HomeMy WebLinkAbout20201242.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, APRIL 29, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 29, 2020, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Pro-Tem Commissioner Scott K. James — EXCUSED Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Bri White Controller, Barbara Connolly El MINUTES: Commissioner Ross moved to approve the minutes of the Board of County Commissioners meeting of April 27, 2020, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. READ ORDINANCE BY AUDIO: Commissioner Kirkmeyer moved to read Emergency Code Ordinance #2020-10 by audio. The motion was seconded by Commissioner Moreno, and it carried unanimously. la AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion, and it carried unanimously. El PUBLIC INPUT: No public input was given. PROCLAMATIONS: 1) MENTAL HEALTH MONTH - MAY 2020: Chair Freeman read the proclamation for the record. El WARRANTS: 1) GENERAL WARRANTS -APRIL 28, 2020: Commissioner Kirkmeyer moved to approve the General Warrants, as printed. Commissioner Ross seconded the motion, and it carried unanimously. O7(O1 Minutes, Wednesday, April 29, 2020 Page 1 2020-1242 BC0016 IE BIDS: 1) APPROVE BID #62000084, CISCO MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated staff recommends selecting the lowest bidder who met specifications, Zivaro, Inc., for a total amount of $206,536.49. Commissioner Moreno moved to approve said bid. The motion was seconded by Commissioner Ross, and it carried unanimously. 2) APPROVE BID #62000085, VMWARE MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose reviewed staff's recommendation to select Mvation Worldwide, Inc., the low bidder meeting specifications, for a total of $65,297.06. Commissioner Ross moved to approve said bid. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. 3) APPROVE BID #62000087, INFOBLOX BLOXONE MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose introduced Zivaro, Inc. as the low bidder selected by staff and confirmed they met all specifications, for a total amount of $22,128.00. Commissioner Moreno moved to approve said bid. The motion, which was seconded by Commissioner Ross, carried unanimously. 4) APPROVE BID #B2000088, POLYCOM MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated staff recommends selecting the lowest bidder who met specifications, Mvation Worldwide, Inc., for a total amount of $19,097.96. Commissioner Ross moved to approve said bid. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. 5) PRESENT BID #B2000086, EMC MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose presented the seven (7) bids received, noted the large discrepancy between the vendor price options, and stated staff will make a recommendation on May 13, 2020. OLD BUSINESS: 1) CONSIDER AUTHORIZING EXTENSION OF OIL AND GAS LEASE COVERING CERTAIN PROPERTY OWNED BY WELD COUNTY, COLORADO - N1/2 S14, T4N, R63W (CONT'D FROM 4/27/2020): Bruce Barker, County Attorney, recommended dismissing the item, as the approval of Emergency Code Ordinance #2020-10 eliminates the need for an extension. Commissioner Kirkmeyer moved to dismiss said extension. The motion was seconded by Commissioner Ross, and it carried unanimously. IE NEW BUSINESS: 1) CONSIDER CONTRACT ID #3515 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - PATRICK STUMP AND MEGAN SOMMERS: Jamie Ulrich, Director of the Department of Human Services, presented the new foster care providers, Patrick Stump and Megan Sommers. Commissioner Kirkmeyer moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner Ross, the motion carried unanimously. Minutes, Wednesday, April 29, 2020 Page 2 2020-1242 BC0016 El 2) CONSIDER CONTRACT ID #3520 MEMORANDUM OF UNDERSTANDING FOR REEMPLOYMENT SERVICES AND ELIGIBILITY ASSESSMENT PROGRAM (RESEA) AND AUTHORIZE THE DIRECTOR OF THE WORKFORCE DEVELOPMENT BOARD TO SIGN: Ms. Ulrich stated the Memorandum of Understanding identifies the responsibilities for each referenced party during this time of unprecedented unemployment claims. Commissioner Moreno moved to approve said memorandum of understanding and authorize the Director of the Workforce Development Board to sign. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. PA 3) CONSIDER CONTRACT ID #3568 MODIFICATION #3 TO 2020 COOPERATIVE LAW ENFORCEMENT OPERATING AND FINANCIAL PLAN AND AUTHORIZE CHAIR TO SIGN: Sonja Kohlgraf, Sheriff's Office, presented the 2020 contract for law enforcement services for a total amount of $5,800.00, at a rate of $67.99 per hour, between January and May, as well as August through December 2020. Commissioner Kirkmeyer moved to approve said contract modification and authorize the Chair to sign. The motion was seconded by Commissioner Ross, and it carried unanimously. 4) CONSIDER CONTRACT ID #3599 REGIONAL COMMUNICATIONS PROJECT AGREEMENT FOR ADDITIONAL MERCURY PRO -CONSOLES AND AUTHORIZE CHAIR TO SIGN - WATSON CONSOLES: Mike Wallace, Director of the Department of Public Safety Communications, stated the agreement provides four (4) Call -Taking position consoles in the Prime Center. Commissioner Moreno thanked Mr. Wallace for his dedicated work on the project and moved to approve said agreement and authorize the Chair to sign. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. IE 5) CONSIDER ANNEXATION AGREEMENT FOR PORTIONS OF CRS 21 AND 74 RIGHT-OF- WAY AND AUTHORIZE CHAIR TO SIGN - TOWN OF SEVERANCE: Mr. Barker detailed the request from the Town of Severance for the County to petition for annexation of two portions of CR 21 and certain right-of-way on CR 74, referenced in the provided Exhibits. In response to Commissioner Kirkmeyer Dawn Anderson, Department of Public Works, stated the roadways are in good condition and do not need improvements; however, the County will work in partnership with the Town of Severance if any improvements are required. Chair Freeman concurred and Ms. Anderson explained the municipality already maintains other sections and is closing the right-of-way gap. Commissioner Ross moved to approve said annexation agreement and authorize the Chair to sign. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. 6) EMERGENCY CODE ORDINANCE #2020-10, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 2 ADMINISTRATION, OF THE WELD COUNTY CODE (STAY OF MINERAL LEASES): Mr. Barker detailed the extension requests from oil and gas energy companies who are unable to complete work within their original timeline due to the COVID-19 Pandemic Health Emergency and proposed placing a stay on all leases from the date of the emergency disaster declaration until its end date. Mr. Barker emphasized the companies are still required to pay royalties on production. Commissioner Kirkmeyer moved to approve said ordinance on an emergency basis, which was seconded by Commissioner Moreno, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Emergency Code Ordinance #2020-10 was approved on an emergency basis. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
