j Dear Mr. Anderson:
On January 22, 1971, I, with members of my staff, met with you and other
County representatives to discuss alinement and type of construction for
the proposed Archer-Weld 230-kv Transmission Line by the Bureau, and the
proposed Weld Substation to be jointly constructed with the Public Service
Company of Colorado.
At that time, it was agreed that you would schedule a meeting with Governor
Love, Senator Garnsey, and members of the. Governor's environmental staff
to review the recording made of our January 22 meeting.
Results of this review which you held with Senator Garnsey and Mr. Bob
Bronstein of the Governor's staff were 5rela1yed by telephone by Mr. Billings

It is our understanding that the County and State would be agreeable to
(1) wood-pole construction from the State Line to a point approximately
2 miles north of Pierce and (2) a single row of lattice steel structures
from 2 miles north of Pierce to the site of the proposed Weld Substation,
the steel structures to be located on the new alinement acquired for the
originally proposed 230-kv wood-pole line. ice Since a firm agreement has not been reached with Wu1lic cuSetvice Comp pr
regard to the joint construction of the proposed
pose to construct our facilities in two stages as follows:
Stage I
1. Construct a section of 230'-kv wood-pole line from the State Line
to a point at the beginning of the irrigated area approximately
2 miles north of Pierce. This section would be on the right-of-
way we have acquired for that purpose and parallel to the existing
115-kv wood-pole line. The existing line would be left in place.

2. Construct double circuit lattice steel structures from that
point approximately 2 miles north of Pierce to the location
we call Ault Tap, which is near the corner common to Sections 5,
6, 7, and 8 of Township 7 North. This would be constructed on
the right-of-way we have acquired for the wood-pole transmission
line we formerly proposed to build here. The structures would
carry the new 230-kv circuit on one side, and the 115-kv circuit
now carried on the existing wood-poles in this section would be
placed on the other side and connected at Ault Tap to the exist-
ing line to Fort Collins. The existing wood-pole line in this
section would be removed when the new construction has been
completed.
3. No construction would be undertaken south of Ault Tap under.
Stage I. The new circuit from Archer Substation in Wyoming to
Ault Tap would be temporarily operated at 115-kv and be connected
to the existing line from Ault Tap to the Weld Substation site.
This line would be connected to and feed into the existing east-
west line from Loveland to Greeley.
Stage II
1. If we can reach an agreement with Public Service Company on the
joint construction of a substation at the Weld site, we would
construct lattice steel structures, either single-circuit or
double-circuit depending on circumstances then existing, from
Ault to the Weld Substation on the right-of-way we have acquired,
or are in the process of acquiring, for the 230'-kv wood-pole
line we formerly proposed to build in this section. The existing
wood-pole line in this section would be removed on completion of
the new steel structures.

cities of Fort Collins, Loveland, and Longmont, and Tri-State
Generation & Transmission Association. Our tentative plan at the
moment is to convert the Archer-to-Ault Tap section of the new
line to 230-kv operation and construct a substation somewhere in
the vicinity of Ault Tap.
I am enclosing two additional copies of this letter, and I would appreciate
it if you would forward one to Senator Garnsey and one to Mr. Bronstein
for their information. It would also be appreciated if you would countersign
