HomeMy WebLinkAbout20203058.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, OCTOBER 12, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 12, 2020, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Pro -Tern Commissioner Scott K. James Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Bri White Controller, Barbara Connolly MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County Commissioners meeting of October 7, 2020, as printed. Commissioner Ross seconded the motion, and it carried unanimously. El CERTIFICATION OF HEARINGS: Commissioner Moreno moved to approve the Certification of Hearings conducted on October 7, 2020, as follows: 1) Petition to Vacate a Portion of Section Line Right - of -Way and County Road Right -of -Way Laying near CRs 91, 93, 95, and 34, and Interstate -76 — Black Mountain Land Company, LP, do Black Mountain Sand Weld, LLC, and 2) USR19-0057 — Black Mountain Land Company, LP, Go Black Mountain Sand Weld, LLC. Commissioner Ross seconded the motion, which carried unanimously. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda, as printed. Commissioner James seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was given. El PRESENTATIONS: 1) PUBLIC -SAFETY ANSWERING POINT (PSAP) OF THE YEAR AWARD - NICE SYSTEMS, LTD.: Chair Freeman read the certificate for the record. Mike Wallace, Director of the Department of Public Safety Communications, recognized staff for their professionalism during various emergency O1/04 Minutes, Monday, October 12, 2020 Page 1 2020-3058 BC0016 circumstances and for working diligently through the COVID-19 Pandemic Health Emergency. The Board, in turn, recognized the County as the third largest dispatch center in the State, commended staffs hands-on approach, and expressed their pride in the methodical care the team provides the community. Mr. Wallace thanked the Board for providing the necessary tools to allow the County to prosper. (Clerk's Note: The group gathered for a photo opportunity). 2) RECOGNITION OF SERVICES, DEPARTMENT OF HUMAN SERVICES - STELLA RODRIGUEZ: Chair Freeman read the certificate for the record. Jamie Ulrich, Director of the Department of Human Services, thanked the Board for recognizing Stella Rodriguez, shared workplace memories during Ms. Rodriguez's 24 years of dedication to the County, and assured her she will be missed. Ms. Rodriguez thanked staff for the opportunity to have worked with such an amazing County, which enabled her to grow personally and professionally. The Board consecutively applauded Ms. Rodriguez's amazing efforts and wished her well in her retirement. (Clerk's Note: The group gathered for a photo opportunity). PROCLAMATIONS: 1) NATIONAL FARMER'S DAY - OCTOBER 12, 2020: Chair Freeman read the proclamation for the record. WARRANTS: 1) GENERAL WARRANTS - OCTOBER 9, 2020: Commissioner Ross moved to approve the General Warrants, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. BIDS: 1) PRESENT AND APPROVE EMERGENCY BID #B2000191, KITCHEN HOODS FOR TEMPORARY KITCHEN SPACE (1301 NORTH 17TH AVENUE, GREELEY) - DEPARTMENT OF BUILDINGS AND GROUNDS: Rob Turf, Purchasing Department, shared the request for emergency approval to enable design and completion of hoods for the temporary kitchen. He stated staff recommends selecting the lowest bidder from the three (3) bids received who met specifications, Smith and Greene, a Division of Edward Don and Company, for a total amount of $12,914.00. Commissioner Kirkmeyer moved to approve said bid, the motion was seconded by Commissioner James, and it carried unanimously. El 2) PRESENT BID #B2000182, ELEVATOR MAINTENANCE - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Turf stated staff received five (5) bids and will make a recommendation on October 26, 2020. 3) PRESENT BID #62000179, RIGHT-OF-WAY ACQUISITION AND APPRAISAL SERVICES - DEPARTMENT OF PUBLIC WORKS: Mr. Turf presented the four (4) bids received, indicated the bid will go through a quality -based selection process, and stated staff will make a recommendation around the last week of October. la NEW BUSINESS: 1) CONSIDER 2020 ABSTRACT OF ASSESSMENT AND AUTHORIZE CHAIR TO SIGN: Brenda Dones, Assessor, reviewed the assessment deadline alteration due to the COVID-19 Pandemic Health Emergency. She stated, pursuant to C.R.S. §39-5-123, the Abstract of Assessment summarizes the reappraisal of all property outcome, including all decisions from the appeal season, for a total assessed valuation of $15,365,067,380,00. She further stated the County successfully passed the annual audit report and staff does not expect modifications from the State Board. Commissioner Moreno moved to approve said Resolution. The motion was seconded by Commissioner James and it carried unanimously. Minutes, Monday, October 12, 2020 Page 2 2020-3058 BC0016 2) CONSIDER CONTRACT ID #4146 AGREEMENT FOR PURCHASE OF CERTAIN PROPERTY FOR PUBLIC ROAD IMPROVEMENTS TO CR 104 AND AUTHORIZE CHAIR TO SIGN ANY NECESSARY DOCUMENTS — JERRY AND TAMMY ELLEY: Tiffane Johnson, Department of Public Works, reviewed staff's recommendation to construct a turnaround at County Road (CR) 104, where it terminates at the Union Pacific Railroad (UPRR) right-of-way, with a total compensation amount of $2,660.00 to be paid by the County to the owner. Commissioner Kirkmeyer moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Ross and it carried unanimously. 3) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY, APPROVE SALE OF SAME AT AUCTION WITH ROLLER AND ASSOCIATES, AND DELEGATE AUTHORITY TO CONTROLLER TO SIGN ANY NECESSARY DOCUMENTS: Barbara Connolly, Controller, presented the items prepared for auction and stated the replacement vehicles have either been received or are at their end of life. The motion to approve said Resolution and delegate authority to the Controller to sign any necessary documents was made by Commissioner Moreno, seconded by Commissioner Kirkmeyer, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
