02. g. A collection of reference books and materials on planning technology. 3. Software. Development of the data files outlined above should be accompanied by the development of a full set of systems software. This should include: a. : Basic software for assembling, retrieving, manipulating, and displaying the content of the computerized data files. b. Software for file maintenance and up-date. c. A collection of basic statistical analysis packages. (System/360, scientific subroutine package is available and used on the UNC campus.) d. ! Data aggregation programs for comparison across and between files at varying spatial levels. e. System modeling packages (long term) . f. Graphic display packages (long term) . • 14 SECTION III Administration Staffing and Funding In order to meet the set of objectives outlined above the following administrative structure is proposed: 1. Overall responsibility for administration of The Northern Colorado Information Retrieval System should be housed with the Director of the Bureau of Business and Public Research. 2. Responsibility for information systems design will be housed with the Director of Information Services. 3. Responsibility for the systems' long term development should be housed in a steering committee comprised of system µsers. (The names of individuals are presented in Section I of this report.) 4. Initial development of the system should be supported by the University of Northern Colorado, the School of Business, and user contributions. 5. All computer file development and expansion after the initial basic file set (Census and Assessor's) has been established will be supported by system users. 6. All demands for information output will be met with the user paying the cost of data retrieval. The data retrieval costs are divided into three parts: a. Programming costs. The user may develop his own software external to the Bureau and escape these costs. b. Computer time costs. 15 c. Administrative costs. As you may recall, during our last steering committee meeting, I gave you an estimate of the costs of acquiring the Weld County census tapes. The tariff came to between $250.00 and $300.00 for each organization partici- pating in the data bank. This estimate was based on a figure computed (by the Census people) on the assumption that the Weld County data could be abstracted from the State file without special data processing. Evidently this is not the case. Attached is a copy of a letter from Marshall Turner, Chief, Central Users Service, Bureau of Census. He estaimtes the cost of acquiring the data at $1,680.00. He further states that the price would be about the same regard- less of whether we purchased the tapes for the entire State or had the Bureau process out the Weld County information. My feeling is that we should purchase the information for the state and do our own processing for Weld County. The University would, of course, provide the programming services necessary to pull the Weld County data out. If this is agreeable to you, each organization participating in the data bank project would be required to contribute $420.00 towards the purchase of the tapes. We should place our order with the Bureau within the next month in order to assure delivery as soon as the tapes become available. For this reason I would like a letter from each of you authorizing me to obligate your organization for this expenditure. 2. The University has recently purchased the test tapes referred to in the first paragraph of the second page of Turner's letter. We will develop data handling and format programs before we receive the tapes for Weld County. 3. The University library has offered to cooperate with us in setting up a special storage section for planning publications, maps (we have purchased a complete set of census maps for the area) and computer print-outs. We feel that locating these items in the new University library building (West Campus) will provide wider access for the participants in the project than locating them at the School of Business. The library is open, with a few exceptions, from 8:00 am. until 11:00 pm. throughout the year. Vacations scheduled for this month have just about shut down the University. Around the first of October we should be able to begin moving and shortly thereafter schedule our first meeting. We will be doing a few things in the interim, however. They are: • 1. We have sent out letters to the mayors and public school superinten— dents in the Weld County areas surrounding Greeley. The Institute is sending Steve to an advance management research seminar on data base design in San Francisco during Oct. 21 through Oct. 23.
