No. : J4a FROM: NCATS Technical Team 171.01 SUBJECT: Synopsis of the Northern Colorado Area Transportation Study (NCATS) This short synopsis has been prepared for presentation at the first NCATS Policy Council meeting on August 23, 1973. This synopsis is intended as an aid to those members who have not had the opportunity to observe the devel- opment and direction of NCATS. 1. Intent 2. Organizational Structure 3. Attachment 1 INTENT NCATS was formally initiated January 25, 1973 for the purpose of formulating a sophisticated transportation planning process which would compliment and be coordinated with the on going comprehensive planning processes within Larimer and Weld Counties. Comprehensive planning covers land use, transportation, water and sewers, open space and recreation, housing, health and educational facilities, community development and renewal, and other aspects of physical, econamic and social development of significance to the orderlyylevelopment of the area. ORGANIZATIONAL STRUCTURE The NCATS Memorandum of Agreement, signed January 25, 1973,: is between the LWRPC; acting on behalf of its member jurisdictions, and CDH. : To date this arrangement, at least at the Technical Team level, has proved to be successful in formulating a study program. The success of NCATS will depend on the continued cooperation of all the participants. The NCATS Memorandum establishes the signatories as the Policy Council, who will control the planning process,and provides for technical and other advisory groups (Attachment 1) . MANAGEMENT DOCUMENTS The Technical Team has prepared: a draft set of NCATS P.ylaw§; and Operation Plan (this document manages the entire transpor- tation planning process and is to be reviewed for adequacy and updated as necessary) ; and a 1973-1974 Annaul Work Program (this document is a short range work program which incrementally implements the Operation Plan). These documents have been jointly prepared by the members of the Technical Team and submitted to the Federal Highway Administration (FHWA) for review, comment and approval. The Work Porgram has been approved. The FHWA is reviewing the Operations Plan. AUG 2*Si U 730891 Courvrr uCFR AND FECO.OrR By Deputy n • OVERVIEW OF ACTIVITIES In pursuit of the goals and objectives as set forth in the Operations Plan the general course of the Study will be the following: 1. Complete or provide for the comprehensive completion of basic transportation planning activities (data collection and analysis) Currently the local staffs of the Technical Team members are verify- ing and establishing existing socio-economic and trip data. There is a unified effort to establish similar data at the same level of accuracy and establish data sources. 2. Analysis of future transportation systems as to modes of transportation, integration, compatibility with comprehensive planning. 3. Transportation Plan Selection and Adoption 4. Plan Implementation a. Short and long range planning programs (short range Capital Improvement Programs) b. Policy Coordination c. Codes and Ordinances S. Surveillance 6. Reappraisal Activities a. Routine Review b. Major Review c. Plan Reevaluation Emphasis is placed on the Transportation Planning Process as being Comprehensive, Continuous, and Cooperative. The process has the flexibility of modifying and reprocessing activities brought about by growth, organizational, financial, legislative and philisophical changes. _ MAJOR EXPECTED CHANGES The major expected change in the scope of transpor- tation planning lies within the possibility that Larimer and Weld Counties may form a Regional Transportation District (RTD). The expected change could involve a heavier emphasis on mass transportation planning and possible expansion of staff or retaining professional consultants. IMPORTANT CONSIDERATIONS NCATS emphasizes urban transportation planning in the urban areas but provides for regional planning in the remaining rural areas. The scope of these two levels of transportation planning will be defined further as the process evolves. It should be remembered that federal legislation requires ongoing transportation planning processes in urban areas over 50,000 population before federal funds can be used on projects and programs. None of the urban areas in the Larimer- Weld Region needs to meet this requirement until declared over 50,000 by an official census. NCATS organization structure provides for citizen input (Attachment 1) . There are various methods by which this provision can be effectively incorporated into NCATS, the necessity and the means should be investigated thoroughly. With a properly organized Technical Team and Citizens Advisory Committee backed up by aggressive public support, a rational program of transportation improvements can be carried out in keeping within both requirements and avail- able resources. 2 taiN, eTh In formulating citizen input policy,consideration is given to civic, service, business, industry, labor, farm and professional groups and organizations. Efforts should be taken to include, from these groups and the general citizenry, the various economic, social, ethnic and age group minorties. POLICY COUNCIL FUNCTIONS The Policy Council controls the Transportation Planning Process. It approves and adopts management documents, transportation plans, budgets, capital improvements programs and other transportation related policy. The immediate acts of the Policy Council as recommended by the Technical Team are: 1. Elect officers 2. Request Technical Team representatives to inform them of NCATS status 3. Review and possibly adopt bylaws 4. Schedule a meeting for next month 5. Review and comment on the Operations Plan and the 1973-74 Annual Work Program. Next meeting: 1.
