ERADICATION OF LIST B SPECIES IN NORTHERN WELD COUNTY AND
AUTHORIZE CHAIR TO SIGN AND ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a 2021 State Noxious Weed Program
Grant Application for Eradication of List B Species in Northern Weld County from the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Public Works, to the Colorado Department of Agriculture, Noxious
Weed Management Program, commencing April 16, 2021, and ending December 31, 2021, with
further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the 2021 State Noxious Weed Program Grant Application for Eradication
of List B Species in Northern Weld County from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Public Works, to the Colorado Department of Agriculture, Noxious Weed Management Program,
be, and hereby is, approved.

This request is to apply for a Department of Agriculture Noxious Weed Grant. This project
will provide cost -share funds for landowners to address eradication noxious weed species in
Northern Weld County at 80% up to $700/landowner. The species included are Absinth
Wormwood, Dalmatian Toadflax, Diffuse Knapweed, Hoary Cress and Russian Knapweed.
We are asking for $30,000. Weld County Weed Division's in -kind match is $30,552.00 for work
that is already included in the 2021 budget. The USFS Pawnee National Grassland's in -kind
match is $39,752 for noxious weed treatments on their land. There is also an estimated $10,000
match from landowners. The total local match is $80,304.00.

Brief description of the problem/issue:
The Colorado Department of Agriculture may have up to $700,000 to distribute in grants for weed control to help
address List A and List B eradication species. These species for Weld County include absinth wormwood,
Dalmatian toadflax, diffuse knapweed, hoary cress, and Russian knapweed north of Highway 14. This grant
application will help provide cost -share funds for landowners who are dealing with these noxious weeds.
This grant would provide $30,000 to address noxious weeds through cost -share efforts with landowners. The
cost -share funds in this grant project will be spent at 80% up to $700 of a bill for treatments or herbicides. It is
essential to have funds available to assist in noxious weed compliance.
The total local match is $80304. The Weed Division Budget matching funds is in -kind in the amount of
$30,552; USFS Pawnee National Grassland match is $39,752 in cash and in -kind; and landowner match is
estimated at $10,000. These matching expenditures from the USFS include equipment and cash for staff salary
to make treatments on their lands, and Weld County staff time to oversee the program, treat Weld County
roadsides and continue to work with landowners.
All applications must be submitted via an intcrnet link. The grant application is due to Colorado Department of
Agriculture by December 18, 2020

General Project Description
Weld County has been working diligently to eradicate List B species from Northern Weld County.
Populations of these species are in limited number so it makes sense to work toward eradication to protect
the Pawnee National Grassland from further invasion of these species. While the USFS Pawnee National
Grassland is treating their own lands to prevent movement of these species. This grant project will offer
cost -share funds to help landowners reach the eradication goals for Dalmatian toadflax, diffuse knapweed,
absinth wormwood, hoary cress and Russian knapweed. Weld County will designate a seasonal staff
member to work with these landowners to achieve the best control possible while inspecting and
monitoring for new infestations and additional species across Northern Weld County. This project will also
start to map and document cheatgrass or downy brome as we work with landowners to address this
species moving forward as landowners show interest in addressing it.
USFS State & Private Forestry Funding
Eligibility
Approximately $45,000 of SPF funding is available for 2021 noxious weed grants. Please use this section of the application to indicate
if you'd like to receive a portion of your grant's funding from SPF. Funding can be for the entire grant amount, a portion of it, or no SPF
funding at all. Requesting SPF funding will not change the amount of your grant. There are no separate application forms or process
for these SPF funds.
The following conditions must be met in order to qualify for SPF funds:
1. Projects cannot occur on federal lands.
2. Projects must occur close enough to National Forest Service lands (including grasslands) where the argument can
be made that the project will help to "keep noxious weeds from moving onto National Forest Service lands."
3. You must be willing to inform your local USFS Representative and keep them up-to-date with progress throughout
the project. They will be required to sign off on your final report.
4. Match for this portion of your grant must come from non-federal sources.

Species Table Form & Additional Questions
Due to changes in Adobe software, we had to delete the repeating Species Table within the Application itself. Please download
and fill out the separate Excel workbook called "Species Table Form" for List A and List B species you plan to treat through your
grant project. There is an EXAMPLE LIST B form filled out for your reference, but let us know if you have questions. We will post
submitted questions with corresponding answers on our Grants FAQ page.
Within the Species Table Form workbook there are two separate sheets: one for List A species, and one for List B species. Enter
your Project Name on each sheet that you fill out. Some similar species have been lumped together for convenience and
simplicity (the knotweeds, teasels, salt cedars, etc.). There is a tab called "Species Lists" showing the state lists and corresponding
lumped species. Please know that we will expect mapping data for individual species, if they can be determined.
As you answer the questions in the form, feel free to merge cells where the answers to the questions are the same for different
species (see the biennial thistles example). We are hoping this will help decrease the amount of repetition we typically receive in
these tables. We expect this to be more relevant for List B species than List A species. Regardless of whether you merge cells or
not, be sure to provide us with enough info so we can accurately understand your project in its entirety.
The required deliverables for species treatment projects will be maps that show treatment areas for each species, data delivery to
CDA, and likely before/after or treatment photos from representative treatment sites. Please be prepared to fulfill these
deliverables, if applicable.

Additional Species Questions
If your project includes treating List C species, please describe project goals, methods, specific species, acreage values (if
known), expected short-term impacts and long-term outcomes, and why the project should be a high -priority for funding.
Projects that treat only List C species will not be funded unless benefits such as a landscape -scale approach, enhanced
agricultural production and/or benefits to wildlife are demonstrated. Partnerships are expected.
Cheatgrass or downy brome is expanding on the Pawnee National Grassland and other disturbed sites
within Northern Weld County. In 2020, fifty acres was treated on the Pawnee National Grassland with the
newly permitted Rejuvra herbicide. Also, over a dozen landowners received letters from NRCS in early
2020 telling them that they had cheatgrass in CRP lands. As the focus on this species is increasing, we
plan to encourage more landowners to treat additional acres for cheatgrass in 2021.
What are your deliverables for this component?
The deliverable for this species is mapped infestations points to gather a better idea of extent of the
infestations.

which species will be addressed, why this species is a priority in your area, and what will be done in terms of this species.
Surveying for populations, setting up ways to observe behavioral patterns, and submitting location data to EDDMapS are
examples of Watch List species projects that could be considered.

Prevention & Education
Does your project have a prevention or education component? If so, describe what it entails, and what outcomes you
expect to achieve. Specifics should include your target audience and how you plan to expand the knowledge of noxious
weeds to underserved or new audiences in your area. (If not -applicable type N/A.)
This project will provide one-on-one educational meetings with landowners. Due to Covid-19
considerations, these meetings might be conducted over the phone, emails, skype meetings or other
long-distance interaction options if face to face meetings are not an option. There will also be
approximately 25 Facebook posts on the Weld County page throughout the project. The USFS Facebook
page will share several of Weld County's posts as well as doing their own posts throughout the season on
vegetation and weeds. The USFS also highlights weed control efforts in the range bulletin. This newsletter
goes out four to six times a year covering happenings on the grassland.
What is your deliverable for this component?
12 to 15 contacts with landowners that directly border the Pawnee National Grassland as well as at least
25 contacts with other landowners that have these List B eradication species in Northern Weld County that
are farther from the grassland. There will be at least 25 Facebook posts.
Technology & Mapping
Entering species location data into the online EDDMapS database is a requirement of all grants prior to seeking reimbursement.
How does your project aim to acquire species -specific noxious weed location data? How will this data be collected, stored,
displayed, and shared with CDA and the EDDMapS West online database?
Weld County's seasonal staff will do the mapping of lands within the project area through -out the season.
iPads will be utilized to map properties. The program that will be utilized is Collector. The database asks for
the same deliverables required by EddMapS. This data will be housed within the Weld County IT system. A
one-time upload will be made at the end of the project to EddMapS. This will include all data collected from
the project area as well as all of the weed compliance activities in the rest of the County.

All mapped noxious weed infestations will be uploaded to EddMapS by the end of the grant project.
Partnerships & Organizational Capacity
Projects that are located in close vicinity should make every attempt to partner together. If CDA see the ability to combine
multiple projects/grant applications, you may be contacted so that your grant needs have a higher likelihood of reaching their
full potential.
Describe any partnership(s) that exists for this project. Include how long each partnership has existed and the responsibilities
and contributions of each partner. Describe their value to you in terms of achieving your management goals and the long-

Weld County would not be able to accomplish all that we do each year if it weren't for our partners and their
support. Every year it is more difficult to address the movement of noxious weeds in the County with
development and growth. Knowing that these partners are a call away for brainstorming, an extra set of
eyes to help report sightings, treat weeds on their own lands, as well as their willingness to put money out
to help with landowner compliance means everything. For this project, the primary partner is the USFS
Pawnee National Grassland. Our working relationship has ebbed and flowed for over twenty years with no
indication of it ending. Weld County also works closely with CDOT and West Greeley Conservation District
each year. They will be included as appropriate throughout this project as it falls within their respective
jurisdictions.
If your project is awarded less than the full funding requested, some proposed activities, treatments, etc., may have to
be revised. What creative strategies will you employ to optimize the funds that you do receive?
Our cost -share programs are on a first come, first serve basis. There is never enough money to meet all of
the needs. Typically we reach out to past years participants and then any new infestations that are
identified. This allows us to not loose ground that has been made and to continue to make progress toward
the eradication goal.

Maps
You must include a map of your proposed project area. The map should have a legend, north arrow, title, vicinity map (if
necessary), etc. so that anyone looking at the map can tell exactly where the project is located. Maps should be finished
products and not just GIS data files such as shapefiles or kml files.
If possible, the map should show exact species locations and treatment areas. You are welcome to submit more than one
map, which might be easier for larger projects.
If you are applying for partial or full U.S. Forest Service funding, your map needs to show vicinity to National Forest Services
lands.

This Infestation was brought to the
• County's attention in 2014 by the
USFS when they asked for help with
recomrnendations, timing and to
reach out to the private landowners
bordering them.Since then we have
worked with the neighboring
landowners to make herbicide
treatments on their lands for them
while we have been assisting the
USFS. This species too has been
included in past state grant
applications, but funding for its
control has come from USFS and
Weld County directly.

Landowners will he contacted and
requested that they spray this
Species using Milestone. The first
treatment will be in late
spring/early summer. with a hack -
up rimeframe in the fall for
properties found later in the
summer. Staff will consistently drive
the area monitoring progress and
effectiveness ul tinosmen is
throughout the project window.
This species is predominately in the
middle section of northern Weld
County. The infestations occur on
60'6 federal and 40% private
grasslands with some shrub cover.

Since the early 2000's the USFS has
been working to control this species
while Weld County has been
working with the two landowners
with inteststaions East of Grover.
CO, these landowners have been

limit the spread of this species. In
2012 additional infestations were
identified northeast of Brlggsdale
and contact was made with these
landowners to start addressing their
mfeslatiom - likely stalled from o0
and gas activity. The largest USFS
Infestation is intermixed wish
loo wing saltbrush making control
and access difficult. This species
has not received State funding.
