M. , Weld County, Colorado, described as follows: Beginning at a point whence the West 4 corner, marked by a steel pin 3 feet West of the County Road bears S 71 deg. 05' 52" W. 471. 47 feet; thence S. 00 deg. 02' 25" W, a distance of 180. 00 feet, thence S. 89 deg. 57' 35" E. a distance of 249. 78 feet; thence N. 00 deg. 02' 25" E. a distance of 180. 00 feet; thence N. 89 deg. 57' 35" W. a distance of 249. 78 feet, more or less, to the point of beginning. Also an easement for roadway and utility purposes over and under and across the South 20 feet of the NW-21. West of the above described tract of Section 9, Township 7 North, Range 67 West of the 6th P. M. , Weld County, Colorado. WHEREAS, the petitioner was present, being represented by Al Miller and John Muir, and WHEREAS, there was some opposition to the request of petitioner for the location of said microwave relay tower, and WHEREAS, the said requested location for a microwave relay tower is located in an agricultural zone as set forth by the Weld County Zoning Resolution, and WHEREAS, according to Section 3. 3(2) of the Zoning Resolution of Weld County, said location for said microwave relay tower may be authorized on the approval of the Board of County Commissioners of Weld County, and WHEREAS, the Board of County Commissioners heard all the testimony and statements of those present; has studied the request of the petitioner and studied the recommendations of the Weld County Planning Commission, and having been fully informed; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, that the application of Public Service Company, c/o Willis Bashor, Box 840, Denver, Colorado 80201, to locate a microwave relay tower on the premises indicated above be, and it hereby is granted under the conditions following: 1. That any water and sanitation facilities to be installed shall be approved by the State Health Department. 2. Subject to FFA approval. PL0771 730556 .r - ! 3. That petitioner shall proceed with due diligence to effect said construction of the microwave relay tower and that it shall have up to one year from date hereof to begin the construction of any and all facilities therefor; otherwise, the Board may, for good cause shown, on its own motion, revoke the permit herein granted. 4. It is the Company's intent to use this site as a combined mobile base and microwave radio station. The facility will include a one hundred (100) foot galvanized tower, guyed for stability, with appropriate antennas, an eight by sixteen foot fiberglass building and a three hundred (300) gallon gas tank to supply the standby emergency generator. The generator will be housed in the building with appropriate ventilation. The entire installation will be enclosed by a six (6) foot chain link fence with locked gates. The proposed use at this location will not create any air or water pollution. The only audible noise generated by the equipment will come from the standby generator during emergencies and periodic testing. The emergency fuel tank for the emergency generator will be set well back from the property lines and safe design practices will be followed in its installation. The tower will be galvanized and should be doll to prevent excessive glare. No waste disposal or water supply will be required at this facility. A Notice of Proposed Construction has been filed with the F.A.A. and the Company has been notified that the installation will not be a hazard to air navigation. I have attached a copy of this for your information. Contacts have been Cade with four of the landowners within 5OO feet of the proposed facility and no objections were received. The owners of the properties not contacted personally have been notified either by phone or letter of the Company's plans and should be aware of the notice regarding the public hearing to be set by the County Commis- sioners. Hight Gentlemen: Report of Foundation Investigation Proposed Microwave Tower Near Fort Collins, Colorado For Public Service Company of Colorado INTRODUCTION This report presents the results of our foundation investi- gation for the proposed microwave tower to be constructed near Fort • Collins, Colorado. The site location is approximately i mile north® of the intersection of Highway 14 and county road 257 in Weld County, Colorado. The tower will be situated on top of a small knoll locally known as Cactus Hill. The location of the site with respect to nearby towns and highways is shown on Plate 1, Vicinity Map. PURPOSE AND SCOPE The purpose and scope of this investigation were planned in discussions between Mr. Hadley Easton of Public Service Company of Colorado and Mr. Larry Davidson of Dames & Moore. These discussions 1 ®AEICES 0 mcmcpozza Public Service Company of Colorado March 29, 1973 Page -2- were summarized in an Extra Work Authorization No. 15, dated March 14, 1973. The purpose of this investigation was to study the sub- surface site conditions and provide foundation design criteria for the proposed tower. In order to accomplish this purpose, we completed a scope of work including drilling, sampling, and logging two explor- ation borings; laboratory testing; engineering analyses; and prepara- tion of this written report. • PROPOSED CONSTRUCTION • At this writing, the structural design details of the pro- ' posed tower are not known. However, we understand that the tower will be approximately 100 feet in height and will be guyed for lateral sup- . port. Foundation loads are expected to be relatively light; however, • the critical nature of the installation requires a minimum of founda- tion movement after construction. • SITE CONDITIONS As previously stated, the site is situated on a small knoll several miles east of Fort Collins, Colorado. The general elevation at the site is 5,240 feet. Immediately west of this knoll is a borrow area from which sand and gravel has been extracted. Otherwise, the ground surface over most of the site is undisturbed and the surface vegetation consists of grasses and weeds. • The subsurface soil conditions at the site were investigated Public Service Company of Colorado March 29, 1973 Page -3- by drilling two exploration borings. The soil strata encountered in each of the borings were similar and consisted of essentially four different soil types. The surface soil is a medium dense, mottled reddish-brown and white, calcareous, fine sandy silt with trace of coarse sand. This soil extended to a depth of approximately 7 feet in Boring 1, and 42 feet in Boring 2. With increasing depth, this soil graded more sandy. Underlying the upper silty soil is a medium dense, tan, calcareous, fine to coarse sand with silty sand layers and some gravel. This is the soil stratum from which the sand and gravel borrow materials west of the site have been excavated. This sandy soil grades more dense with increasing depth, and extends to a depth of 172 feet in Boring 1, and 15 feet in Boring 2. , - Underlying the sandy stratum is a hard, yellowish-gray, 1 . clayey siltstone (highly weathered bedrock). The siltstone extended to a depth of 25 feet in Boring 1, and 21 feet in Boring 2. Under- lying the siltstone and extending to the total depth of the borings is hard, grayish-brown, claystone (highly weathered bedrock). Groundwater was not encountered in either of the borings. r ' 1 FIELD EXPLORATION PROGRAM • Two, 292-foot-deep borings were drilled at the site to ex- plore the subsurface conditions. The locations of these borings with respect to the site boundaries and nearby surficial features are shown on Plate 2, Plot Plan. 1 ' The field exploration program was conducted and supervised by an experienced Dames & Moore soils engineer. Relatively undisturbed I • ®fIMZCeS a SY3Z3.0O3ME Public Service Company of Colorado March 29, 1973 Page -4- samples of the soils encountered were obtained using a Dames & Moore soil sampler, which is shown on Plate 3, Soil Sampler Type U. In addition, disturbed soil samples were taken with a standard penetra- tion, split-spoon sampler. The soils were classified by visual and textural examination in the field, and a complete log, including blow counts per foot of drive, were recorded for each boring. The soil classifications were supplemented by inspection and testing in our laboratory, and the blow counts for the Dames & Moore sampler were reduced to equivalent standard-penetration blow counts in our office engineering program. The blow counts are recorded on the left side of .the boring logs, which are presented on Plates 4A and 4B, Log of Borings. The nomenclature used to classify the soils is shown on Plate 5, Unified Soil Classification System. LABORATORY TESTING To determine the settlement characteristics of the silt , stratum at the site, a consolidation test, including moisture and density determinations, was performed on a representative, relatively undisturbed soil sample. The results of the moisture and density de- terminationsare shown on the left side of the corresponding boring log; and the results of the consolidation test, which indicated the soils are not subject to adverse swelling or large settlement upon saturation, are retained in our files. • - Public Service Company of Colorado March 29, 1973 Page -5- DISCUSSION AND RECOMMENDATIONS Based on our field investigations, laboratory testing, and engineering analyses, it is our opinion that the proposed microwave tower may be satisfactorily supported on the on-site soils. However, to minimize the possibility of differential foundation movement, we suggest that the base of the foundations be established at a minimum depth corresponding to the top of the sand stratum which would be 7 feet in the vicinity of Boring 1, and 4i feet in the vicinity of Boring 2. At any rate, the minimum depth for foundations should be 3 feet for frost protection. If uplift overturning resistance is required, we suggest • that concrete, cast-in-place caisson foundations would be the most • , satisfactory. Conventional spread foundations structurally designed to resist uplift with a combination of dead weight of the foundation and weight of soil above the foundation could also be used. However, the excavations required to establish these spread foundations in the sand or weathered bedrock strata would be considerably greater than for the caisson foundations. ' The attached Plate 6, Foundation Design Parameters, pre- sents a summary of the foundation design criteria which should be used to determine the size and depth of foundations and guy anchors for the microwave tower. No major construction problems are anticipated. However, during our exploration borings, the holes caved excessively in the sand layer. Therefore, casing or shoring should be available for use when excavating into or through the sand.
