RE: REORGANIZATION OF DEPARTMENT OF PUBLIC WORKS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, as a result of the 2021 Early Warning Budget work sessions held on
September 14, 2020, the Board of Weld County Commissioners directed that Public Works and
Finance and Administration treat the request for an additional position in Engineering to do road
agreements and billings for proportional share agreements as a new position request in the 2021
budget process, and
WHEREAS, all departments have been asked in the 2021 budget process to attempt to
hold the line on costs by reprioritizing expenses to avoid budgetary increases, if possible, and
WHEREAS, the Director of the Department of Public Works and Deputy Director of
Public Works/Engineering have done an organizational evaluation of Engineering and Public
Works Administration staffing, and as a result in reviewing the cost, versus the value added by
the Public Works Budget/Finance Manager, they have decided the services can be provided in a
more cost-effective manner by realigning the budget/finance functions performed by the Public
Works Budget/Finance Manager back among other Public Works Administrative and Engineering
staff, similar to the manner it was done prior to creating the Public Works Budget/Finance
Manager position in the 2016 budget process, and
WHEREAS, the Director of the Department of Public Works and Deputy Director of
Public Works/Engineering are further recommending that the salary and benefit savings from the
reorganization and elimination of the Public Works Budget/Finance Manager position (Grade 44)
be used to fund a needed Engineering Tech II position (Grade 32) to do road agreements and
billings for proportional share agreements for an annual savings of$25,236.00, and
WHEREAS, the Director of Finance and Administration and Director Human Resources
have reviewed the recommendation of Public Works management staff and concur with their
recommendation, and
WHEREAS, in accordance with Weld County Code Section 3-5-10, the Board of Weld
County Commissioners has reviewed the recommendation of Public Works, Human Resources,
and Finance and Administration staff and has made the management and legislative decision to
reorganize the Weld County Department of Public Works, thus eliminating the Public Works
Budget/Finance Manager position (Grade 44) and creating the new Engineering Tech II position
(Grade 32), effective immediately.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Public Works Budget/Finance Manager position (Grade 44) be, and
hereby is, eliminated in accordance with Weld County Code Section 3-5-10, effective
immediately.
BE IT FURTHER RESOLVED by the Board of County Commissioners of Weld County,
Colorado, that a new Engineering Tech II position (Grade 32) be, and hereby is, created, effective
immediately, and funded by the savings from the elimination of the Public Works Budget/Finance
Manager position.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of September, A.D., 2020.
