RE: APPROVE ATTESTATION STATEMENT FOR. ACCEPTANCE OF CHILD WELFARE
ALLOCATION AWARD AND AUTHORIZE CHAIR PRO-TEM TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Attestation Statement for Acceptance
of a Child Welfare Allocation Award from the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Human
Services, to the Colorado Office of Children, Youth and Families, Division of Child Welfare,
commencing upon full execution of signatures, with further terms and conditions being as stated
in said attestation statement, and
WHEREAS, after review, the Board deems it advisable to approve said attestation
statement, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Attestation Statement for Acceptance of a Child Welfare Allocation
Award from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, to the Colorado
Office of Children, Youth and Families, Division of Child Welfare, be, and hereby is, approved and
accepted.
BE IT FURTHER RESOLVED by the Board that the Chair Pro-Tem be, and hereby is,
authorized to sign said attestation statement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 15th day of July, A.D., 2019.

Please review and indicate if you would like a work session prior to placing this item on the Board's agenda.
Request Board Approval of the Department's Child Welfare Allocation Award Letter and Attestation Statement
and Child Welfare Positions. The Department was notified of the award of additional Child Welfare allocation funds for
SFY 2019-20 for the purpose of hiring new Child Welfare staff, as authorized by SB 15-242. These funds are in addition
to the Child Welfare Block grant funding. The Child Welfare Allocation Committee decided on an allocation
methodology on May 10, 2019, for these funds. Based on that methodology, Weld County has been awarded up to 8.0
additional FTEs and $481,740 additional current year funds, for a total dollar amount of $1,500,772. The Department
recommends the following plan for utilization of the SB 15-242 Child Welfare Staffing funds:
Continue use of the funds for the following positions, previously approved and currently funded through SB 15-242:
• Position #7858 — Child Welfare Deputy Division Head (approximate salary and benefits $143,400)
• Position #5041 - Child Welfare Permanency Caseworker ($83,770)
• Position #7856 - Child Welfare Foster Care Coordinator ($92,430)
• Position #7621 — Child Welfare Intake Caseworker ($89,510)
• Position #7617 — Child Welfare Intake Caseworker ($98,320)
• Position #7622 — Child Welfare Permanency Supervisor ($1 12,300)
• Position #7703 — Child Welfare Intake Supervisor ($122,740)
• Position #7749 — Hotline & Family Research Supervisor ($112,240)
• Position #7767 — Child Welfare Permanency Caseworker ($86,030)
Convert use of the funds for the following positions, in order to better meet the intent of the funding:
• Replace Position #5025 — Child Welfare Intake Supervisor ($117,000),
> instead using Position #6105 — Child Protection Intake Caseworker ($74,000)
Replace Position #5414 — Child Welfare Kinship Coordinator ($105,000),
> instead using Position #7927 — Home Study Lead Worker ($89,870)
Add the following five positions, all created after January 1, 2015, but previously funded through the IV -E Waiver
Funding and/or Child Welfare Services Block Administration funding:
• Position #7618 — Child Welfare Permanency Caseworker ($95,800)
• Position #5440 — Child Welfare Intake Caseworker ($74,000)
• Position #7596 — Child Welfare Intake Caseworker ($86,070)
• Position #7588 — Child Welfare Intake Caseworker ($69,780)
• Position #7589 — Child Welfare Intake Caseworker ($70,000)
Weld County must report to the State by July 16, 2019, its plan for utilizing the additional funds.

Additional Child Welfare Allocation Award
Dear Director Gr iego:
The purpose of this letter is to notify you of the award to Weld County for the additional child wetfare
allocation funds as authorized in SB 15-242, SB 15-242 provides an allocation to counties in addition to
the Child Welfare Block grant for the purpose of hiring new child welfare staff, and, in connection
therewith, making an appropriations
The Chitd elfare Allocation Committee decided on a allocation methodology on 5/10/2019 for these
funds, Based on this methodology, the award for your county is:
Number of is: 8.00
Total dollars: e481,740
The conditions of this award are as follows:
The funds have a match: 90% State/10% Local sears; unless your county is a Tier 1 or Tier 2
ounty as of February ZS, 2019, in which there would be no match requirement.
These funds shall not be used to provide raises to existing child welfare staff.
3. These funds shalt not be used to supplant: other funds. If it is found that the count• has used
these dollars in any other way, then the county shall be require, to refund their allocation ,t,
to the State to be redistributed to other counties.
On May 10? 2019, the CWAC voted that counties will advise

with their allocated dollar amount. Counties are required to .sign and return their attestation
statement r later than „July1 6 2 19.
In order for t Department to fulfill its reporting obligation to the JSC, the Department is
requesting the County Commissioners and County Directors attest that these positions are newly
