Request Board Approval of the Department's 2020 Diligent Recruitment Data Update. The Colorado Office of Children, Youth & Families (OCYF) issued an Operation Memo, OM-CW- 2020-0005, dated January 29, 2020, requesting all county departments of human/social services to update their current diligent recruitment plans. The requested action ensures compliance with federal laws related to systemic factors and the Multi -Ethnic Placement Act (MEPA), as well as Senate Bill 18-254. The attached update demonstrates the Department's efforts to reflect the diversity of the children and youth for whom foster and adoptive homes are required, and it addresses the recruitment efforts for 2020, based upon 2019 calendar year data provided by OCYF. This update is due to the State by May 1, 2020. Formal approval by the Board is not required. I do not recommend a Work Session. I recommend approval of this update and submission to the State. Weld County needs more in -home crisis intervention services that can respond immediately to the home in order to keep children safely in their own homes. We also need to have additional trauma -informed services, to include trauma assessments, in order to better understand the needs of children needing out -of -home placement and what types of services would be most beneficial. What efforts does your county make to support foster and non -certified kinship families? This past year, Weld County implemented a new program, Specialized Wraparound Team (SWT). specifically designed to provide intensive and responsive services to families to avoid out of home placement or to facilitate a successful placement with kinship families. Services include two designated caseworkers who can respond with intake caseworkers to immediately assist in assessing the needs of the families and connecting them to important resources such as TANF and SNAP. In addition, these two staff meet with identified kinship families to complete the kinship assessment and to connect the kinship families to resources. Any family that is involved with SWT has access to a supportive team who is able to meet daily in order to provider wraparound services to support the children and family. Weld County also has contracts with community -based therapists who can provide in -home support to foster parents, and the children placed in their homes. in order to support placement stability and foster parent retention. Foster parents also benefit from Foster Parent Roundtables which provide training and networking opportunities. This past year we implemented Parent Cafes; an evidenced based program based on the Strengthening Families Five Protective Factors. At the Cafe, foster parents share a meal and conversation around meaningful topics including self -care, natural supports and child development. Initial feedback from foster parents has been very positive. We also implemented a pilot project in conjunction with our Regional Accountable Entity (RAE). Once a prospect has attended this and have indicated that they want to move forward with training and certification, they are contacted by our Certification Specialist who walks them through the application, training and certification process. Home studies are completed by contracted Home Study Providers who schedule appointments based on the foster family's availability. We have a Home Study Lead that ensures that home studies are meeting high standards and done in a timely manner. Kinship Care Coordinators and Specialized Wraparound Team staff provide certification process information to non -certified kinship providers after they have accepted placement. If kinship families are interested in pursuing certification, they are referred to our Certification Specialist who contacts the family and arranges a time to do an in -home meeting. If the family wants to move forward, they are given a provisional certificate at the beginning of the process as allowed by State rule. The kinship families then follow the same process as foster families, including training and home study until final certification. The Certification Specialist remains connected with the kinship family throughout the entire process, offering support and answering questions. We utilize the Colorado Department of Human Services (CDHS) Training Resources that offer annual training that covers diverse populations. 2 Outside agencies who represent diverse populations are invited to quarterly staff meetings and provide presentations on the populations they serve. 3. We collaborate with our community partners, such as North Range Behavioral Health, to provide education and training on trauma and bias. 4. Weld has staff who are experts on Indian Child Welfare Act (ICWA) who provide consultation and training. 5. We offer training to staff to increase their ability to work with diverse populations. The training helps develop cultural competency and knowledge of biases. 6. We train foster families during our pre -certification training for fostering diverse populations. 7. Weld County strives to recruit foster homes which reflect the diversity of the children and families in our community. Currently, we have many culturally diverse families who are able to meet the cultural needs of our children who need to be placed in a foster, adoptive or kinship home. We continue to recruit for families who have Native American heritage by attending the NoCo American Indian Powwow event. Also, we will participate in the State recruitment and retention meeting that is scheduled to focus on recruiting for this population. We also have several foster parents who identify as LGBTQ and others who are supportive of youth who identify as LGBTQ.
