M. Alkire presumably uses it for B&B purposes: we have witnessed many cars with out of state plates staying overnight at the ADU since it was built. It is our understanding that the initial permit was for a utility building and that is acceptable. The concerns we have are as follows: • Not knowing or having a say in who stays in the ADU on a daily basis. This leads to safety concerns. • The traffic in and out of this house and buildings is constant, it has put our family's safety at a great concern. • Her tenants, workers as well as Ms. Mire have been asked to not use our property as a means of access to her property and its trees, This has been met with resistance and bitterness directly from the above mentioned people. We have faced her tenants peeing on our trees, dumping grass in our access road, she has allowed her unvaccinated livestock to be neglected, fighting with our livestock and eating ourcrops. Our chickens died and we have no replaced them due to her carelessness and a high chance of reinfection. • We have grave concerns that the possibility of her or her son living in that house is negligible as it has never happened in the past. • Ms. Alkire has several rentals and businesses within that property. We have had to purchase a fence to separate our properties and we don't want to build a fortress to keep the peace with her. More people staying there means more trespassing and security concerns. Bottom tine, we should have been notified of this years ago and it was built anyway. It should remain as a utility building for the safety and security of surrounding properties. RE: CASE# USR16-0040 To Whom It May Concern: In regards to the above referenced case, to approve a second single -family residence on the property located at 37607 Lee Lake Ave., we are opposed to the plan based on the following: The property is under 23 acres, and our understanding is that this is the minimum acreage required to add a second residence. As it is now, the upstairs of the main house is one living quarters, the basement is a separate living quarters, and this would mean a third living quarters on the property. Along with the residences, there is a business operating out of the shop on the property. This means increased traffic and noise for the nearby neighbors. If approved, this could set a precedent in the subdivision for others to follow suit. If second residences are added to properties throughout the neighborhood, it will increase traffic and noise, and lose some of the appeal that it now has. We are worried about how this has impacted and will impact our property value. The lake view that our property had when we purchased it was a major selling point. Going forward, our property will be less appealing with the number of people in such close proximity. We, like many people, chose to purchase property with acreage in order to distance ourselves from people, noise, and traffic, and to have privacy and peace where we live. We have already been uncomfortable with the number of people that have been staying in the lake house this year, as it is next to our fence line. If it is approved as a residence, we are concerned about the impact it will have on us, as well as others in the neighborhood. As I said on the phone, it is very important that this information is received/sent confidentially. The basement rental is listed on several sites, here is the link to one of them; https://www.a artments.corn/37607-lee-lake-a,ve- rindst r -co -unit -0 hnvkz51/ The cottage has been removed from the ebookers site, so I have attached a file with pictures of what was shown on the site, and here is the link that was connected with it, but it now only goes to the website and not the actual listing. One of the pictures shows a map of where the property is located, and one has her picture on it. https:/(www.ebookers.com/Fort-Collins-Hotels-Lakeside-Cottage-ls-A-Kind-Retreat,h3393285L.k-loteI-_ Information?chkin=16%2F11 2F2O19 chkout=19%2F fl%2 F2019&region l tl=S5219&destination=Windsor 2C +Colorado%2C+Un n=true rml=a2 pwa=1&sort=recommended&lod ping=chalet&top_d p=710 &top_cur=G BP&rfrrzHSR& owa is=1970488298469 one last thing I forgot to ask, what date will a final decision be made on this case? To Mike Freeman, My name is Marie Alkire and I have a meeting on December 17th and January 22nd to talk about my little cottage as I work on a URL. My family, neighbors, and friends encouraged me to defend myself from the two neighbors who called with concerns and are addressed in this letter. I am a seventy year old widowed woman that wants to live what is left of my life, in a positive, kind, and independent way. This cottage will help me to live independently, and with less physical challenge than in the past. I've lived in Northern Colorado for 20 years, am related to every Robb and Cassiday in Greeley, graduated from UNC with a degree in International Trade and Relations/ after working as a nurse for Dr. Osborne (Greeley Medical Center) four years, and Intensive Care for 12 years in Washington State. My life now consists of planting fruit, deciduous, and evergreen trees, vegetable gardening, and teaching free classes on food preservation, seed exchange, and gardening to neighbors, friends and family. My garden is huge and the harvest is given to the Laramie Food bank, and anyone that wants some. I own five chickens and one cat. Chickens are always contained and cat runs around. I am home most days caring for the property, vegetable and flower gardens, and maintaining things. When my son comes I will be able to travel some I hope. I am a law abiding citizen. Neighbor Number one: Has four and sometimes five dogs that have barked most daylight hours every day for years. Since I have been home and out of doors most days, I wrote a kind letter telling them the neighborhood loved dogs but could the barking be reduced at times. In ignorance I put this note in their mailbox. Their response was "We want them to bark, and you have committed a federal offense putting the note in our mailbox and we can prosecute you". The barking continued everyday. When my m c m died I called animal control, and had them ask them to keep dogs quiet so I could sleep. They were furious. I purchased a "legal" dog bark devise that only dogs can hear, and the add said it helped stop barking. I removed it because these neighbors screamed across the yard that they hated me for using it, and that it wouldn't help. Fortunately a man moved next door to them and put an end to this constant barking. Problem is he is moving away soon. These same neighbors buried over half an acre of wetlands with fill dirt, from a friend of mine that farms and tried, but regretfully was never paid. I planted two rows of trees between us hoping it would help, and was told I needed to prune any branches that touched their land. One of my chickens got out one day and they videotaped her and screamed at builders to come and get the ....m off their yard. Chickens have never been out again. This issue with my cottage, I truly believe, is personal. They have four cars in use and family has lived there adding two, have had livestock, and breed and sell dogs. Their concerns with me are livestock, excessive traffic, business on sight, and security. They are not friendly, kind or altruistic/ to anyone in the neighborhood. Second neighbors: Have no contact with anyone in the neighborhood except thru a son that feeds a friends dog at times. When they moved in about a year and a half ago I brought them jam and walked to the property line to say hello. I wanted to tell them about the cottage and where and when it would go up. They were friendly and amiable to the idea and I was so relieved. The next thing I saw when my cottage was almost built, was on FaceBook with really nasty complaints about the cottage and how they hated it. I caught my breath and gathered my thoughts, and texted her asking why she had changed her mind and acted like she didn't know about it. She said it blocked her view for their late afternoon walks. (This view is not visible from their home). They have a full lake in front of their house but they liked seeing both at times. She then texted me to tell me she "hated my u gly white fence". This fence is 60 feet long and covers metal and wood piles, oil barrels/ and dumpsters psters along their back yard and directly across from the cottage. Her teenage son took off fence caps and threw them in my driveway every night until I glued them down. She came to the fence days later and asked if I was going to plant anymore trees and where. She asked me to spray around the white fence so there wouldn't be weeds to look at. I removed weeds on her side of the fence. Really it never dawned o n me to say "none of your business" until days and days later. I have n ever had these issues in my life and tend to keep peace. The thought of moving away seems exhausting. Think I'm done being shy and compliant. It encourages them I think. Both of these neighbors in my opinion, are hostile and reclusive, and the concerns come from a personal level. Concerns listed by Weld County Note. Excessive traffic: My car, my son and his wife with two cars. Friends and family on o ccasions. Security: There are no strangers here unless it is a handyman, or worker. My visitors are good, honorable, people, mostly over 60 years old. Livestock: I have no plans on buying cows or horses. I have always had chickens like most people here in this neighborhood. Business on sight: No business on sight but do have a small group that comes for canning, dehydrating, seed exchange, and gardening classes. I have two sisters, one brother, and family that likes to visit. I am sorry to send such negativity for you to read. Thank you for doing so. Hopefully this will be the end of such hateful behavior and life will go on peacefully and gently.
