Mr. Paul stated the health department will be taking tests once a month. Mr. Lorenson stated his recommendation was for approval subject to working out approval with the Health Department, Mr. Lorenson read the conditions of the develop— ment plan, Mr. Venable stated a statement saying that the practices and procedures would be consistent with not creating a hazard or a nuisance to the contiguous property owners could be written to cover the odor problem and the stock wells. RESOLUTION: Be it therefore resolved to recommend approval to the Board of County Commissioners of the location and the system subject to conditions . outlined in the Unit Development and the nuisance factor regarding adjacent properties agreed upon to be included in the final drafting of the Unit Development. DISCUSSION: Mr. Mallette stated the project is being planned as part of a self-help . program for families of low income. This is an experimental program. The proposal is for the building of three prototype homes on a five-acre tract south of Kersey. Mr. Simone of the Department of Agriculture explained how a surface bonding material would be used to hold together concrete blocks for the exterior walls. This is a variance from the Uniform Building Code. Housing Unlimited, a non-profit group, would build and..own the homes until ownership is acquired by the families living in them. A movie was shown on . the technique of the procedure. The families would be able to help build the houses with the proper supervision. Mr. ,Simone stated all kinds of tests have been made on this type of construction. \They are requesting the per- missionito utilitze this technique. Mr. Lore on stated he thought the- method should be tried on a very limited test basis. + There was discussion regarding the location for these houses. Mr. Simone state their purpose is for approval of the technique and not the location which is the respon- sibility of Housing Unlimited. The operation is under construction. The waste inventory has been approved by Gene Inloes of the Extension office. A letter from the Health Department indicates there are some drainage problems. Mr. Lorenson read the letter a drainage study should be made by a registered engineer. The stocklpens are in a natural drainage area leading to an irrigation ditch Mr. Lorenson recommended Mr. Gibbs contact a registered engineer to study the extent of preventive measure necessary to prevent pollution waters of the state. Mr. Gibbs presented a letter from Mr. Sauer, the owner of the irrigation ditch, stating he ,approved the drainage into the ditch. He had plans for approximately 200 head. ! The area will require 250,000 sq. ft. Mr. Paul stated he will have to comply with the State Water Pollution Commission. Mr. Nix asked if it was pos— �_ sible to build a holding pond. Mr. Paul stated it was. MOTION: By Mr. Bowles to table the application until the Health Department approves of Mr. Gibbs operation and put the item.on the next agenda. Second by Mr. Watson. GREELEY DIRECTOR BEN REICHERT, GREELEY December 16, 1970 Weld County Planning Commission Weld County Court House Greeley, Colorado 80631 A survey of the Gibbs Dairy located north west of Johnstown, Colorado was made on December 16, 1970. Mr. Norman Gibbs, the owner of the dairy operation, accompanied Glen Paul and Gayle Norman of the Weld County Health Department on the tour of inspection. The inspection was made in relation to possible surface and ground water pollution resulting from the drainage from the stock pens and waste from the dairy barn. Mr. Gibbs has constructed a pit to collect the waste from the milking oper-L ation which is located on the south side of the milking barn. This waste will be pumped into an irrigation ditch when weather permits. At other times the waste will be pumped into a mobile tank designed for this purpose and spread upon the field. The surface runoff or discharge from the stock pens will be diverted into an irrigation ditch which terminates on the fields The results of this inspection indicates that Mr. Norman Gibbs has taken preventative measures to avoid the pollution of the waters of the state from his dairy farm operation under construction. The survey was made with relation to any possible surface or ground water pollution resulting from i:athe -drainage of the stock pens. The owner of the Gibbs Dairy, Norman Gibbs states "the size of his stock pens are 600,000 square feet". The stock pens are located in a natural drainage area leading to an irrigation ditch. It is the recommendation of this department that Mr. Gibbs contact, a professional engineer registered in the State of Colorado to study and to report the extent of preventive theasures=necessary: to prevent-' . pollution of "Waters of the State" .
