The State Land Board's intention with the Planning Lease process is to give developers exclusive rights, for renewable energy development, to a piece of land so they can complete necessary diligence and development testing in order to evaluate the suitability of a given piece of land for a proposed development. When a Planning Lease is issued, the expectation is that upon completion of a developer's due diligence and upon State Land Board final review and approval, a Production Lease will be issued for the construction and operation of a given anticipated development. We consider land use approval to be an essential step in the development process, and it is our preference for our Lessee to acquire the Use by Special Review. Our Production Lease does not have a diligence or "option" period, therefore developers entering into a Production Lease cannot have any doubt about their ability to execute on a project. Please consider this letter in support of and in conjunction with the Use by Special Review application being submitted by our lessee for a solar garden project on the State Land Board's property in Weld County. The State Land Board feels that this is the appropriate use for this portion of state trust land. (Report submitted into the record.) ■ Noise will be bothersome." ■ Solar inverters do make noise, with a decibel rating similar to that of a residential A/C unit. In this case, inverters will be more than 700' from nearest home, and on the other side of WCR'1. The equipment only operates during daytime hours. During quieter hours of the day (early morning, late afternoon, and overnight), the inverters are off. ■ Small electrical motors power the trackers during the day.
