We have two semi -trucks and trailers teaching people to get their Commercial Driver License. We usually practice the backing portion for 4 hours a day and we then take them on the road for 4 hours a day. On Friday and Saturday, we administer the state CDL test. 2. This proposal is consistent with following Weld County Codes: a. Chapter 22 B --Protect the rights of the property owners to convert their agricultural lands to other appropriate land uses. b. Chapter 22 E --To Provide uncomplicated, unburdensome government, responsive to the people, development in rural areas provides opportunity for land divisions that are exempt from subdivision regulations and allows land use by small agricultural operations and home businesses. These lots retain the agricultural zoning designation and support a high -quality rural character, while maintaining freedom from cumbersome regulations. c. The future plan will be to have 4 full time employees & 5 students so that could mean 9 round trips a day in personal vehicles. We train people to drive trucks and the plan will be to have 3 trucks and the round trip for those could be 3. We do third party testing so we could have 6 extra vehicles coming in a week to test. We are a public business and people could stop by just to talk about the school and enrollment. Where the water originates if it flows onto the property from an offsite source The properties on the north side of us drain onto our property iii. Where it flows to as it leaves the property It flows from the North West to the South East and drains in to the west ditch of Colorado Blvd. It has only happened once in 35 years. iv. The direction of flow across the property The water stands still on the property but it it were to drain it would drain to the South East. (Slope of the land is 2% or less) v. If there have been previous drainage problems with the property There have never been drainage issues with the property in 35 years. Box 1029 Hudson, CO 80642 RE: 4525 Colorado Boulevard, Dacono, Colorado Advanced Engineering, LLC Project Number 3369-01-01A Dear Mrs. Babcock: We have consulted with you regarding drainage conditions at the above referenced site. The larger west portion of the site is an open field used for a driving instruction course. The smaller eastern portion of the site (the panhandle with access from Colorado Blvd.) has an office trailer located on it. The western half of the adjacent property to the south (4505 Colorado Blvd.) is contiguous with this property and is also used for the driving instruction course. You indicated that recently recycled asphalt pavement (that was removed from another site, recycled for a second time) was installed on a portion of the instruction course area to aid dust control. It is our understanding Weld County has a concern about increased runoff related to the recycled asphalt pavement. On March 20, 2019 we visually observed the existing drainage conditions at portions of the site. The instruction course area is bordered by rural residential housing and the office trailer to the east, by a large agricultural field to the south, by the Stanley Lateral Ditch to the west, and by a small rural pasture space to the north. The instruction area has bare soil in most areas. There are some areas scattered with the recycled asphalt, which at this point is more consistent with a poorly graded gravel, however most of these areas are still generally bare soil. In two locations we observed a small stockpile of recycled asphalt, each small enough to approximately fit in the bed of a passenger truck. In one location there is a section of compacted asphalt pavement, approximately the size and shape of a semi truck and trailer parking space. The instruction course area has a level to nearly level slope to the northwest, with some depressed areas. Drainage at the site is very poor and does not appear to flow to any specific area. There are no apparent areas of channelized flow, only irregular overland sheet flow. At the time of our observation, the area had standing water in several locations from a storm which had occurred approximately a week prior. Accordingly, we do not feel the potential for runoff from the site has been significantly increased. In fact, the wheel ruts from repetitive driving loops appear to have slowed the runoff sheet flow, almost acting as detention to a small degree. It is our opinion the negligible increase in potential runoff does not require mitigation. We feel the existing drainage will continue to function as it has historically. The recommendations and conclusions presented in this letter are based on a visual review of portions of the described site, your directions and information you provided. Our review was limited to the items described in this letter, and is not intended to cover structural, mechanical, electrical. environmental, mold, or architectural features of the site/buildings. Discrepancies or deficiencies should be brought to the attention of the engineer. Our office has not performed an elevation survey or any engineering analysis of the existing on site or off site drainage conditions, unless noted otherwise.
