Section 31-12-108.5, Town staff has prepared and completed an annexation impact report ("AIR") for the Raterink Annexation (the "Subject Property"). The report was completed on May 16, 2019. In total, the Subject Property includes approximately 159.95 acres and is generally located north and east of the intersection of I-25 & WCR 34. The Subject Property is also described with particularity in the annexation map, a copy of which is attached as Exhibit F. The following exhibits are attached to this AIR and are incorporated by reference: Exhibit A Exhibit B Exhibit C Exhibit D Exhibit E Exhibit F Utilities Map Vicinity Map Existing Conditions Map Proposed Land Use Map — Concept Plan Proposed Zoning Map Annexation Map The AIR is being provided to you in accordance with the timeframe established in C.R.S. Section 31- 12-108.5(1). I. Project Description The property proposed for annexation consists of an annexation totaling 159.95 acres and is generally located NE of the intersection of I-25 & WCR 34. As set forth above, a copy of the annexation map is enclosed with this AIR. The annexation is contiguous to existing Town boundaries, and the contiguity is shown with specificity in the annexation maps. The land proposed to be annexed is owned by WCR 34 & HWY 25-220, LLC ("Owner"). The site is currently vacant. The Owner's current intent is to plat the Subject Property and other property owned by the Owner that is already within Town boundaries into six (6) lots, and two (2) tracts. This configuration is set forth on a preliminary plat that has been submitted to the Town for review. The Owner is planning to dedicate ROW for WCR 34 and WCR 9.5 (running generally north -south through the eastern portion of the Subject Property) on the final plat. The land is currently zoned A (Agricultural) in unincorporated Weld County. In conjunction with the proposed annexation, the Town anticipates establishing initial zoning of Light Industrial (LI) in conformance with the Town's Land Use Code. Adjacent land uses include oil and gas to the north, agricultural to the north, west and east, rural residential to the southeast and light industrial/commercial to the south. Additionally, the Town of Mead wastewater treatment facility is located approximately a quarter mile to the south/southwest. Page 1 of 13 II. Municipal Services Municipal services for the Raterink Annexation will be provided in the following manner: Electricity Telephone Water Sanitary Sewer Fire Police Street Maintenance. United Power Inc., Town electric franchisee (present supplier). U.S. West Communications. Little Thompson Water District. Town of Mead. Mountain View Fire Protection District. Town of Mead Police Department. To be provided by the Town after construction to Town specifications and acceptance by the Board of Trustees. Little Thompson Water District has provided a "will -serve" letter. The Town has no plans to extend Town -owned utilities to the Subject Property, other than to provide sewer service to the Subject Property. The extent of any future utility line extension would be reviewed at the time of a specific future development proposal, and the Town currently anticipates that any proposed extension(s) of utility service within the Subject Property would be approved by the applicable Service Provider in accordance with the applicable Service Provider's existing rules and regulations, as the same may be amended from time to time. As the Town does not currently provide water, gas, or electric power to the Subject Property, the exact location of major trunk water mains, sewer interceptors and outfalls, and other utility lines and ditches, is not available to the Town. A map showing the estimated locations of utilities serving the Subject Property is set forth in Exhibit A below, in accordance with C.R.S. Section 31-12-108.5(1)(a)(II). There is no draft or final pre -annexation agreement relating to the Subject Property. Following the effective date of the annexation of the Subject Property, the Town will continue to provide public works service to the public streets that are adjacent to and which provide access to the Subject Property. In addition, the Town will provide other municipal services to the Subject Property including municipal law enforcement through the Town Police Department, code enforcement, and other municipal services the Town currently provides to other properties in the Town (collectively, "Town Services"). Town Services will be extended and provided to the Subject Property and will be fmanced from the Town's general fund or other available revenues. III. Special Districts The Subject Property is included within the following special districts: St. Vrain Sanitation District St. Vrain Valley School District Mountain View Fire Protection District Northern Colorado Water Conservancy District St. Vrain - Left Hand Water Conservancy District Page 2 of 13 IV. School District Impact It is anticipated that the annexation will bring a benefit to the St. Vrain School District RE1J ("School District") due to the increase in assessed valuation that will occur as the Subject Property is developed. Based on projected commercial/light-industrial development on the Subject Property, the Subject Property is not anticipated to generate any new K-12 students. At such time as the owner(s) of parcels within the Subject Property propose a development that contains residential dwelling units, the Town will verify and require the dedication of land for school purposes, or will require cash -in -lieu contributions, on behalf of the School District in accordance with Sec. 16-13-20 of the Mead Municipal Code ("Fair contributions for school sites") and the Intergovernmental Agreement Concerning Fair Contributions for Public School Sites between the Town of Mead and the St. Vrain Valley School District RE -1J, dated May 29, 1996, and as may be amended from time to time. Payment of the fee shall be due at the time of issuance of a building permit by the Town for each residential unit.
