RE: APPROVE SPECIAL EVENTS PERMIT AND AUTHORIZE CHAIR TO SIGN -
ALLEGIANCE RANCH AND EQUINE RESCUE, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Allegiance Ranch and Equine Rescue, Inc., presented to the Board of County
Commissioners of Weld County, Colorado, an application for a Special Events Permit for the sale
of malt, vinous and spirituous liquors for consumption by the drink on the premises only, subject
to the rules and regulations found in Article 5, Title 44, C.R.S., and
WHEREAS, said applicant has paid the sum of ONE HUNDRED DOLLARS ($100.00) to
Weld County, Colorado, pursuant to the laws providing therefore in payment for a Special Events
Permit, subject to the rules and regulations found in Article 5, Title 44, C.R.S., for an event
scheduled for one day only on June 1, 2019, from 6:00 p.m. to 10:00 p.m., outside the corporate
limits of any town or city in the County of Weld at the location described as follows:
Allegiance Ranch and Equine Rescue, Inc., 3448 County Road 4,
Erie, Colorado 80516; being further described as Lot 4, Block 2 of
Ranch Eggs, Inc. Subdivision, Filing #2; being part of Section 34,
Township 1 North, Range 68 West of the 6th P.M., Weld County,
Colorado
WHEREAS, said applicant has also paid the sum of TWENTY-FIVE DOLLARS ($25.00)
to the Colorado Department of Revenue and has exhibited a State Special Events Permit
Application for the sale of malt, vinous and spirituous liquors for consumption by the drink on the
premises only, subject to the rules and regulations found in Article 5, Title 44, C.R.S.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County, Colorado, having examined said application and the other qualifications of the applicant,
does hereby grant Special Events Permit Number 2019-11 to said applicant to sell malt, vinous
and spirituous liquors for consumption by the drink on the premises only, at retail at said location;
and the Board does hereby authorize and direct the issuance of said permit by the Chair of the
Board of County Commissioners, attested to by the Clerk to the Board of Weld County, Colorado,
which permit shall be effective on June 1, 2019, from 6:00 p.m. to 10:00 p.m., providing that said
place where the applicant is authorized to sell malt, vinous and spirituous liquors for consumption
by the drink on the premises only, shall be conducted in strict conformity to all of the laws of the
State of Colorado and the rules and regulations relating thereto, per Article 5, Title 44, C.R.S.,
heretofore passed by the Board of County Commissioners of Weld County, Colorado, and any
violations thereof shall be cause for revocation of the permit.

1-1 Diagram f the area to be licensed (not larger that 8 1/2" X 11" reflecting bars, walls, partitions, ingress, egress and dimensions.
Note: If the event is to be held outside, please submit evidence of intended control, i.e., fencing, ropes, barriers, etc.
Copy ofed, lease, or written permission of owner for use of the premises.
I- Certificate of good corporate standing (NONPROFIT) issued by Secretary of State within last two years; or

If a political Candidate, attach copies of reports and statements that were filed with the Secretary of State.

A Special Event Permit issued under this article may be issued to an organization, whether or not presently licensed
under Articles 4 and 3 of this title, which has been incorporated under the laws of this state for the purpose of a social,
fraternal, patriotic, political or athletic nature, and not for pecuniary gain or which is a regularly chartered branch, lodge
or chapter of a national organization or society organized for such purposes and being non profit in nature, or which is
a regularly established religious or philanthropic institution, and to any political candidate who has filed the necessary
reports and statements with the Secretary of State pursuant to Article 45 of Title 1, C.R.S. A Special Event permit may
be issued to any municipality owning arts facilities at which productions or performances of an artistic or cultural nature
are presented for use at such facilities.
If an event is cancelled, the application fees and the day(s) are forfeited.

Hi Chloe,
Thank you for this information. We were not aware of an outstanding permit. We moved on to the property
May 1, 2017 and I suspect this permit was from the renovation done prior to our purchasing the house. We
will try to track down the status of the project listed on the permit and report back as soon as possible.
As requested, I am attaching photos of the hearing notice (sign) posted at the entrance to our property.
Please let me know if you need a different angle or if this will suffice. Lastly, we have determined that we
have parking spots for 40 cars on site. We will have volunteer and overflow parking available at a neighbor's
property and a property a little further down the street, probably to accommodate another 10-20 cars if
needed.

As part of the application process for Special Events Permits, various Departments within Weld County review
the request and make a recommendation for approval or denial.
The Building Division of the Department of Planning Services has notated that a permit, RSA17-0065, has
expired. The new gas line needs to be completed and inspections requested, or the Building Division needs to
be contacted to confirm that the work was not completed and request that the permit be withdrawn. Please
contact the Building Division at (970) 400-6100 to resolve this matter.

Meet the Allegiance Ranch Board Members
Timmons Allegiance Ranch was co-founded by the Timmons family in March 2017. Dan is
a Navy veteran whose career has been in information technology with an emphasis on
supporting scientific research communities. He currently serves as the IT Director for
BioFrontiers Institute at CU Boulder. Dan is a fierce advocate for veterans. on a mission to
find a way to better help this community. While Dan had little exposure to horses growing
up, it didn't take long for him to develop a deep love for these beautiful creatures. When

Gloria Timmons Gloria is a career human resources professional who worked at CU
Boulder for over 20 years before retiring in 2014. While she'll tell you her most important
job is being a mom, she currently serves as the Executive Director for Allegiance Ranch
while also working as an Executive Recruiter for CPS HR Consulting. Gloria's love of
horses began at a young age but lack of opportunity prevented her from fulfilling her
dream of having horses. She started her daughters in horse camps early on and later
helped them through the tough middle school years with access to horses. The discovery
that thousands of horses each year are sent to slaughter drove she and her family to take
action. In addition to her passion for horses, Gloria is obsessed with her cats, loves her
rescued miniature donkeys, and tends to her flock of chickens.

Lindsay
Neitenbach Lindsay was born and raised in Boulder County and has been riding horses
since the age of 5. Lindsay spent most of her youth showing in the Palomino and Buckskin
horse show circuits on a state and world level. Riding young horses as a teen led her to
pursue a degree in Equine Science and Business Administration from Colorado State
University. During her time at CSU she completed the Legends of Ranching "Colt
Breaking" program and discovered Polo. After college, Lindsay went on to start colts, ride
sale horses and give riding lessons for a local trainer and then for the Colorado Horse
Rescue. After starting a family and working as a real estate agent, Lindsay felt a calling to
return to the horse industry and landed at Allegiance Ranch. Lindsay now lives in Erie with
her husband Jeff and two kids, Eva and Colton, and most of her free time is spent at
Allegiance Ranch, playing polo or in the CrossFit Gym.

Joe Nieusma Joe is a serial entrepreneur and is always involved with the next big thing;
that is why he loves Allegiance Ranch and Equine Rescue. It is the next big thing for
heroes and horses. Currently, most of Joe's time goes toward building TwinOxide, a
business dealing in a better product to achieve total water disinfection. Joe is part of the
operations management team for TwinOxide in North America. Joe also runs Superior

Tammy Wilson, DVM 'When a horse greets you with a nicker and its large soft eyes, the
rest of the world falls away and you find yourself in a safe space" Dr. Tammy Wilson was
raised on a ranch in central Wyoming. Her relationship with animals began at a young age
with a variety of household pets, and participation in 4-H showing horses, sheep, pigs,
goats, and rabbits.
She attended undergraduate school at Casper College and the University of Wyoming

earning bachelors degrees in Animal Science and Medical Technology/Pathology. She
attended vet school at Colorado State University in Fort Collins before starting her first

Her interests include nutrition, internal medicine, arthritis management, dentistry, and
preventative care. In her spare time she enjoys hiking, riding horses, snowshoeing, yoga,
cooking, travel and spending time with her husband and 14 year -old -son. Dr. Wilson met
the Timmons in 2017 and was immediately impressed by their dedication and drive to help
veterans and horses. She has been the Ranch volunteer veterinarian since shortly after

Hi Chloe,
Thank you for this information. We were not aware of an outstanding permit. We moved on to the property
May 1, 2017 and I suspect this permit was from the renovation done prior to our purchasing the house. We
will try to track down the status of the project listed on the permit and report back as soon as possible.
As requested, I am attaching photos of the hearing notice (sign) posted at the entrance to our property.
Please let me know if you need a different angle or if this will suffice. Lastly, we have determined that we
have parking spots for 40 cars on site. We will have volunteer and overflow parking available at a neighbor's
property and a property a little further down the street, probably to accommodate another 10-20 cars if
needed.

As part of the application process for Special Events Permits, various Departments within Weld County review
the request and make a recommendation for approval or denial.
The Building Division of the Department of Planning Services has notated that a permit, RSA17-0065, has
expired. The new gas line needs to be completed and inspections requested, or the Building Division needs to
be contacted to confirm that the work was not completed and request that the permit be withdrawn. Please

My husband spoke to someone at the number you provided this
morning. I'm sorry he did not get her name. The permit
pertained to work that was done before we moved in (furnace,
hot water heater, fireplace). He was told not to worry about it
and we would not be penalized.

Hi Chloe,
Thank you for this information. We were not aware of an
outstanding permit. We moved on to the property May 1, 2017
and I suspect this permit was from the renovation done prior to
our purchasing the house. We will try to track down the status
of the project listed on the permit and report back as soon as
possible.
As requested, I am attaching photos of the hearing notice (sign)
posted at the entrance to our property. Please let me know if
you need a different angle or if this will suffice. Lastly, we have
determined that we have parking spots for 40 cars on site. We
will have volunteer and overflow parking available at a
neighbor's property and a property a little further down the
street, probably to accommodate another 10-20 cars if needed.

It's no trouble at all — I'm happy to help. In a different permitting process, the Sheriff's Office recommended
seven (7) security members for the first 350 people, and two (2) additional security members for every
additional 350 people.
Since you are only expecting 150 people at your event, three security members appears to be an appropriate
ratio. The Weld County Sheriff's Office will review your plan for peer group control after you submit your
application, and I'll let you know if they have any recommendations. When you complete the part of the
application that is in relation to security, please list the name of the retired Sheriff, and the jurisdiction he retired
from (if possible).

security. Is there a ratio or number at which you suggest security "guards"? Our event is capped at 150
people, so we anticipate using our own people (one a retired Sheriff) for security purposes. Probably three
individuals. Does that sound reasonable?
