BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WEDNESDAY, JANUARY 8, 2020
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 8, 2020, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Mike Freeman, Chair
Commissioner Steve Moreno, Chair Pro -Tern
Commissioner Sean P. Conway - EXCUSED
Commissioner Scott K. James
Commissioner Barbara Kirkmeyer

• MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of January 6, 2020, as printed. Commissioner James seconded the motion, and
it carried unanimously.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
- CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.

• PUBLIC INPUT: Bill Gillard, Greeley resident, stated he was saddened by the recent resignation
of Commissioner Conway; however, he respects the importance of focusing on his wife's health. He
speculated if part of his decision to resign may have stemmed from a hostile work environment.
Mr. Gillard also thanked Commissioner James for working to ensure the Commissioner meetings are
video recorded and live streamed for the publics' convenience. He requested similar recordings be
provided during daily work sessions, as that is when much of the discussion and direction is provided.
Lastly, he also requested the placement of a time clock for easy reference by public speakers.
Steve Teets, Greeley resident, shared a copy of the schedule for the Poudre Express (Exhibit A),
which commenced operations on January 2, 2020, and stated they are offering free rides during the
month of January. He stated Greeley needs a good transit system, but currently it is lacking evening and
Sunday options, as well as reliable transport services for military veterans. He stated the region is
experiencing significant growth, resulting in increased traffic congestion and demand for public
transportation, which justifies improved transportation along the east side of the Interstate (1-25).

IR PROCLAMATIONS:
1) EATON REDS DAY, MARCHING BAND 2A STATE CHAMPIONS - JANUARY 8, 2020: Chair
Freeman read the certificate proclaiming January 8, 2020, as Eaton Reds Day. Logan Doddridge, Band
Director, recognized the hard work of the students, stating their recent success has been a compilation
of years of work. He commented during the 2019 season, the students excelled at all the material he
presented, which challenged him to keep up with their abilities. They demonstrated a lot of trust in the
group, worked hard, strived to remain humble, and were appreciative of their parents and the community
for offering so much support. Colton Sell, Senior Drum Major, stated this was his second year as a drum
major and he enjoyed every minute with the band and will miss them as he moves forward to college.
He expressed pride in the group for working hard and staying humble, and thanked Mr. Doddridge and
all the parents for their support. Each of the Commissioners, in turn, commended the 45 -member band
for their commitment to early season band camps and before/after school and weekend practices. They
commended their contribution to team spirit in the school, as well as being leaders in the community and
throughout Weld County. (Clerk's Note: The group assembled for a photo opportunity.)
. ---. WARRANTS:
1) GENERAL WARRANTS - JANUARY 7, 2020: Commissioner Kirkmeyer moved to approve the
General Warrants, as printed. Commissioner Moreno seconded the motion, and it carried unanimously.
2) COMMISSIONER WARRANTS - JANUARY 7, 2020: Commissioner Kirkmeyer moved to
approve the Warrant for Commissioner James, as printed. Commissioner Moreno seconded the motion,
and upon a roll call vote, the motion carried with Commissioner James recused.
NEW BUSINESS:
1) CONSIDER CONTRACT ID #3152 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF
FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN -
MATTHEW AND BRITTANI ROUSH: Jamie Ulrich, Deputy Director of the Department of Human
Services, presented the terms for a new foster care home. Commissioner James moved to approve said
contract and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried
unanimously.
Commissioner Kirkmeyer also expressed her appreciation to Ms. Ulrich, Lennie Bottorff, Heather Walker,
all of the Department of Human Services, as well as Karin McDougal, Assistant County Attorney, for their
work on drafting two legislative bills which are intended to ensure: 1) the Child Welfare funding stays
with the children in need of services, and 2) counties have the first opportunity for transfer of TANF
reserves to Child Welfare prior to any state access. Ms. Ulrich thanked Commissioner Kirkmeyer for her
leadership, as well as the entire Board for their support to ensure the success of state-wide initiatives for
the benefit of families being served. She also highlighted an upcoming meeting with the Policy and
Finance group to address all the Child Welfare funding items which have been identified.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.

To be eligible for reduced fares passengers must
provide either a GET Reduced Fare ID, a Medicare
card or proof that they are over 60.
