Weld County Department of Public Health and Environment

The Weld County Board of Health met July 23, 2019, at 9:00 a.m. in the second -floor hearing room
of the Weld County Department of Public Health and Environment.
Those present included:
Board Members: Nicholas Berryman, Linda Kautz, Sandra Owens, Joyce Smock and Jeff Reck.
Others: Lauren Light, Katie Sall, Casey Vogt and Alex Clemments, Environmental Health Services.
APPROVAL OF AGENDA
A motion was made by Joyce Smock to approve the agenda as presented. Linda Kautz seconded the
motion and the motion was carried unanimously.
APPROVAL OF MINUTES
A motion was made by Sandra Owens to approve minutes from June 25`" 2019 meeting. Jeff Reck
seconded the motion and the motion was carried unanimously.
BUSINESS
Veris Environmental, LLC- Katie Sall presented 11 biosolids renewal applications. No public
comments or concerns were received. Environmental Health recommends approval.
DS -200667, DS -200813, DS -200814, DS -200816, DS -200819, DS -200820, DS -200821, DS -
200823, DS -200824, DS -201205, and DS -201319.
A motion was made by Linda Kautz to approve the renewals. Joyce Smock seconded the motion and
the motion was carried unanimously.
PRESENTATIONS
Tim Larson — Biosolids Coordinator, Clean Water Compliance & Enforcement Division, Water
Quality Control Division, Colorado Department of Public Health & Environment
Tim gave a over -view to the board (we have 2 new members) on what biosolids are and what we do
here in Weld County and what his roll is with the state and us.
Biosolids- Regulations — Protect our environment/Health- EPA is the authority
Biosolids- Definitions — Industrial Waste, High in Nutrients
Plant inspections — Biosolids renewals — What kind of soils do we use? How does changing the soils
effect the odor in the air and storage, don't leave it in piles spread it as soon as possible.

We currently have a digital campaign running in Fort Lupton. We received 92,000 impressions and
received 250 clicks to call. We started with Fort Lupton because a survey showed that 30% of the
population used tobacco (including e -cigarettes) compared to 17% for the rest of Weld County.
There are 4 out of 10 are under the age of 24 and 4 out of 10 live below the federal poverty level.
A motion by Linda Kautz to adjourn the meeting and was seconded by Joyce Smock. Meeting was
adjourned at 10:17 am. Next meeting is Tuesday, August 27, 2019.
