The first grant request is for a Tier 1-$200,000 application for funding to contract design and floodplain analysis for the WCR 66 and WCR 41 intersection improvement project. This project is necessary as traffic use will increase as a result of the closure of WCR 64 (O' Street) at US 85 at the Union Pacific railroad crossing. This railroad crossing closure, which will occur in the next 1-2 years, will require all traffic traveling along US 85 to use WCR 66 east to access the many businesses located east of US 85. Many trucks will be turning at the intersection of WCR 66 and WCR 41, which will require widening of the intersection. In addition, the future connection of 'O' Street to US 85 will occur at WCR 66 which will add more traffic to the intersection. The second grant request is for a Tier 2 -$1,000,000 application for funding for contract construction for intersection safety improvements at WCR 54 and WCR 17. Both WCR 54 and WCR 17 are classified as arterial roads which are important connections to US 34, 1-25, the WCR 54 Corridor which will be a main route to 1-25 upon the completion of the SH 402 interchange construction. Weld County will contract for construction of a roundabout at the intersection. Staff recommends authorization of signature on the DOLA applications. The FEMA floodplain approval would be permitted in-house through the Weld County Planning Department. The design would be for an improved wider intersection in which turn lanes will be added and full -depth r clamation will occur befre paving. The intersection improvement will include increased radiuses for truck turning movements and the addition of left turn lanes in ll directions. Traffic coming from US 85 will travel east on WCR 66 to WCR 41 then south to WCR 64 then east and west to businesses on WCR64/`O' Street. Safety improvements are needed to allow turning trucks to stay in their own lane. There is heavy truck traffic on WCR 64 PO' Street due to several oil & gas and industrial businesses, including Valley Irrigation, Big R Bridge, Greeley Producers, Taylor Implement Company, Warren Laboratory, Fortune Transportation, D&D Commodities, TRK Enterprises, Hungenburg Farms, .nd Shupe Trucking. There is also an Oil :L Gas injection Well in the area which produces heavy truck traffic. Per th US 35 PEL (Planning & Environmental Linkages) study, a traffic light will be installed at WC 66 & US 85 due to the olume of traffic flowing through this intersection and access to US 55. rime d. DEMONSTRATION OF NEED The statutory purpose of the Energy and Mineral Impact Assistance program is to provide financial assistance to "political subdivisions socially or economically impacted by the development, processing or energy conversion of minerals and mineral fuels." a. Demonstration of need Why is the project needed at this time? With the county road closures occurring al p• ng US 85, this project is needed to assist with connectivity of the transportation networks paralleling US 85 near oil & gas wells, various industrial businesses and agriculture. These closures will improve rail operations while limiting the locations vehicles can access US 85; therefore, this project will improve safety by providing parallel road connections, while reducing potential vehicle/train conflicts. b. Project implementation How does the implementation of this project address the need? Improving the intersection of WCR 66 and WCR 41 will be necessary to keep traffic flowving and provide safer travel to the public, industry and local residents providing safe truck movement with the closing f WCR 641O' Street east at US 85e ca Does this project address the stated need Does this project, as identified in this application, completely address the stated need? Yes, the intersection design and floodplain analysis completely address the request. d. What other implementation ptions have been considered? old County has adopted the US 85 Planning and Environmental Linkages (PEL) Study and is implementing closures in accrdance with the plan. According to this study, CDOT will install a traffic signal at US 85 and WCR 66. Other improvements in the area would require an amendment to the US 85 access control plan to implement, but this project does not, and therefore makes the most sense to pursue CDOT options for closing 'O' Street at US 85 e. What are the consequences if the project is not awarded funds? If funding is not awarded, there will be no intersection design or floodplain analysis, which would delay c.rnstructing improvements and resulting in the railroad crossing closing prior to the intersection improvements being completed and creating an unsafe traffic route for trucks, industry and residents using this intersection. We anticipate CDOT dosing the 'O' Street railroad crossing sometime in 2021 ::and are dedicated to improving this intersection in preparation of increased traffic in the area f. Yes, utilizing the knowledge of the 2013 floods will help us design a more resilient intersection to protect the infrastructure investment from any future flood events. G. LOCAL EFFORT a. Weld County staff is not available to design this road in-house and therefore, needs outside assistance to complete this project by the end of this year. Weld County needs all till -it funding assistance it can have since we are the most impacted oil and gas county in Colorad . ith 3,000 miles of road to maintain, 'gas: eld County cannot fund improvements to all impacted roads and appreciates strategic funding assistance. c. Has this p • ject been deferred because of lack of local funding? If so, how long? Many projects related t f the US 85 corridor have been deferred for years. Parallel improvements to US 85 benefits all motorist because it improves the functional integrity State's system, rail operations, and the county road network. I} f the d. Community energy or mineral impact Describe how the applicant is, has been, or will be impacted by the development, production, or conversion of energy and mineral resources Weld County acc unts for more than fifty percent of all oil and gas activity for the entire Sb to of Colorado, and therefore, is extremely impacted. s of December 2018, Weld County has 23,708 active wells, which emphasizes why the energy and mineral impacts to Weld County are primarily related to oil and gas truck traffic activities. 4 b. Use data Cite actual use data that documents direct impact as it relates to the need for the project. For example, "heavy truck traffic directly related to energy development activities is impacting County Road X. a traffic count done in May 2015 showed energy related truck traffic increased from 100 trips per day to 300." WCR 66 is c.Hector road and the ADT reports 667 vehicles per d =jy with 34% being trucks (2018 count). WCR 41 is classified as a local paved road and its T is 856 vehicles per day with 21% being trucks (2018 count). J. MANAGEMENT CAP x CITY a. Fund management How will you separate and track expenditures, maintain funds and reserves for the capital expenditures and improvements as described in this project? Weld County's Accounting Department is recognized as a Tier 3 local government by the State and can manage all invoicing information through Banner Accounting System. In addition, Public Works will use the project management software PubWorks to assist in administering the project and grant. b. Project sustainability Describe the funding plan in place to address the new operating and maintenance expenses generated from the project? The project roads are currently maintained by Weld County, so no additional funding is needed. c. Expertise Describe the technical and professional experience/expertise of the person(s) and/or professional firms responsible to manage this project. Weld County Public Works has several engineers on staff and proven expertise in roadway improvement projects. Barbara Connolly is the point of contact for this grant and Elizabeth Relford will be responsible for managing the construction project. d. Duplication of services Does the project duplicate service capacity already established? Is the service inadequate? Has consolidation of services with another provider been considered? This is a planning project and does not duplicate service capacity but identifiesit. K. HIGH PERFORMANCE CERTIFICATION (HPCP) PROGRAM COMPLIANCE Colorado Revised Statutes (C.R.S. 24-30-1305.5) require all new facilities, additions, and renovation projects that meet the following criteria to conform with the High Performance Certification Program (HPCP) policy adopted by the Office of the State Architect (OSA) if: • The project receives 25% or more of state funds; and • The new facility, addition, or renovation project contains 5,000 or more building gross square feet; and e The building includes an HVAC system; and • In the case of a renovation project, the cost of the renovation exceeds 25% of the current value of the property. The HPCP requires projects that meet the criteria above to achieve third party verification with the targetgoal of LEED Gold or Green Globes -Three Globes. Projects are strongly encouraged to meet the Office of the State Architect's (OSA) Sustainable Priorities in addition to the LEED prerequisites. Projects funded through DOLA that meet the above applicability criteria are required to complete the DOLA registration and tracking process. See DOLA's HPCP web page for more information or contact your DOLA regional manager. In instances where, achievement of LEED Gold or Green Globe -Three Globes certification is not achievable, an applicant may request a modification of the HPCP policy or a waiver if certain conditions exist. DOLA staff will work with applicants to identify workable solutions to meet the program's intent to maximize building energy efficiencies. Note: If this application is for design services for a planned building project that meets the HPCP applicability criteria and the applicant intends to seek state funding for 25% or more of the total project cost, then the design should maximize high performance building certification standards (by completing the HPCP checklist) and build in anticipated project costs, as appropriate. a.
