BOX 758 GREELEY, COLORADO 80632 (970) 356-4000 November 18, 2020 TO: All Governing Boards of Weld County Jurisdictions Creating the Weld County E911 Emergency Telephone Authority RE: Weld County 9-1-1 Surcharge On November 17, 2020 the Weld County E911 Emergency Telephone Authority Board (Board) approved a resolution concerning the monthly Weld County E911 surcharge. The resolution proposes to increase the monthly Weld County E911 surcharge from $1.20 cents to $1.72 for 911 emergency services provided to all wireline, wireless, and VoIP phone users within the Weld County E911 Emergency Telephone Authority jurisdiction effective February 1, 2021. The $1.72 amount is the new limit approved by the Colorado Public Utilities Commission (PUC) that local E911 Boards may set without PUC approval. In order to ensure public safety communication throughout the service area for Weld County citizens and emergency first responders and based upon the needs identified in the 2021-2030 Capital Improvements Plan of nearly $30 million, and the on -going operational costs the Board determined a rate increase is necessary to fund operations, new technology and future capital equipment. Your governing board is a party to the intergovernmental agreement (IGA) creating the Weld County E911 Emergency Telephone Authority in 1987. The IGA grants the Board the power to collect an E911 emergency telephone surcharge in an amount as approved by the Colorado Public Utilities Commission in the service areas for which emergency telephone services are provided. The increase rate is justified and will continue to be one of the lower rates among the larger, more populated counties in Colorado. The increase will also allow for a reduction in the user fees paid to support the E911 dispatch operation. Attachment A shows the reduction your entity will experience for 2021. The Board is advising all jurisdictions that are a party to the IGA of the impending rate increase of 52 cents. If you have any objections to the Board collecting the increased surcharge please advise the Board in writing at the above address by December 1, 2020. If the Board does not receive any objection by such date, the Board will understand that you have approved the proposed rate increase.
