RE: APPROVE EMERGENCY BID #B1900101, WEED CONTROL/SPRAYING AND
WAIVER OF TEN-DAY WAITING PERIOD FOR CONSIDERATION AND
INVESTIGATION - DEPARTMENT OF BUILDINGS AND GROUNDS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for Emergency Bid Request #81900101, Weed Control/Spraying, for the Department of
Buildings and Grounds, due to above -average precipitation which has resulted in an explosion of
weed growth and the need for expedited weed treatment, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said emergency bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the ten-day waiting period for Emergency Bid Request #61900101, Weed
Control/Spraying, for the Department of Buildings and Grounds, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from Diversified Maintenance
Solutions, in the amount of $41,000.00, be, and hereby is, accepted on an emergency basis.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 3rd day of June, A.D., 2019.

Subject: Weed Control/Spraying — Bid (B1900101)
As advertised, this bid is for weekly weed control spraying for thirty-six (36) Weld County office buildings.
The bid has an option for three additional one-year terms. The low bid from Panorama Coordinated
Services is only for the two buildings located in Firestone and Fort Lupton, respectively. Therefore, the
bid from Panorama Coordinated Services does not meet specifications.
The low bid is from Diversified Maintenance Solutions and meets specifications. Therefore, Buildings &
Grounds is recommending award of the bid to Diversified Maintenance Solutions in the amount of
$41,000.
In addition, due to the nature of the past few weeks where above average precipitation has fallen, an
explosion weed growth has occurred. Therefore, B&G is requesting emergency approval to forego waiting
the ten-day waiting period. Emergency approval is permitted in County Code Section 2-1-40. Emergency
approval will allow the weed treatment can begin sooner and before the weeds get further out of control.
