RE: APPROVE GRANT APPLICATION FOR 2019-2020 HAZARDOUS MATERIALS
EMERGENCY PLANNING (HMEP) AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Grant Application for 2019-2020
Hazardous Materials Emergency Planning (HMEP) from the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Weld County
Office of Emergency Management, to the Colorado Division of Homeland Security and
Emergency Management, Department of Public Safety, commencing October 1, 2019, and
ending September 30, 2020, with further terms and conditions being as stated in said grant
application, and
WHEREAS, after review, the Board deems it advisable to approve said grant application,
a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Grant Application for 2019-2020 Hazardous Materials Emergency
Planning (HMEP) from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Office of Emergency Management,
to the Colorado Division of Homeland Security and Emergency Management, Department of
Public Safety, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said grant application.

Brief description of the problem/issue: Commissioners, attached is a copy of the application for the
Hazardous Materials Emergency Preparedness Grant. This grant application is for the Federal Fiscal Year of
2020 (Oct 2019 -Sept 2020). The grant funding requested is to support the OEM Coordinator position that will
work in the area of hazardous materials planning. This includes planning with our Tier II chemical facilities, Oil
and Gas Development, pipelines, transportation, railroads and includes exercises and training development. The
application needs to be signed and returned by January 31St, 2019.
The funding requested is $99,500.00 which covers salary, fringe benefits and some travel costs. We have a
match requirement of 20% which is S19,900 (see page 8 of the document for full detailed budget). I will
continue to work With Don Warden to make sure we have the Matching Funds available in the 2020 budget.
Applying for the grant does not guarantee funding as this is a competitive grant.
I'm requesting the BOCC authorize me to add this application to the Boards agenda for approval and signature.

OVERVIEW: Describe your agency or organization; provide an overview and community served.
The Weld County LEPC is run by the County's Office of Emergency Management. Our office has four
employees and funding from the grant supports one of our EM Coordinator positions. The continued funding is
important to us for the purpose of coordination with facilities the store, transport and process chemicals in our
county and supports the planning with response agencies.
Weld County is a vast County with over 3,900 sq miles, Weld County's population is estimated at 324,000, the
county include 32 municipalities, 26 fire districts and 19 law enforcement agencies. The County has two
Interstate Hwys, I-25 and I-76, multiple pipeline operators and Chemical facilities. Two major railroads,
Burlington Northern and Union Pacific, with other small rail line operators. Weld County has over 7,000 tier BE
reporting facilities and 235 of these facilities have extremely hazardous chemicals. The Oil and Gas
development in our County over the past several years has increased the number of Oil and Gas production
facilities which has added transportation offloading (Trucking and Rail) and pipelines in the County. Hazmat
Transportation accidents are identified as a high risk incident in our 2016 Hazard Mitigation Plan.

Weld County and Weld LEPC will utilize funding to support an employee to use the analytical information
obtained in the projects from 2018 and 2019 to present training on our recently developed Hazardous Materials
Response and Transportation Plan, provide table top scenarios for each of the RMP facilities with a
transportation nexus, coordinate an LEPC workshop, utilize risk assessment for each of the facilities that have
EHS chemicals to help Fire Districts develop pre -plans, coordinate with communities on planning for hazmat
transportation incidents and develop a training and exercise plan based on worst case scenarios. Coordinate
with Pipeline operators on delivery of Pipeline Safety Training and community outreach. Coordinate with the
NE Region LEPC Chairs on support to their LEPC's?
The Core Capabilities addresses for this project include; Planning, Operational Coordination, Intelligence and
Information Sharing, Threat and Hazard Identification and Community Resilience.
The outcomes of this project are to better prepared our First Responders, Community Leaders and Citizens to
understand the risks and threats that are in the communities, help them to understand the action the need to be
taken if they live in an area that has a high risk and how to best prepare for a release if there is an
transportation accident or an accident at a facility. Work with Industry Partners to develop a training and
exercise program that supports response agencies and communities, this planning will help with Community
Resilience.
This project is a part of an ongoing plan to better prepared first responders, community leaders and our
citizens, the sustainability of this project is the commitment of Weld County Government to continue to
support partial funding for the employee to work on the project. Ifs very important for Weld County to
continue to receive funding to support this ongoing project.

expendable supplies, such as paper and folders. Total Hard Match: $1.500.00
Weld County will provide a hard match of cash for this grant.

Meet with Railroad operators and obtain a commodity flow study (CFS) for each rail line that goes through
the County. Utilize the CFS to updates a community hazard assessment for each town along the route.
Participate in each of the Damage Prevention Council Meeting, LEPC meeting, FRERC Meetings, MAC
Meetings and State CEPC meetings. Provide updates to each group on planning efforts and coordination.
Review Hazard Assessments on each of the EHS facilities and develop a review of the delivery route used by
the vendors and identify at risk facilities along the route.
Work with the FRERC to identify best practices on planning for Oil and Gas well drilling and production
facilities. Work to develop and update emergency response plans for offload facilities, schedule exercises.
Complete one LEPC Workshop that includes a a transportation exercise, Participate in the State LEPC
Conference and provide training and outreach to community leaders on risk assessments.

Salary and Fringe Benefits; Weld County will employ a Emergency Management Coordinator to work for the
Emergency Management Office and conduct the listed tasks. The employee will be a full time employee and
Weld County will provide the 20% cash match for the salary and benefits. the costs for the employee is based
on Weld County salary and benefits costs for an Emergency Management Coordinator.
Travel costs; this funding will be used for travel costs for LEPC conferences and NASTTPO conference. Weld
County will support cash match funding for the 20% match. the estimated cost include air fair to the
NASTTPO conferences and other costs for ground transportation.
Total budget requested is $99,500.00, $70,000.00 for EM Coordinator Salary, $24,500.00 for Fringe Benefits
and $5,000.00 for travel costs. Hard cash match of $19,900.00, Federal Funding of $79,600.00.

Weld County continues to grow in population and with the continued development of Oil and Gas Drilling,
support organization continue to move into Weld County. The current residences may not be aware of the risk
in their communities. Oil and Gas exploration support organization include trucking, pipeline, equipment
operators, production operators and storage facilities. Hazardous material transportation incidents have always
been an important planning area for Weld County. With the development of the Hazardous Materials
Transportation Emergency Response Plan during the 2019 planning cycle, agencies and industrial organization
will need to train and exercise on this plan. Local community leaders will need to understand the risks that are
in their communities based on the hazard assessments. This may have changed over the years with chemical
facilities in the town and housing expanding around the areas or building closer to commercial business parks.
