This grant application is for the Federal Fiscal Year of 2020 (Oct 2019 -Sept 2020). The grant funding requested is to support the OEM Coordinator position that will work in the area of hazardous materials planning. This includes planning with our Tier II chemical facilities, Oil and Gas Development, pipelines, transportation, railroads and includes exercises and training development. The application needs to be signed and returned by January 31St, 2019. The funding requested is $99,500.00 which covers salary, fringe benefits and some travel costs. We have a match requirement of 20% which is S19,900 (see page 8 of the document for full detailed budget). I will continue to work With Don Warden to make sure we have the Matching Funds available in the 2020 budget. Applying for the grant does not guarantee funding as this is a competitive grant. I'm requesting the BOCC authorize me to add this application to the Boards agenda for approval and signature. What options exist for the Board? (include consequences, impacts, costs, etc. of options): Approve request and add application to Board agenda for approval. Deny request and do not seek the grant funding. The Weld County LEPC is run by the County's Office of Emergency Management. Our office has four employees and funding from the grant supports one of our EM Coordinator positions. The continued funding is important to us for the purpose of coordination with facilities the store, transport and process chemicals in our county and supports the planning with response agencies. Weld County is a vast County with over 3,900 sq miles, Weld County's population is estimated at 324,000, the county include 32 municipalities, 26 fire districts and 19 law enforcement agencies. The County has two Interstate Hwys, I-25 and I-76, multiple pipeline operators and Chemical facilities. Two major railroads, Burlington Northern and Union Pacific, with other small rail line operators. Weld County has over 7,000 tier BE reporting facilities and 235 of these facilities have extremely hazardous chemicals. The Oil and Gas development in our County over the past several years has increased the number of Oil and Gas production facilities which has added transportation offloading (Trucking and Rail) and pipelines in the County. Plan for sustaining the project once the grant funds are expended Weld County and Weld LEPC will utilize funding to support an employee to use the analytical information obtained in the projects from 2018 and 2019 to present training on our recently developed Hazardous Materials Response and Transportation Plan, provide table top scenarios for each of the RMP facilities with a transportation nexus, coordinate an LEPC workshop, utilize risk assessment for each of the facilities that have EHS chemicals to help Fire Districts develop pre -plans, coordinate with communities on planning for hazmat transportation incidents and develop a training and exercise plan based on worst case scenarios. Coordinate with Pipeline operators on delivery of Pipeline Safety Training and community outreach. Coordinate with the NE Region LEPC Chairs on support to their LEPC's? The Core Capabilities addresses for this project include; Planning, Operational Coordination, Intelligence and Information Sharing, Threat and Hazard Identification and Community Resilience. The outcomes of this project are to better prepared our First Responders, Community Leaders and Citizens to understand the risks and threats that are in the communities, help them to understand the action the need to be taken if they live in an area that has a high risk and how to best prepare for a release if there is an transportation accident or an accident at a facility. Work with Industry Partners to develop a training and exercise program that supports response agencies and communities, this planning will help with Community Resilience. This project is a part of an ongoing plan to better prepared first responders, community leaders and our citizens, the sustainability of this project is the commitment of Weld County Government to continue to support partial funding for the employee to work on the project. Travel costs; this funding will be used for travel costs for LEPC conferences and NASTTPO conference. The current residences may not be aware of the risk in their communities. Oil and Gas exploration support organization include trucking, pipeline, equipment operators, production operators and storage facilities. Hazardous material transportation incidents have always been an important planning area for Weld County. With the development of the Hazardous Materials Transportation Emergency Response Plan during the 2019 planning cycle, agencies and industrial organization will need to train and exercise on this plan. Local community leaders will need to understand the risks that are in their communities based on the hazard assessments.
