HomeMy WebLinkAbout20200325.tiffRECORD OF PROCEEDINGS MINUTES HOUSING AUTHORITY WELD COUNTY, COLORADO MONDAY, JANUARY 27, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 27, 2020, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Chair Pro-Tem Commissioner Sean P. Conway — EXCUSED Commissioner Scott K. James Commissioner Barbara Kirkmeyer Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly - -- MINUTES: Commissioner James moved to approve the minutes of the Housing Authority Board meeting of December 23, 2019, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. El NEW BUSINESS: 1) CONSIDER HOUSING AUTHORITY POLICY MODIFICATION: Tom Teixeira, Director of Greeley - Weld Housing Authority, stated the Department of Human Services requested a modification to the priority points for homeless families with children in foster care because children are not permitted to return to a' homeless family. The modification was presented at the Greeley -Weld Housing Authority (HA) meeting last week and they scheduled a work session on February 5, 2020, at 4:30 p.m., to discuss preferences for foster care children from homeless families. Mr. Teixeira further explained the agreement between the Greeley HA and the Weld County HA established Greeley as the lead agency for the past twenty-one years; thus, the joint board consists of five (5) City of Greeley residents and two (2) appointed Weld County representatives. Mr. Teixeira aspires to have a uniform set of regulations for both Housing Authorities when applying for preferences, such as homelessness, residency, domestic violence, and Temporary Assistance for Needy Families (TANF). IR Commissioner Kirkmeyer demonstrated concern with the prioritization process of housing vouchers, with the Greeley centric HA members, and with the City's disregard for the County's proposed preference for foster care families. Karin McDougal, Assistant County Attorney, explained children remaining in foster care is a burden to the County budget when the care is inessential, as well as creating additional trauma to children. Mr. Teixeira summarized the remainder of the Greeley -Weld Housing Authority (HA) meeting, which discussed the various preferences and planned an upcoming work session. He further explained the preference approval process, which begins with a hearing, followed by the modification of an O3/O5 2020-0325 BC0016 administrative voucher, and is finalized once the Department of Housing and Urban Development (HUD) is informed. Mr. Teixeira stated the federal government eliminated preferences, but they have endured in the local government. Commissioner Kirkmeyer requested a work session to discuss how the vouchers are being used County -wide and to review policies with the County representative, specifically for foster families. Commissioner Kirkmeyer moved to approve said policy modification. Commissioner James seconded the motion, and it carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
