BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, OCTOBER 28, 2020
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, October 28, 2020, at the hour of 9:00 a.m.
le ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County
Commissioners meeting of October 21, 2020, as printed. Commissioner Ross seconded the motion, and
it carried unanimously.
CERTIFICATION OF HEARINGS: Commissioner Ross moved to approve the Certification of
Hearings conducted on October 21, 2020, as follows: 1) USR20-0017 — Ten Sleep Investment
Group LLC, and 2) COZ20-0006 — Briggsdale Gas and Go, Inc., and LaSalle Rental Property One, LLC.
Commissioner James seconded the motion, which carried unanimously.
e AMENDMENTS TO AGENDA: There were no amendments to the agenda.
El CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda, as
printed. Commissioner Ross seconded the motion, and it carried unanimously.
PUBLIC INPUT: No public input was given.
WARRANTS:
1) GENERAL WARRANTS - OCTOBER 23, 2020: Commissioner Moreno moved to approve the General
Warrants, as printed. Commissioner Ross seconded the motion, and it carried unanimously.

BIDS:
1) PRESENT AND APPROVE BID #B2000193, MEET ROOM TECHNOLOGY UPGRADES (BOARD
ASSEMBLY, PAWNEE AND EVENTS ROOMS - DEPARTMENT OF INFORMATION TECHNOLOGY:
Sam Penn, Department of Information Technology, shared staff's request for emergency approval due
to the limited availability of equipment and in order to utilize the CARES Act funding by December 30,
2020. He stated staff recommends selecting the sole bidder, Conference Technologies, Inc., for a total
amount of $101,542.70, distributing $2,592.12 toward the Events Room, $37,807.76 toward the Pawnee
Room, and $61,142.82 for the Board Assembly Room. Commissioner Moreno moved to approve said
bid on an emergency basis, the motion was seconded by Commissioner James, and it carried
unanimously.
2) APPROVE BID #B2000179, RIGHT-OF-WAY ACQUISITION AND APPRAISAL SERVICES -
DEPARTMENT OF PUBLIC WORKS: Rob Turf, Purchasing Department, reviewed staff's
recommendation to select Western States Land Services, LLC, the low bidder meeting specifications, for
a total of $58,350.00. Commissioner James moved to approve said bid, the motion was seconded by
Commissioner Ross, and it carried unanimously.
El 3) APPROVE BID #B2000181, JAIL TRAINING ROOMS AUDIO AND VISUAL - DEPARTMENT
OF BUILDINGS AND GROUNDS: Mr. Turf introduced LVW Electronics as the low bidder selected by
staff and confirmed they met all specifications, for a total amount of $67,302.01. Commissioner Ross
moved to approve said bid, the motion was seconded by Commissioner Kirkmeyer, and it carried
unanimously.
El 4) APPROVE BID #B2000182, ELEVATOR MAINTENANCE - DEPARTMENT OF BUILDINGS
AND GROUNDS: Mr. Turf stated staff recommends selecting the lowest bidder who met specifications,
Peak Elevator, LLC, for a total amount of $15,200.00. Commissioner James moved to approve said bid,
the motion was seconded by Commissioner Kirkmeyer, and it carried unanimously.
IE 5) APPROVE BID #62000185, FIRE ALARM TESTING - DEPARTMENT OF BUILDINGS AND
GROUNDS: Mr. Turf reviewed staff's recommendation to select Integrity Fire Safety Services, the low
bidder meeting specifications, for a total of $16,250.00. Commissioner Kirkmeyer moved to approve said
bid, the motion was seconded by Commissioner Ross, and it carried unanimously.
El 6) PRESENT BID #B2000189, MAGNESIUM CHLORIDE TANKS IN THE TOWN OF KERSEY
AND CITY OF GREELEY - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf stated staff
received four (4) bids and will make a recommendation on November 9, 2020.
ki NEW BUSINESS:
1) CONSIDER REVISIONS TO SECTION 2.000 CHILD WELFARE OF THE DEPARTMENT OF HUMAN
SERVICES POLICIES AND GUIDELINES MANUAL: Jamie Ulrich, Director of the Department of Human
Services, presented the revisions to the Denial of Application policy and the Foster Care Certificates
policy, which include Volume 7 simplifications and process clarifications. Commissioner James moved to
approve said revisions. The motion was seconded by Commissioner Moreno and it carried unanimously.
2) CONSIDER REQUEST TO REMOVE SECTION 9.000 EMERGENCY AND SAFETY
PROCEDURES FROM THE DEPARTMENT OF HUMAN SERVICES POLICIES AND GUIDELINES
MANUAL: Ms. Ulrich detailed the removal will update the department policies and transition it to
staff -specific emergency procedures. Commissioner Moreno moved to approve said removal. The motion
was seconded by Commissioner James and it carried unanimously.

El 3) CONSIDER CONTRACT ID #4177 MEMORANDUM OF UNDERSTANDING FOR BED BUG
MITIGATION AND AUTHORIZE CHAIR TO SIGN - GREELEY TRANSITIONAL HOUSE, INC.:
Ms. Ulrich summarized the commercial clothes dryer will be utilized to further treat client belongings
infested with bed bugs from January 1, 2021, through December 31, 2023, with an annual renewal. The
motion to approve said memorandum of understanding and authorize the Chair to sign was made by
Commissioner Ross, seconded by Commissioner James, and it carried unanimously.
IR 4) CONSIDER CONTRACT ID #4187 FOR JAIL BASED BEHAVIORAL HEALTH SERVICES AND
AUTHORIZE CHAIR TO ELECTRONICALLY SIGN AND SUBMIT: Sonja Kohlgraf, Sheriff's Office,
stated the program provides resources and programming between July 1, 2020, and June 30, 2021, to
establish stability for individuals in the community and focuses on reducing recidivism in the jail in the
amount of $252,234.00. Commissioner James moved to approve said contract and authorize the Chair
to electronically sign and submit. The motion was seconded by Commissioner Kirkmeyer and it carried
unanimously.
5) CONSIDER CONTRACT ID #4204 AGREEMENT FOR BRIDGE IMPROVEMENTS FOR
BRIDGE 29/68A REHABILITATION PROJECT AND AUTHORIZE CHAIR TO SIGN - THE NEW CACHE
LA POUDRE IRRIGATING COMPANY (NCIC): Erich Green, Department of Public Works, detailed the
project improvements will include concrete encasement of the existing abutments and wingwalls,
cleaning and painting of the existing structural steel, and replacement of the existing reflector tabs along
the bridge guardrail to extend the life of the bridge. He clarified the County will provide a total
compensation amount not to exceed $5,000.00. Commissioner Moreno moved to approve said
agreement and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried
unanimously.
El 6) CONSIDER RESTORATION AND STEWARDSHIP OF OUTDOOR RESOURCES AND THE
ENVIRONMENT (RESTORE) GRANT APPLICATION FOR WELD COUNTY GRASSLAND
ENHANCEMENT PROGRAM AND AUTHORIZE ELECTRONIC SUBMITTAL: Tina Booton, Pest and
Weed Division of the Department of Public Works, shared the program will enhance the northern
grasslands through noxious weed control and reseeding fora County match of $39,800.00 out of the total
request of $155,000.00. In response to Commissioner Moreno, Ms. Booton confirmed staff is looking into
attaching a sprayer to the drone; however, the Department of Agriculture will first need to offer an aerial
applicator license to the pesticide applicator license and a specialized spray drone will need to be
purchased. Commissioner Moreno moved to approve said application and authorize electronic submittal.
Seconded by Commissioner Kirkmeyer, the motion carried unanimously.
7) CONSIDER TEMPORARY CLOSURE OF CR 39 BETWEEN CRS 2 AND 4: Amy Mutchie,
Department of Public Works, included the closure will occur between November 2, 2020, and
November 6, 2020, to replace an irrigation culvert and noted the detour route is paved. Commissioner
Kirkmeyer moved to approve said temporary closure. The motion, which was seconded by Commissioner
Ross, carried unanimously.
8) CONSIDER TEMPORARY CLOSURE OF CR 78 BETWEEN CRS 57 AND 59: Ms. Mutchie
shared the closure will occur from November 2, 2020, to November 6, 2020, to replace two (2) irrigation
culverts and noted water will be used for dust control along the detour route. Commissioner James moved
to approve said temporary closure. Commissioner Ross seconded the motion and it carried unanimously.

9) CONSIDER TEMPORARY CLOSURE OF CR 6 BETWEEN CRS 17 AND 19: Ms. Mutchie
summarized the closure will begin on November 2, 2020, and end on February 26, 2021, to replace
Bridge 6/17A and noted magnesium chloride will be utilized on all gravel road detour routes. The motion
to approve said temporary closure was made by Commissioner Ross, seconded by Commissioner
James, and it carried unanimously.
IE 10) CONSIDER TEMPORARY CLOSURE OF CR 40 BETWEEN CRS 35 AND 37: Ms. Mutchie
stated the Weld County Water District is requesting the closure to occur between November 2, 2020, ans
November 11, 2020, in order to install a two-inch water main and provide services to a new residence.
Commissioner James moved to approve said temporary closure. The motion, which was seconded by
Commissioner Moreno, carried unanimously.
IR 11) CONSIDER RATIFICATION OF APPOINTMENTS TO THE BOARD OF TRUSTEES OF THE
HIGH PLAINS LIBRARY DISTRICT: Chair Freeman stated Mary Heberlee was appointed to the Region 5
Board of Trustees, out of the two (2) applications received, and Teresa Curtis was appointed to the
Region 1 Board of Trustees, out of the 37 applications received, both with four-year terms. Commissioner
Kirkmeyer moved to approve the Resolution ratifying said appointments. The motion was seconded by
Commissioner Ross and it carried unanimously.
PLANNING OLD BUSINESS:
1) SECOND READING OF CODE ORDINANCE #2020-16, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 23 ZONING AND CHAPTER 24 SUBDIVISIONS, OF
THE WELD COUNTY CODE (RECORDED EXEMPTIONS AND MISC.) - (CONT'D FROM 10/21/2020):
Commissioner Kirkmeyer moved to read Code Ordinance #2020-16 by title only. The motion was
seconded by Commissioner Ross, and it carried unanimously. Bruce Barker, County Attorney, read the
title for the record. Chair Freeman reviewed staff's presentation provided on October 21, 2020, while
Tom Parko, Director of Planning Services, confirmed no changes were made after said date and a work
session will be held on November 2, 2020. No public input was provided. The motion to approve Code
Ordinance #2020-16 on Second Reading was made by Commissioner James, seconded by
Commissioner Ross, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinance #2020-16 was approved on Second Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
