RE: RETURN FEDERAL CONGESTION MITIGATION AIR QUALITY (CMAQ) GRANT
FUNDING FROM WELD COUNTY COMPRESSED NATURAL GAS (CNG) VEHICLE
AND EXPANSION PROJECT TO NORTH FRONT RANGE METROPOLITAN
PLANNING ORGANIZATION (NFRMPO) FOR USE ON OTHER PROJECTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, in 2018 and 2019, the Weld County Compressed Natural Gas (CNG) Vehicle
and Expansion Project ("the Project"), with STIP ID SST7007.008, was awarded a total of
$5,303,000.00 Federal Congestion Mitigation Air Quality (CMAQ) Grant funding ($745,000.00
FY2018 and $901,000.00 FY2019), and
WHEREAS, the portion of funding associated with the Project was fully expended and the
funding being returned pertains to the limitations associated with CNG vehicles only, and
WHEREAS, the Project already has an obligated portion of funding ($1,284,000.00) and
has swapped some funding with the North 1-25: Design Build Project ($2,373,000.00), and
WHEREAS, the remainder of the project is unable to proceed due to the indefinite
suspension of the Buy America Waiver process, and
WHEREAS, the Board of County Commissioners, therefore, will return $1,646,000.00 of
Federal CMAQ Grant funding ($745,000.00 FY2018 and $901,000.00 FY2019) from the Project
to the North Front Range Metropolitan Planning Organization (NFRMPO) for use on other CMAQ
projects, and
WHEREAS, the Clerk to the Board shall send a copy of this Resolution to the NFRMPO.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Board will return $1,646,000.00 of Federal Congestion Mitigation Air
Quality (CMAQ) Grant funding ($745,000.00 FY2018 and $901,000.00 FY2019) from the Project
to the North Front Range Metropolitan Planning Organization (NFRMPO) for use on other CMAQ
projects.
BE IT FURTHER RESOLVED by the Board that the Clerk to the Board shall send a copy
of this Resolution to the NFRMPO.
