HomeMy WebLinkAbout700362.tiff CC y RESOLUTION WHEREAS, the Town of Windsor, Weld County, Colorado, and Eastman Kodak Company, Kodak Colorado Division, of Windsor, Colo- rado, have requested permission for the installation of an Industrial Waste and Sewage Treatment Plant on the following described property, to-wit: The Southeast Quarter (SEk) of Section Thirty- four (34), Township Six (6) North, Range Sixty- seven (67) West of the Sixth P. M. , Weld County, Colorado, and WHEREAS, the said requested sewage treatment facility is located in an agricultural zone as set forth by the Weld County Zoning Resolution, and WHEREAS, according to the Zoning Resolution of Weld County, said sewage treatment facility may be permitted on the approval of the Board of County Commissioners of Weld County, and WHEREAS, the Weld County Planning Commission has recommended that such sewage treatment facility be granted by certification and approval dated March 17, 1970, a copy of which is attached and made a part hereof by reference, and WHEREAS, the Board of County Commissioners has studied the re- quest of the petitioners and studied the recommendations of the Weld County Planning Commission and having been fully informed; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners, that the application of the Town of Windsor, Weld County, Colorado, and Eastman Kodak Company, Kodak Colorado Division of Wind- sor, Colorado, to locate a sewage treatment facility on the premises indi- cated above be, and it hereby is granted under the conditions following: 1. That any and all sewage treatment facilities to be installed shall be approved by the State Health Department. 2. We have checked with firms within 1/4. mile of the disposal site. All potable water is trucked to the farms and there are no known potable water wells within the 1/1+ mile area. Exhibit "B" illustrates the drainage area tributary to this plant site, site location, etc. The Windsor site was picked to serve not only Windsor but the Windsor area and will also process the domestic waste from the proposed Eastman Kodak facility. EMT. 77239 303.066.2294 February 6 , 1970 • Colorado State Department of Public Health 4210 East 11th Avenue Denver, Colorado Gentlemen: This is to notify you of our intention to install an industrial waste treatment plant at the manufacturing facility presently under construction southeast of Windsor, Colorado. The effluent will discharge into the Cache La Poudre River at a point near the southeast corner of Section 34, T6N, R67W. It will be desirable to have this development take place in several stages as different manufacturing operations are constructed. Initially, we propose to construct an aerated lagoon with appropriate controls. This can be completed in the fall of 1970 . As a temporary expedient at that time we wish to use this lagoon to handle sanitary waste from toilet rooms in our first building for the convenience of construction workers . We expect this to be for a short period only, until the proposed Windsor municipal treatment plant is completed. An agreement is being drawn up with the Town of Windsor to locate their Lzeatment plant adjacent to ours. They have agreed to receive and treat the sanitary waste from our plant. Also for a limited time , they have agreed to allow the effluent from our lagoon to pass through their lagoon, which, it is expected, will improve the quality of the effluent being discharged to the river. Because of this joint operation, we are making a joint application with Windsor for your approval of the proposed location of the facilities. You should receive these applications within a few days. The design for our initial construction is very nearly complete, so that in about a month we will be able to submit drawings and specifications for your approval. At that time we will be able to discuss the essential features of the operations of our industrial waste treatment facility.
