WELD COUNTY
CODE ORDINANCE 2020-04
a IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS,
CHAPTER 2 ADMINISTRATION, CHAPTER 5 REVENUE AND FINANCE, CHAPTER 7
EMERGENCY MEDICAL SERVICES, AND CHAPTER 26 REGIONAL URBANIZATI° 1N
AREAS, OF THE WELD COUNTY CODE
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF
WELD, STATE OF COLORADO:
WHEREAS, the Board of County Commissioners of the County of Weld, State of
Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with
the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners, on December 28, 2000, adopted Weld
County Code Ordinance 2000-1, enacting a comprehensive Code for the County of Weld,
including the codification of all previously adopted ordinances of a general and permanent nature
enacted on or before said date of adoption, and
WHEREAS, the Weld County Code is in need of revision and clarification with regard to
procedures, terms, and requirements therein.
NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of the
County of Weld, State of Colorado, that certain existing Chapters of the Weld County Code be,
and hereby are, repealed and re-enacted, with amendments, and the various Chapters are
revised to read, as follows:
CHAPTER 2
ADMINISTRATION
ARTICLE I - Bo

Amend Sec. 2-1-20. - Agenda items.
A. Due to the requirements of the Colorado Open Meetings Act, the deadlines for listing items
of business on an agenda are as follows: 5:0012:00 p.m. on the previous Thursday for
Monday's agenda, and 10:30 a.m. on Monday for Wednesday's agenda. In the event of a
Monday holiday, the deadline for that week's Wednesday agenda is X012:00 p.m. on
the previous Thursday.
Amend Sec. 21-80. - Work sessions.
A. and B. — No change.
C. Work session/review process: Background documents must be submitted prior to the
scheduled work session for inclusion into electronic work session packets to be viewed on

the Board's laptops. The following procedures shall be followed by department heads seeking
work sessions:
1. Confirm Commissioner Coordinators or Chair approval to schedule work session.
2. Complete work session cover lettariorm, which is available on the county in. ranet or
through the BOCC Office Manager.
3. Scan cover a-te wwork session form and all supporting documents, preferably as a PDF
file.

for public events to provide emergency medical care in the County must have sufficient
personnel, supplies and equipment to effect care on the First Responder or higher level
basis, and provide proof of compliance with the insurance requirements set forth in Section

BE IT FURTHER ORDAINED by the Board that the Clerk to the Board be, and hereby is,
directed to arrange for Municode to supplement the Weld County Code with the amendments
contained herein, to coincide with chapters, articles, divisions, sections, and subsections as they
currently exist within said Code; and to resolve any inconsistencies regarding capitalization,
grammar, and numbering or placement of chapters, articles, divisions, sections, and subsections
in said Code.
BE IT FURTHER ORDAINED by the Board, if any section, subsection, paragraph,
sentence, clause, or phrase of this Ordinance is for any reason held or. decided to be
unconstitutional, such decision shall not affect the validity of the remaining portions hereof. The
Board of County Commissioners hereby declares that it would have enacted this Ordinance in
each and every section, subsection, paragraph, sentence, clause, and phrase thereof irrespective
of the fact that any one or more sections, subsections, paragraphs, sentences, clauses, or
phrases might be declared to be unconstitutional or invalid.
The above and foregoing Ordinance Number 2020-04 was, on motion duly made and
seconded, adopted by the following vote on the 27th day of July, A.D., 2020.

Mileage zones were created to introduce a flat rate
and establish consistency in mileage rates from
year to year. The mileage zone is based on the
distance from the Weld County Sheriff's Office Law
Administration Building to the Post Office based on
Zip Code. The mileage fee will be charged based
on the Zip Code of the mailing address of the Civil
paperwork, and will only be charged once
regardless of how many attempts are made or the
miles actually driven.

33. Coroner fee schedule:
The hourly rate shall be calculated on a full cost
recovery basis of the County's costs for the staff
positions involved in the assistance. The full cost
recovery rate shall be determined by the Director of
Finance and Administration and shall include
salary, fringe benefits, support costs (services and
supplies) and indirect costs calculated in
accordance with the County -wide cost allocation
plan per Federal OMB -87 methodologies.
Constituents shall deposit the estimated amount of
the costs prior to assistance. The County will draw
upon it based on the standard hourly rate for each
staff providing the review, oversight or assistance.
