I wanted you to have a history of our external engagement with the community around the proposed Johnstown Compressor Station (see attached PDF). 1 Feel free to include this in the Commissioner packet as well so they can see how much effort we have taken to ensure our facility is compatible and work with the community. Compressor station are necessary to help re pressurize the gas so tht it can be routed to a plant for processing Compressor Stations have no permanent employees, however, an Anadarko employee will visit on a daily basis. Regarding you inquiry about noise generated from this compressor station I can tell you that our facilities are typically designed and operated to be in compliance with residential noise standards, so it is unlikely that residents 314 of a mile away would be impacted. To achieve compatibility with nearby residents, Kerr-McGee Gathering (KMGG) designs our compressor station facilities by mitigating noise through the installation of specialized equipment such as noise attenuated buildings and hospital grade mufflers. I have shared this info with Nathan Keiser with Anadarko. He said he would discuss the issue with Anadarko leadership, and possibly talk about it at the public meeting they had last night. On Friday, June 14th, I was contacted by a few of the neighbors near the proposed Johnstown compressor station. They were concerned about the project and asked me to come out to take a look at the proposed site. Honestly, that was the first time I had ever driven out to look at it. Knowing the scope that I operate within when it comes to proposed projects like this, I was not able to provide a lot of answers for most of their concerns...since the approval process is a County o ne. There was, however, one item that gave me some pause and made me think I might be able to assist them while possibly also helping Anadarko gain some public approval. The proximity of the proposed compressor station to the e xisting oil and gas production facility is a big concern for the neighbors. They are especially concerned about the possibility of a fire/explosion incident on the compressor station site and its potential effect on the oil and gas facility. Much of their concern comes from a major fire at a compressor station in Wyoming in 2016. When they apply that concern to the fire department's ability to effectively respond to a similar incident, they are very concerned that we will n ot have a water supply available to help us protect the nearby production facility that would or may be exposed to radiant heat. They asked me a few times why I was not requiring a fire hydrant to be installed with this compressor station. I had discussed this issue with Nathan and I determined that the compressor station by itself would not require a fire hydrant. However, based on the feedback from the neighbors, I feel that the addition of a new fire hydrant to protect the combination of the existing oil and gas facility and the new compressor station would be a huge positive step forward with the concerned neighbors. It would definitely present an overall improvement in public safety for all of the properties along County Road 44, since there are not currently any hydrants in that area. I know from my conversation with the concerned citizens that the lack of hydrants along County Road 44 is a major factor in their level of concern. Thus, I feel it would be worthwhile to consider/discuss the possibility of adding a hydrant as a way to improve public safety and address one of the concerns of the neighbors.
