HomeMy WebLinkAbout20194664.tiffRESOLUTION RE: APPROVE ADDITION TO SECTION 2.000 CHILD WELFARE OF THE DEPARTMENT OF HUMAN SERVICES POLICIES AND GUIDELINES MANUAL WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an addition to Section 2.000 Child Welfare of the Department of Human Services Policies and Guidelines Manual, and WHEREAS, after review, the Board deems it advisable to approve said addition, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the addition to Section 2.000 Child Welfare of the Department of Human Services Policies and Guidelines Manual, be, and hereby is, approved. The following addition (attached) has been developed by involved Department staff and were provided to Legal for review and comments. • 2.3.120. Child Welfare Crisis Respite Care (NEW) Crisis Respite Care is beneficial not only to foster parents, but it is also vital to the child(ren) they care for. A youth or child(ren) can maintain the security of knowing their foster parents are committed to taking care of them, as opposed to being uprooted to a new placement. Crisis Respite Care is designed to provide short-term "crisis respite" housing/therapeutic services for Weld County foster children who are in the care and custody of the Weld County Department of Human Services (WCDHS). I do not recommend a Work Session. I recommend approval of this policy. Sean P. Purpose Crisis Respite Care is beneficial not only to foster parents, but it is also vital to the child(ren) they care for. A youth or child(ren) can maintain the security of knowing their foster parents are committed to taking care of them, as opposed to being uprooted to a new placement. Crisis Respite Care is designed to provide short-term "crisis respite" housing/therapeutic services for Weld County foster children who are in the care and custody of the Weld County Department of Human Services (WCDHS). B. Crisis Respite Care Services Crisis Respite Care Services will be provided to youth or child(ren) needing immediate respite care, or respite care within hours, for short-term, situational crisis situations. 1. Crisis respite care is short-term care, for up to five (5) -days, that will increase functioning within the foster family and will eliminate further escalation of symptoms. a) Extended time may be available; however, all requests will be reviewed and approved by the WCDHS Child Welfare Director. b) Respite care will be evaluated after five (5) -days to determine if returning to the foster family is appropriate or if other arrangements are necessary. 2. A situational crisis is most typically a conflict with the foster family members, resulting in moderate impairment in their social, familial, educational, or psychological functioning. C. Crisis Respite Care Process The process for requesting crisis respite care may be initiated by the foster family or the Foster Care Coordinator. 1. The foster family reports the need for crisis respite care to the Foster Care Coordinator or the caseworker. 2. The Foster Care Coordinator or caseworker reports the need for immediate crisis respite care to Resource Manager and/or WCDHS Child Welfare Director. D. Crisis Respite Provider Responsibilities 1. Provider home must be certified through WCDHS. 2. Provider must be available upon request by the WCDHS. October 2019 Department of Human Services Policies 3. Provider will provide additional one-on-one attention with the child. 4. Provider will attend Trauma Training, as approved by WCDHS. a) Trauma training is in addition to the required twenty-seven (27) hours of training required to be a certified foster parent. E. Crisis Respite Provider Criteria 1. All crisis respite providers must complete the certification process and training to become a certified foster family. 2. All crisis respite providers must be in good standing with their certification. 3. Crisis respite care foster families must commit to taking in a child(ren), in a crisis situation, no matter the time of day. 4. Foster families, providing crisis respite care, will not overload their homes. a) Overloads must be reviewed and approved by the Resource Manager. October 2019 Hello
