HomeMy WebLinkAbout20201634.tiffRESOLUTION RE: APPROVE REIMBURSEMENT REQUEST LETTER FOR COVID-19 NON - CONGREGATE SHELTERING EMERGENCY PROTECTIVE MEASURE FUNDS FOR FOSTER CHILDREN AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Reimbursement Request Letter for COVID-19 Non -Congregate Sheltering Emergency Protective Measure Funds for Foster Children from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Office of Emergency Management, to the Federal Emergency Management Agency (FEMA), with further terms and conditions being as stated in said letter, and WHEREAS, after review, the Board deems it advisable to approve said letter, a copy of which is attached hereto and incorporated herein by reference. This is due to the possibility of the homeless population and not know for sure if we will have any sex offenders or others with similar backgrounds. Working with Human Services we have identified a hotel that is willing to work with us on an individual bases for rooms for foster kids that need to be isolated but can't be placed in other foster care homes or with a relative. The Comfort Inn will rent an individual room to us for 79.00 per night, as long as we provide supervision through the Foster Care Program. Jamie Ulrich and I have talked through this process, this would be the last step in isolating a foster child if needed. Jamie and her team will work to find placement at a family members house or a foster family, if either of these options are not available then we would seek placement at the Comfort Inn Hotel The attached letter is for Non -Congregate sheltering for Foster Kids to the State and FEMA. The costs listed are an estimate and based on 10 kids needing isolation for a total of 14 day each. Total cost est. is 15,260.00 To be clear we do not have any kids at this time that need isolation. This request is only to prepare for the option if needed to utilize the Comfort Inn. This option if approved by the State and FEMA will be reimbursable under the CAT B program for the COVID-19 response. There are no upfront costs. What options exist for the Board? The State of Colorado requests a total of approximately $ 11,060.00 be approved for reimbursement under Public Assistance category B — Emergency Protective Measures. This request is being made to ensure the Health and Safety of Weld County Residences and to limit the spread of COVID-19 within Weld County. This is an urgent request due the outbreak in local facilities Background: 1. COVID 19 and the Need for Non -Congregate Sheltering. a. On March 5, 2020, the Colorado Department of Public Health and Environment's (CDPHE) public health laboratory confirmed the first presumptive positive COVID-19 test result in Colorado. b. On March 11, 2020, Governor Polls issued Executive Order D 2020 003 declaring a state of disaster emergency due to the presence of coronavirus disease 2019 (COVID-19) in Colorado. c. On March 13, 2020, President Trump issued a Nationwide Emergency Declaration for Coronavirus 2019 (COVID-19). Subsequent to this Declaration, the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) recognized that non -congregate sheltering may be necessary in this Public Health Emergency to protect public health and save lives. d. On March 13, 2020, the Weld County Depat tiiient of Public Health and Environment received the first positive COVID-19 test result in a Weld County resident. e. On March 16, 2020, acting under the authority granted to me as the Health Officer for Weld County, Dr Mark Wallace issued a Declaration of Pandemic Health Emergency. f. On March 25, 2020, Governor Polis issued Executive Order D 2020 017 ordering Coloradans to stay at home due to the presence of COVID-19 in the state of Colorado. g. On March 18, 2020, the Board of County Commissioners of Weld County declared a local disaster emergency for the COVID 19 pandemic. h. "NON -CONGREGATE SHELTER" is any private or public facility providing contingency refuge to those who do not require hospitalization but need isolation and quarantine due to the pandemic health emergency. Certain populations in Weld County may have no ability to self -isolate or self -quarantine due to living conditions or situations, such as homelessness or communal living arrangements. These populations include those who test positive for COVID-19 who do not require hospitalization but need isolation; those who have been exposed to COVID-19 who do not require hospitalization; and asymptomatic high -risk individuals needing social distancing as a precautionary measure. 2. PUBLIC HEALTH ORDER: a. Non -congregate shelter shall be provided to those in vulnerable target populations who are ordered to be isolated or quarantined by the Public Health Director and who lack the ability to self -isolate or self -quarantine. Such non -congregate shelter shall be in accordance with FEMA and CDC guidelines. b. Weld County Department of Public Health and Environment (WCDPHE) shall evaluate and identify such persons who may require the non -congregate shelter described herein. c. An individual meeting the eligibility requirements for non -congregate shelter described herein shall be provided shelter for the full term of isolation or quarantine as determined by the WCDPHE. d. The entities subject to this Order shall coordinate other services for individuals housed in non -congregate shelter, such as food, security, case management, laundry, housekeeping and recreation. Cost Analysis: Pursuant to the Public Assistance Program and Policy Guide (PAPPG), Chapter 2: VI.B.10.b Sheltering, the Weld County finds that non - congregate sheltering is the best available option for meeting the urgent public health needs of Covid- l 9 and to protect health and safety in the community. Initially, the sheltering will not extend beyond a 30 -day duration as per PAPPG guidance. As the situation evolves, we will communicate with FEMA regarding any potential need for extension. Weld County checked with local hotels to identify the best costs available, the Comfort Inn provided the only option to use a hotel room on a per night bases at 79.00 per night and not requiring to rent a block of rooms. Meals: The plan would provide homeless foster kids that have been diagnosed with CoVID19, three meals daily who are in a non -congregate sheltering isolation designated facility. The number of days each person may be isolated are undetermined but could be up to 28 days. I _ he patients would not be able to leave the facility due to the isolation. Conclusion: Weld County actively chose non -congregate sheltering to address the immediate public health and safety needs of individuals that were homeless, and considered a foster child, and do not have a place to isolate or quarantine. Weld County conducted assessments to review Hotel locations the Comfort Inn in Greeley is willing to provide the needed services, for the affected population is ultimately the best way forward to preserve the health and safety of the community. We confirm our review of the Regional Administrator's Memo re: Non -Congregate Sheltering Delegation of Authority and accept all criteria. Specifically, Weld County confirms that funding to support non -congregate sheltering has not been received by any other federal agency. Weld County will follow FEMA's Procurement Under Grants Conducted Under Exigent or Emergency Circumstances guidance; and include a termination for convenience clause in contracts. And applicable Environmental and Historic Preservation laws, regulations, and executive orders apply and will be adhered to as a condition of assistance. Wallace, M.D. Weld County Health Officer and WCDPHE Director Page 2 of 3 Pages COVI NAL SOLAi1ON FArti T` (P F) OVERV U E\A I PURPOSE/NEED Greeley hospitals and Weld County Public Health Department anticipate a need for a variety of alternative care facilities to support the aggressive, extensive, and urgent care that will be required for the expected growing number of COVID-19 ill persons. Treatment of the virus requires that infected patients are isolated from others for a period of time to prevent the incidental spread of the disease. Once in recovery, patients can self - care as long as they remain isolated; however, if they are unable to transition to an appropriate discharge location, they remain at the hospital occupying bed space needed for critically ill patients. Weld County Public Health asked for help in locating a site where such individuals, as a last resort, could be temporarily housed in a "Personal Isolation Facility" during their recovery period. Persons who are most likely to need this space are individuals: 1) experiencing homelessness, 2) cannot return to congregate care settings such as community corrections, group homes, etc., or 3) those who cannot isolate in their homes due to the presence of other vulnerable persons. According to Dr. Wallace, Weld Co. Public Health Director, the average length of stay in the PIF for a recovering COVID-19 positive patient is 7 —10 days. PROCESS Patients capable of self -care recovery would be referred to the Weld County Public Health Department for possible placement in the PIF. Upon determining eligibility, the Health Department Director would screen and admit the individual with a quarantine order, in force until deemed safe to return to their former housing status. If homeless, they would be referred to the United Way Housing Navigation Center. Persons coming from community corrections or the Weld County Jail would be non-violent offenders that are monitored remotely (call -ins, ankle monitors, etc.), and they will not be directly supervised by law enforcement or corrections professionals at the PIF. Current projections show that approximately 50% of the population at the PIF would originate from corrections, and 50% would be persons experiencing homelessness or the inability to return home to vulnerable households.
