MEMORANDUM
Enclosed are the final 2019 valuations for state assessed companies. Companies with
values that are different from the values listed on the July 1 NOV have been marked
with an asterisk, "*". Companies that have been assigned a "Best Information
Available" (BIA) assessment will have the BIA notation next to their names.
The values listed on the enclosed notice must be included in the values certified to
taxing entities in August and on your 2019 Abstract of Assessment. The August 1 Final
Notice of Valuation includes the following categories:
Category Description
• $ Assessed: This category consists of the assessed value of the real and
personal property.
• $ Actual: This category is the actual value of the real and personal
property.
• 5.5 % Limit: This column contains information on the assessed value of the
newly constructed real property and associated personal
property. The value is reported on abstracts of assessment,
and it is reported on certifications of value as new construction
for the 5.5 percent property tax limit.
• Tabor Actual: This column shows the actual value of newly constructed real
property. This value is reported on certifications of value as
new construction for the TABOR Local Growth calculation.
If you disagree with the final valuation of a company that you timely protested in July
2019, you may appeal its August 1 value to the Board of Assessment Appeals or the
Denver district court, 39-4-108(8), C.R.S. Such appeals must be filed within 30 days of
the date of the final notice of value, 39-2-125 and 24-4-106, C.R.S.

MEMORANDUM
Enclosed is the 2019 state assessed Notice of Valuation consisting of a listing of state
assessed companies with values for your county. Any company that qualifies for the
exemption granted by 39-3-119.5, Colorado Revised Statutes, has been omitted from
this list. The final state assessed Notice of Value will be mailed on August 1, 2019.
If you disagree with the valuation, you must file a protest, either in writing or by e-
mail, on or before July 15, 2019, with the Property Tax Administrator, 1313
Sherman Street, Suite 419, Denver, CO 80203. Failure to file a protest waives your
right to appeal the 2019 valuation. Laws concerning the appeal process are found in
Title 39, Article 4, Colorado Revised Statutes.
Formal hearings before the Property Tax Administrator are scheduled through Friday,
July 19, 2019. Please contact William Kowalowski at william.kowalowski(a�state.co.us
to schedule a hearing. You may appear in person or schedule a telephone conference
call. Please schedule your hearing as soon as possible as the available time slots are
quickly filled, especially during the last week.
You may attend any hearing regarding any state assessment in your county. The
Property Tax Administrator and staff will consider any documentation submitted with
your protest. If you protest, we would appreciate receiving a copy of your
documentation prior to the hearing. Please bring four copies of any documentation you
plan to hand out at the hearing.
