Conway Commissioner Scott K. James Commissioner Steve Moreno Also present: Acting Clerk to the Board, Selena Baltierra Assistant County Attorney, Bob Choate Planning Services Department representative, Diana Aungst The following business was transacted: 21 I hereby certify that pursuant to a notice dated April 4, 2019, and duly published April 10, 2019, in the Greeley Tribune, a public hearing was conducted to consider the request of Kevin and Deanna Dougherty, for a Site Specific Development Plan and Use by Special Review Permit, USR19-0007, for any Use permitted as a Use by Right, Accessory Use, or Use by Special Review in the Commercial or Industrial Zone Districts, (outdoor storage of RVs, boats, motorhomes, and 5th wheel trailers) provided that the property is not a lot in an approved or recorded subdivision plat or part of a map or plan filed prior to adoption of any regulations controlling subdivisions in the A (Agricultural) Zone District. Bob Choate, Assistant County Attorney, made this a matter of record. IEI Diana Aungst, Department of Planning Services, explained the applicant sent an email on May 21, 2019, to withdraw the USR and the next day she informed the applicant of the changes to the Code. She contacted the applicant on May 28, 2019, at which time the applicant indicated they wanted to move forward with the case. She recommended continuing case due to the late notice. Deanna and Kevin Dougherty, applicants, stated they were prepared to move forward or agreed to the continuance. Mark and Jamie Longhurst, surrounding property owners (SPO), stated the agenda showed the application was going to be withdrawn, therefore, many people had not planned to attend. In response to Mr. Longhurst regarding notice, Ms. Aungst indicated proper notice would be sent of the new hearing date. In response to Ms. Aungst, Chair Kirkmeyer explained the continuance process and explained individuals may submit comments in writing that will be included into the record. Ms. Longhurst stated they agreed to the continuance, but would prefer the application get denied. la After discussion, the Board agreed to continue the case to July 10, 2019. IR Commissioner Conway moved to continue the request of Kevin and Deanna Dougherty, for a Site Specific Development Plan and Use by Special Review Permit, USR19-0007, for any Use permitted as a Use by Right, Accessory Use, or Use by Special Review in the Commercial or Industrial Zone Districts, (outdoor storage of RVs, boats, motorhomes, and 5th wheel trailers) provided that the property is not a lot in an approved or recorded subdivision plat or part of a map or plan filed prior to adoption of any regulations controlling subdivisions in the A (Agricultural) Zone District, to July 10, 2019, to allow time for adequate time to re -notice the matter and prepare the case file for review. The motion was seconded by Commissioner Moreno, and it carried unanimously.
