RE: APPROVE TEMPORARY RECONFIGURATION OF TRAFFIC CONTROL DEVICES AT
THE COUNTY ROAD 13 AND COUNTY ROAD 52 INTERSECTION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that Four -Way Stop signs be temporarily installed at the County Road 13 and County Road 52
Intersection to ensure safety to the traveling public during the road closure at the County Roads 17
and 54 intersection, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that Four -Way Stop signs be removed on County Road 13 at County Road 52 after the County
Roads 17 and 54 intersection reopens, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public only during said temporary road closure.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works, be, and hereby is, directed to temporarily
install Four -Way Stop signs at the County Road 13 and County Road 52 Intersection, for the
safety of the general public during the road closure at the County Roads 17 and 54 intersection,
and said signs shall conform to the State Manual of Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld County,
Colorado, that the Four -Way Stop signs be removed on County Road 13 at County Road 52 after
the County Roads 17 and 54 intersection reopens.

PERSON REQUESTING: Don Dunker (County Engineer) and Michael Bedell (Senior Engineer)
Brief description of the problem/issue: The Weld County contractor (Ames) working on the WCR 17/54
Roundabout Project recently paved a two-mile portion of WCR13 between WCR50 and WCR54. This includes
the 13/52 intersection. The current stop sign configuration has traffic traveling north/south on WCR13
stopping. Public Works is proposing to change this stop sign configuration to a 4 -way stop condition for the
time period WCR 17/54 intersection is closed for construction 3-4 months. Then after WCR 17 reopens and
traffic returns to normal in the area Public Works would evaluate removing the WCR 13 stop condition,
requiring WCR 52 to continue to stop. Public Works staff believes this configuration during construction makes
better sense with the additional traffic on WCR 13. WCR 13 is an arterial while WCR 52 is classified as a local
roadway which after the WCR 17/54 intersection opens up WCR 52 should be the only stop condition. This
proposed new condition during construction and after has been discussed with Johnstown staff and they agree.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
1. The BOCC may choose to approve this stop sign configuration change during construction and
afterwards.
2. The BOCC may want to schedule a work session to further discuss the issue.
Recommendation: Public Works recommends changing the current stop sign configuration at the 13/52
intersection to a 4 -way stop during the WCR 17/54 closure, after WCR 54/17 reopens WCR 52 should be the
only leg which stops, allowing WCR 13 to flow freely, as shown on the attached drawing If recommended for
approval, this item will be placed on an upcoming BOCC Meeting Agenda.
