RE: CREATION OF THE WELD COUNTY CENTENNIAL-BICENTENNIAL
. COMMISSION.
WHEREAS, pursuant to law, the Board of County Commissioners,
Weld County, Colorado, is vested with the responsibility of administering
the affairs of Weld County, Colorado, and
WHEREAS, the Colorado Centennial-Bicentennial Commission was
created by the Colorado State Legislature, and
WHEREAS, the Board recognizes the need for the establishment of a
Weld County Centennial-Bicentennial Commission to provide for appropriate
observances, ceremonies, and other related activities within the County to
commemorate the one-hundredth anniversary of Colorado and the two-hundredth
anniversary of America's Independence.
NOW, THEREFORE, BE IT RESOLVED:
1. That there be, and is hereby created, the "WELD COUNTY
CENTENNIAL-BICENTENNIAL COMMISSION".
2. That the functions and duties of the WELD COUNTY CENTENNIAL-
BICENTENNIAL COMMISSION are to encourage and assist its communities
and citizens to organize and execute Centennial-Bicentennial plans providing
for appropriate observances, ceremonies, and other related activities to
commemorate the one-hundredth anniversary of Colorado and the two-
hundredth anniversary of America's Independence.
3. That said WELD COUNTY CENTENNIAL-BICENTENNIAL
COMMISSION shall consist of seven (7) members to be appointed by the Weld
County Board of County Commissioners, Weld County, Colorado, in the
first instance by this Resolution, and thereafter as hereinafter provided.
4. That the members of the WELD COUNTY CENTENNIAL-BI-
CENTENNIAL COMMISSION shall be:
Christine Kavalec, Chairman, Greeley, Colorado
Col. Clifford Baker, Greeley, Colorado
Glen Bechtholdt, Greeley, Colorado
Mrs. Ted Sutter, Eaton, Colorado
Carl Felte, Windsor, Colorado
Paul Weichel, Kersey, Colorado
Mrs. June Lewis, Erie, Colorado
5. In the event of a vacancy among the members of the Weld County
Centennial-Bicentennial Commission, the members of said Commission
shall recommend a qualified resident of Weld County to fill said vacancy
subject to the approval and appointment thereof by the Board of County
Commissioners of Weld County. Any member of the Weld County Centennial-
Bicentennial Commission may be removed by the Board of County Com-
missioners of Weld County upon recommendation to it by the members of
the Weld County Centennial-Bicentennial Commission pursuant to rules and
regulations that may be adopted by it.

6. That all expenses incurred by the said Weld County Centennial-
Bicentennial Commission shall be paid by county warrants upon proper
vouchers to the Board of County Commissioners of the County of Weld as
provided by law.
7. That the WELD COUNTY CENTENNIAL-BICENTENNIAL COM-
MISSION may adopt such rules and regulations for the transaction of its
business as it deems necessary and shall keep a record of its resolutions,
transactions, findings and determinations, which record shall be a public
record.
8. That the members of said WELD COUNTY CENTENNIAL-
BICENTENNIAL COMMISSION shall serve at the pleasure of the Board of
County Commissioners; that they shall serve without compensation and that
any member thereof may be removed by the Board of County Commissioners
for non-performance of duty or misconduct.
The above and foregoing resolution was, on motion duly made and
seconded, adopted by the following vote on the 11 day of November,

In listing these activities on this form, we understand that the inclusion of at least one activity for each of the three
thematic areas(Heritage '76; Festival USA; Horizons '76) is highly desired by the national AR BA because it increases
awareness of the full scope of the Nation's Bicentennial program "A past to remember; a future to mold." We also
understand that we must have at least one LASTING REMINDER (marked with an "X"). We acknowledge that the
AR BA expects complete thematic coverage, not necessarily in the beginning, but at least during the full development
and expansion of our Bicentennial Community program.

Dear Christine:
Thanks again for the wonderful Bicentennial Community presentation
in Weld County on July 4, 1975. The celebration, as well as the rodeo,
was a tremendous success. I am sure it was the culmination of your hard
work.
I am replying specifically to your inquiries regarding Kiowa Community
and Grover-Hereford Community; both have applications in this office to
become designated as Bicentennial Communities.
I am happy to announce that Grover-Hereford Community was approved
by the Commission and the application forwarded to Washington this date.
However, yesterday, this office had to return the Kiowa Community appli -
cation in order to get the official seal and the stages of progress of the
projects listed on the application. As soon as it is returned it will be
forwarded to Washington. Both your letters were excellent and are attached
to the applications before being forwarded to Washington.
Congratulations for the tremendous job you are doing and do not for-
get I still need a photo for our newsletter.
On behalf of the Commission in recognition of your outstanding efforts ,
we award you with our official Centennial-Bicentennial pin.
Only 1 ,876 of these official pins were authorized. Its design cannot
be reproduced pursuant to State Statutes and copyright laws. If you will
notice, each pin is numbered, and they will be rec.:rded with the State
Archivist. Therefore, we hope the pin will become a collector' s item
as well as a prestige item for our great State.

To Whom It May Concern:
Before 1907 no birth and death registrations were required so now a group
with County-wide membership is attempting to compile and preserve birth
and death records.
The group is divided into two task forces, one working with towns' records
and one working directly in cemeteries with information on tombstones.
Every community and cemetery is included in this study.
No tax money is being used. The project is increasingly successful due to
the dedication, interest and hard work of the volunteers and some private
donations.
The group hopes to publish a book of findings and have it for sale before
July of 1976.
Mrs. Stella Wright of Windsor who is heading the project assures us everyone
interested is being encouraged to take part in this fascinating search for
Weld County history. Because of the group's dedication, desire to not involve
tax funds, to involve as many persons as possible, the value the results
will have for Weld County history and the approaching Centennial-Bicentennial
celebrations, we endorse the work of this group and are grateful to them for it.

Greeley to help them with their celebration and wish I could be with you
in Weld County on July 4 but I am scheduled to be with another community.

Dear Ms. Kavalec,
This letter is to confirm our telephone conversation of this date with
the chief elected official of your community, Mr. Glenn K. Billings,
Chairman, Board of County Commissioners. The American Revolution Bi-
centennial Administration is pleased to announce its official designation
of your community as a National Bicentennial Community.
Please inform local media of this designation if this has not yet been
done. To arrange the details of the ARBA flag and certificate presen-
tation ceremony, please contact your State Bicentennial Commission.
Due to the length of time necessary for the art work on the certificate,
it is requested that you do not schedule your formal presentation for a
minimum of 40 days after the date of this letter.
Be assured of my personal congratulations and deepest appreciation for
your commitment to participate in the commemoration of our Nation's 200th
Anniversary.

Dear Mr. President,
In the heart of the United States at the nation's largest
July 4th rodeo in the land about which James Michener wrote
Centennial, you are invited on July 4, 1975, 1:30 PM to
present to Weld County its Centennial-Bicentennial Community
designation flag and speak briefly about our nation's 200th
and Colorado's 100th birthdays.
Weld County is one of America's largest and wealthiest counties,
first in agricultural production east of the Rockies and
includes the world's largest feedlot.
The Independence Stampede is held in Greeley, the county seat.
This rodeo is a highlight in the year for many of Colorado's
and the surrounding states' farmers, ranchers and cattle feeders,
their families and friends. International attendance is notable
also.
We anticipate your sharing in this important moment for our county,
state and country.

The Colorado Centennial-Bicentennial Commission has today approved
the Centennial-Bicentennial Community Application for Weld County. The
Application has been forwarded to the American Revolution Bicentennial
Administration (ARBA) and you should expect to receive official designa-
tion from them within 30-45 days.
In the meantime, please fill out one of the enclosed BINET forms
for each project as listed on your Community Application. A copy of the
Application as finalized by this office is enclosed for your files. Should
you have any problems in completing the BINET forms, please call my secretary,
Gloria, and she will be happy to assist you. When completed, please return
the forms to her attention.
The Colorado Centennial-Bicentennial Commission continues to support
your community' s efforts to commemorate these dual anniversaries.
