HomeMy WebLinkAbout20193782.tiffRESOLUTION RE: APPROVE 2019 APPLICATION FOR INTERNET CRIMES AGAINST CHILDREN (ICAC) TASK FORCE GRANT AND AUTHORIZE CHAIR TO SIGN - CITY OF COLORADO SPRINGS POLICE DEPARTMENT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with the 2019 Application for the Internet Crimes Against Children (ICAC) Task Force Grant from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Sheriff's Office, and the Northern Colorado Regional Forensic Laboratory, to the City of Colorado Springs Police Department, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. These software tools are frequently used by analyst to process evidence related to Internet Crimes Against Children. These software tools assist in processing large volumes of data in an automated format increasing analyst efficiencies in sexually exploitative cases. This request is to ask for the opportunity to submit a request for grant funding that will help our lab to maintain the quality of service it has attained and continue to provide essential services to the region. There is never a guarantee that funds will be given, but we have been able to secure funds from the ICAC grant over the past 8 years. If funds are approved a separate request will be made in the fall to accept the SOGA offered. What options exist for the Board? (include consequences, impacts, costs, etc. of options): • Approve the request for funds ($4,900) for the Regional Lab which was not requested in the 2020 year budget request. • Deny authorization to sign. This may result in increased cost to the County General Fund to purchase necessary software to utilize existing devices. • Not approve the request. Please explain how over the last year, your agency has worked to prevent, interdict, investigate, and prosecute Internet crimes against children and technology -facilitated child exploitation. Over the past year, Daren Ford and Todd Zwetzig, through the Northern Colorado Regional Forensic Lab and Weld County Sheriffs Office have been active participants in the processing of cell phones, computers and other electronic devices submitted to the lab for the examination for evidence of the exploitation of children. The scope of their work covers not only Weld County SO, but other agencies that participate in the regional lab and other agencies dealing with ICAC investigations. They have also participated in the execution of search warrants on homes where there are indications of child exploitive files being shared. During search warrants, evidence as it is discovered on scene is triaged to attempt to obtain evidence for immediate suspect identification and prosecution. Detailed reports are completed on items submitted to the lab. They testify in court regarding the results of findings when required. 2. Please describe how the supplies and equipment you are requesting will help improve your ability to handle ICAC cases. The specific items requested are software, maintenance support updates for three forensic software tools. This allows us to obtain critical data from the most recent technology devices and hardware to include, computers, cell phones, tablets, hard drives and other removable media. 3. Please describe how the forensic skills -based or specialized investigative training you are requesting will help improve your ability to handle ICAC cases. Daren and Todd already have the skills necessary to operate the software and computer equipment.
