RUSSIAN OLIVE AND TAMARISK REMOVAL ALONG THE CACHE LA POUDRE
RIVER AND AUTHORIZE CHAIR TO SIGN AND ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Great Outdoors Colorado (GOCO)
Grant Application for Russian Olive and Tamarisk Removal Along the Cache La Poudre River
from the County of Weld, State of Colorado, by and through the Board of County Commissioners
of Weld County, on behalf of the Department of Public Works, to the Colorado Youth Corps
Association and Great Outdoors Colorado, commencing upon full execution of signatures, with
further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Great Outdoors Colorado Grant Application for Russian Olive and
Tamarisk Removal Along the Cache La Poudre River from the County of Weld, State of Colorado,
by and through the Board of County Commissioners of Weld County, on behalf of the Department
of Public Works, to the Colorado Youth Corps Association and Great Outdoors Colorado, be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application, and Tina Booton, Department of Public Works, be, and hereby is,
authorized to submit said application electronically.
The above and foregoing Resolution was, on motion duly made and seconded, adopted

This request is for applying for a GOCO Grant. This project will hire the Weld County Youth
Conservation Corps to address Russian olive and tamarisk trees along the Poudre Trail while
all lands bordering the trail are mapped for noxious weeds. We are asking for $20,900. Weld
County Youth Conservation Corps match is $14,950.00. Weld County Weed Division's match
is $1959.00. The total local match is $16,909.00.

Brief description of the problem/issue:
Russian olive and tamarisk trees where removed along the Poudre Trail and bordering lands in 2010. Regrowth
was addressed through 2015. However, since the end of the maintenance period we have had some regrowth
that now needs to be addressed. This grant application would cover two paid weeks and one in -kind match week
for the Weld County Youth Conservation Corp chainsaw crew to address this regrowth along the lands
bordering the Poudre Trail from County line by Windsor over to the Island Grove area. Additional in -kind
would include my time for the educational training component of the grant requirement and weed staff to
contact landowners as needed.
The grant would ask for $20,900 with an in -kind match around $11,000. The work would be carried out during
the summer or fall of 2021 as schedules allowed.

BRIEF PROJECT DESCRIPTION
In the box below, provide a brief summary/overview of your proposal (100 words or less):
This project will address re -growth and volunteer Russian olive and tamarisk trees along the Poudre
Trail and bordering open space lands from County Road 13 on the western edge of Windsor to Island
Grove in the City of Greeley. Twenty-one miles of trail will be inspected and addressed along with
over 691 acres of open space in this project. Five hours of educational topics will be covered with the
Weld County Youth Conservation Corps members throughout the late summer project.

PROPOSAL NARRATIVE
Answer each of the following Selection Criteria questions: Three (3) pages maximum, 11 -point type, 1 -
inch margins. Please include the question title (not the entire question) and answer each question.
1. PROJECT OVERVIEW
This project will include a two -fold approach: First Weld County Weed Division staff will travel the
trail and the open space areas adjacent to the trail to map the Russian olive and tamarisk trees along
with other noxious weed species. This task will be accomplished in late May to mid -June. Maps of
the Russian olive and tamarisk trees within the project area will then be given to the Weld County
Youth Conservation Corps to address with cut -stump treatments using a 50% glyphosate solution.
The Weld County Youth Conservation Corps will begin work in August of 2021 on the project and
complete it by late October.
Trees and other noxious weed species bordering the project area on private lands will be addressed
with the appropriate code compliance office depending on the location of the infestation. While
herbaceous noxious weeds identified on any of the open space lands in the project area will be
provided to the jurisdictional towns open space managers to address, the Weld County Youth
Conservation Corps will address the Russian olive and tamarisk trees. The open space areas in this
project are those bordering the Poudre Trail system including Frank State Wildlife Area (working
agreement between CPW and Town of Windsor), Kodak Trailhead (150 acres), Sheep Draw Natural
Area (162 acres), Cottonwood Bend Natural Area (175 acres), Signature Bluffs (115 acres) and
Poudre Ponds (89 acres). These open spaces lands account for over 691 acres
This project will address approximately 21 miles of trail and bordering lands to the Cache La Poudre
River for Russian olive and tamarisk control in addition to identifying other noxious weeds growing
in this area and visible from the trail system. The Weld County Weed Division will address any
Department of Agriculture List A species found, regardless of where they occur. The respective
landowners will address noxious weeds occurring on their property. Landowners in unincorporated
Weld County will be offered cost -share funds to help them address their noxious weeds.
Throughout the project additional education opportunities will be provided to the Weld County
Youth Conservation Corps. One of the first educational topics will be on chemical safety, applicator
safety, environmental considerations, reading a label and SDS. A hands-on activity during this time
will be having each member calibrate a sprayer. Another education topic that will be covered is a
walking ID tour of woody species (both native and non-native), biology, importance, and uses. A
third educational experience for the members will be a hands-on discussion, videos and
demonstration of the use of drones in surveying, mapping and inspections that Weld County is
currently using. A fourth education opportunity that will be provided is an interactive presentation
on water quality, nutrients, and sustainability. Scattered throughout the project will be three to five
toolbox talks on various topics. These topics will be selected based on a Weld County Youth
Conservation Corps interest survey. The four planned educational opportunities will be one -hour
each. Each toolbox talk will be about 20 minutes each.
NEED and BENEFITS
In 2010 a Colorado Water and Conservation Board (CWCB) grant was secured to address the Russian
Olive and tamarisk trees along the Poudre River and Poudre trail system in Weld County. These trees
were addressed on approximately 100 acres during this initial grant project. For the following five
years maintenance was performed on this project addressing 231 seedlings and re -sprouts over the
first three years of the contract period. During 2014 and 2015 there was no new growth to address.
Fast forward five more years and we have new growth of trees along this trail and river that needs

to be addressed before they become well established large trees again. It is important to the Poudre
Trail communities to maintain the work that was accomplished while continuing to allow the
ecosystem to recover with native and naturalized plant species that are resilient to flooding and
drought conditions.
This new project will address the regrowth of the Russian olive and tamarisk trees. Both species are
phreatophytes that wastefully consume water and change the composition of vegetation resulting
in more noxious weeds and less native plants. This project directly benefits the ecosystem and trail
users. We will be able to limit the noxious weeds that move into the disturbed area where the trees
are growing and encourage more native grasses to fill in. This will provide better habitat for wildlife
and pollinators as well as a more enjoyable use of the trail for citizens. Additionally, weed awareness
will be enhanced with crews removing certain species and Weld's Weed staff mapping the Russian
olive and tamarisk trees along with other noxious weeds along the trail system.
If this project is not implemented, all the work from 2010 and the maintenance years will be lost.
We will be starting over and have to re -address a hundred acres.
2. PLANNING and READINESS
The planning process was carried out between all major stake holders Weld County, Weld County
Youth Conservation Corps, City of Greeley and Town of Windsor. Ideas where brainstormed as to
possible project options and addressing the Poudre Trail system seemed to make the most sense for
this project coming from Weld County. All approvals and permits are in place for 90% of the work.
The Town of Windsor is finalizing ownership details with Colorado Parks and Wildlife on the Frank
State Wildlife Area and should have this completed by mid -2021.
SUSTAINABILITY
As proven in the 2010 CWCB grant the removal of Russian olive and tamarisk trees is very
sustainable for a long period of time with limited maintenance requirements. After the completion
of this project, the City of Greeley and the Town of Windsor will monitor and maintain their open
space lands, while Weld County will continue to work with the private landowners. It is believed that
in the long term the more that these trees are removed and not allowed to seed out, the less there
will be based on the reduced seed bank in the soil.
The Town of Windsor and Larimer county control the lands up stream and are working to address
the Russian olive and tamarisk trees. All the work that this project accomplishes will help improve
the vegetation downstream and limit additional Russian olive and tamarisk trees from further
infesting the downstream lands. Weld Count Weed Management staff will continue to monitor the
project area for two to three years after the project ends to verify that trees addressed during the
project stay dead. If any regrowth occurs on lands owned by the City of Greeley or Town of Windsor,
they will be contacted to address through their normal channels. Private landowners in
unincorporated Weld County will be contacted directly by Weld County Weed Management staff.
Private landowners within the two city limits will be contact by the respective code compliance
offices.
