BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, JULY 1, 2020
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, July 1, 2020, at the hour of 9:00 a.m.
El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Steve Moreno, Pro-Tem — EXCUSED
Commissioner Scott K. James
Commissioner Barbara Kirkmeyer
Commissioner Kevin D. Ross

MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of June 29, 2020, as printed. Commissioner James seconded the motion, and
it carried unanimously.
El AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Ross moved to approve the Consent Agenda, as printed.
Commissioner James seconded the motion, and it carried unanimously.
El PUBLIC INPUT: No public input was given.
WARRANTS:
1) GENERAL WARRANTS - JUNE 30, 2020: Commissioner Ross moved to approve the General
Warrants, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
BIDS:
1) APPROVE BID #B2000113, WEBSITE CONTENT MANAGEMENT SYSTEM — DEPARTMENT OF
INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology,
stated an inter -department review committee performed a quality -based review and staff recommends
selecting OpenCities, who met all specifications, for a first -year cost amounting to $172,906.00. In
response to Commissioner James, Mr. Rose clarified the large difference in pricing is due to both the
first -year cost and the full five-year cost being included, as well as various deficiencies in the functionality,

project management, security, and architectural features of other bidders' products. He confirmed staff
is confident with the selected vendor. Commissioner James moved to approve said bid, the motion was
seconded by Commissioner Ross, and it carried unanimously.
• 2) APPROVE BID #B2000132, HEALTH DEPARTMENT FIRE ALARM SYSTEM - DEPARTMENT
OF BUILDINGS AND GROUNDS: Barbara Connolly, Controller, reviewed staff's recommendation to
select Commercial Electronics Systems, the low bidder meeting specifications, for a total of $24,783.90.
Commissioner Kirkmeyer moved to approve said bid, the motion was seconded by Commissioner Ross,
and it carried unanimously.
El 3) PRESENT BID #B2000145, RFQ-LEAD HAZARD CONTROL PROGRAM — DEPARTMENT OF
PUBLIC HEALTH AND ENVIRONMENT: Ms. Connolly stated staff received five (5) bids and will make a
recommendation on July 15, 2020.
• NEW BUSINESS:
1) CONSIDER APPLICATION FOR 2021 VICTIM ASSISTANCE AND LAW ENFORCEMENT (VALE)
GRANT FOR LAW ENFORCEMENT VICTIM SERVICES UNIT AND AUTHORIZE CHAIR TO SIGN:
Donnie Patch, Undersheriff, shared the grant provides advocacy support to the Victim Services Unit.
Commissioner Ross moved to approve said application and authorize the Chair to sign. The motion was
seconded by Commissioner Kirkmeyer and it carried unanimously.
• 2) CONSIDER CONTRACT ID #3771 AMENDMENT #4 FOR LOCAL PLANNING AND SUPPORT
(PER CAPITA) AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Mark Lawley,
Deputy Director of the Department of Public Health and Environment, stated the contract provides annual
support for public health services to maintain and improve local capacity services, such as prevention
and emergency preparedness, for a total amount of $433,929.00, which increased by $1,340.00 from the
previous year. In response to Commissioner Kirkmeyer, Bruce Barker, County Attorney, confirmed the
language of the contract was reviewed by the County Attorney's Office, and Tanya Geiser, Department
of Public Health and Environment, clarified the generated award amount is based on a formula that
considers population. Commissioner Kirkmeyer requested staff review the funding formula allotment in
relation to the County's population growth because the total funding increase was anticipated to be much
greater. Commissioner Kirkmeyer moved to approve said amendment and .authorize the Chair to sign
and submit electronically. The motion, which was seconded by Commissioner Ross, carried unanimously.
El 3) CONSIDER CONTRACT ID #3748 LETTER OF ACCEPTANCE FOR 2020 EMERGENCY
MANAGEMENT PERFORMANCE GRANT (EMPG) AND LOCAL EMERGENCY MANAGER SUPPORT
(LEMS) PROGRAM AWARD AND AUTHORIZE CHAIR TO SIGN: Roy Rudisill, Director of the Office of
Emergency Management, stated the award supports the Emergency Management Program by providing
reimbursement funding in the amount of $76,000.00 for training, exercises, salaries, office supplies, and
travel expenses. The motion to approve said letter of acceptance and authorize the Chair to sign was
made by Commissioner James, seconded by Commissioner Kirkmeyer, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
