RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES SOUTH OF STATE
HIGHWAY 119 AT COUNTY ROAD 7.5
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that "No Parking" signs be installed south of State Highway 119 at County Road 7.5, to ensure
safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
"No Parking" signs south of State Highway 119 at County Road 7.5, for the safety of the general
public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 6th day of March, A.D., 2019.

SUBJECT: No Parking Signs — WCR 7.5 south of Hwy. 119
Please place this request for the installation of "No Parking" signs on the next available BOCC
agenda.
This request is for an area on the west side of WCR 7.5 just south of St. Hwy. 119.
I will attend the BOCC meeting to answer any questions that may come up.

Brief description of the problem/issue:
The Sheriff's Office has requested that the widened area on the west side of WCR 7.5 just south of St. Hwy.
119 be signed to not allow any parking. According to the Sheriff's Office this area is very high for drug
trafficking and other crimes. Many RV's and other vehicles are parked here overnight or longer, some have
even been abandoned and towed, and it has become a nuisance area. Tracking of mud onto WCR 7.5 has also
become a problem lately. Since this area is within an MS4 area, this tracking would constitute an illicit
discharge into the storm drainage. If the no parking signs are approved for installation, the Public Works
Department would like to reclaim the area by installing new grass seed and protecting it until it can take hold.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
• Approve the installation of "No Parking" signs for this area
o Vehicles would not be left in this area for extended periods of time and crimes could not be
instigated from these bases of operation.
o Mud would not be tracked onto WCR 7.5 from this area
o 3 sign installations are estimated to cost $750 ($250 apiece)
• Deny the installation of "No Parking" signs for this area
o Parking and other activities would continue as it does today
o We would continue to have mud tracking issues from this area onto WCR 7.5
Recommendation:
Staff recommends approving the installation of "No Parking" signs in this area.
