BILLINGS COURTHOUSE COLORADO GREELEY, 80631 June 30, 1971 To All Boards of County Commissioners: Gentlemen: The Board of County Commissioners for Weld County requests your support in their decision regarding the financing of the county' s portion of Welfare and the testing of the maximum mill levy statute. We are sure that all the counties are concerned with this matter, and it is the opinion of Weld County that requirements over the statutory maximum mill levy is not a county obligation, but rather one of the State and Federal Government. As you recall last year your County Commissioners Association of Relief and Welfare did propose a bill to the State Legislation, this was rejected by the Governor, because he refused to increase the State Taxes. We will attempt to present this bill again and have been promised by at least one Legislator to sponsor the bill. We believe that the time has come for all County Commissioners to take a definite stand and represent those property taxpayers who elected them. The State and Federal Government, through Legislations, have forced these Welfare Programs upon the property taxpayers, with little regard as to how the counties can raise their share. If the funding of these programs is in excess of the maximum statutory mill levy, then it is our belief that the responsibility lies with those making the rules, namely the State and Federal Governments. Weld County has decided to discontinue Welfare Payments at the end of July, at which time our 1971 Budget will be exhausted. It is quite likely that the State will file a court suit, but we feel it should be decided in the courts if the property taxpayer should be burdened with Welfare costs that exceed the maximum mill levy. 55z681 710498 June 30, 1971 Page 2 This request is most urgent and we need an immediate answer, stating your opinion in favor or disapproving of our position.
