This year we received over $1.2 million in funding requests, however only $750,000 was available from the Weed Fund and State and Private Forestry programs. This made the review committee's decisions very difficult due to the number of competitive projects worthy of funding. We are pleased to inform you that the Colorado Department of Agriculture (CDA) has -selected your project, "Russian olive and Tamarisk Removal on the Big Thompson River" for full funding in 2020 for an amount up to $30,000. There are several things to keep in mind when implementing your project: • This notification letter does not constitute the start date of the grant. CDA will work with you to develop a Statement of Work (SOW) with a summary budget that will be incorporated into your grant agreement. • All grant funds are available on a reimbursable basis only. The funding received must be matched on a 1:1 basis, and for any SPF funds, a 1:1 non-federal match is required. Matching contributions may be incurred up to 90 days prior to your start date. • Once you have received the approved Grant Agreement and attached Statement of Work, you can begin incurring expenses that are reimbursable. • If the grantee is a non -governmental organization, you may be required to keep and maintain liability, automobile and workers compensation insurance. • If the grantee is a local governing body and has stated in the application that it will be in compliance with the Noxious Weed Act by the end date of this grant period, this will appear in the statement of work as a requirement for reimbursement of grant -related expenses. • You may be required to submit a W-9 to verify your tax ID number and current address. 305 Interlocken Pkwy, Broomfield, CO 80021 P 303.869.9000 F 303.466.2867 www.colorado.gov/ag Q_(n(nurca._+ f o r 09 (O ac3 I will contact you soon to discuss the terms and requirements of the SOW, and we will have a Grant Agreement issued as soon as possible after we finalize the SOW together. Project Description / Objectives This grant -funded project allows for continued Russian -olive and salt -cedar removal work along the Big Thompson River between Milliken and the South Platte River. II. Grantee Grantee Legal Name: Weld County Youth Conservation Corps Grantee DUNS Number: 075757955 Grantee Designation: Grantee 111. Definitions CDA Colorado Department of Agriculture Noxious Weeds Title 35, Article 5.5, Colorado Noxious Weed Act, and the weed species listed at https://www.colorado.gov/ag/weeds Quarter A period of 3 months Quarter 1: April -June Quarter 2: July -September Quarter 3: October -December Quarter 4: January - March SFY State Fiscal Year, July 1 —June 30 The State Colorado Department of Agriculture IV. Personnel The State relied, in part, in the awarding of this contract upon the qualifications of the Grantee's Key Personnel. A. Key Personnel List The State considers the following positions, and the assigned Grantee Personnel, to be key personnel: 1. Holly) Bernhardt, project manager B. Replacement Grantee shall immediately notify the State if any Key Personnel cease to serve. Provided there is a good -faith reason for the change, if Grantee wishes to replace its Key Personnel, it shall notify the State and seek its approval. Such approval is at the State's sole discretion, as the State issued this Grant Agreement in part reliance on Grantee's representations regarding Key Personnel. Such notice shall specify why the change is necessary, who the proposed replacement is, what their qualifications are, and when the change would take effect. Anytime Key Personnel cease to serve, the State, in its sole discretion, may direct Grantee to suspend Work until such time as their replacements are approved. The State shall not compensate the Grantee at a higher rate for Replacement Key Personnel. V. Performance Activities Page 1 of 6 A. The Grantee shall manage the Project. 1. The Grantee shall create, host and deliver education and outreach materials and activities. VI. Performance Standards and Requirements A. The Grantee's grant application may be interpreted as the prior, express condition of an "Agreed upon" alternative, unless otherwise specified herein or within the Grantees award notice. The order of precedence for this Grant Agreement shall be: 1. The Terms & Conditions of this Grant Agreement, 2. The Scope of Work, 3. The Award Letter, or similar instrument, 4. The Grantee's Grant Application. B. The content of electronic documents and information contained on CDA websites may be updated periodically during the contract term. The Grantee shall monitor documents and website content for updates and comply with all updates. 1. A list of noxious weeds species is available at:: httos://www.colorado.gov/ag/weeds C. The Grantee shall locate, identify and treat the following noxious weeds: a. Russian -olive — approximately 35 infested acres b. Salt -cedar — approximately 3 infested acres D. The Grantee shall utilize integrated weed management techniques to manage and remove invasive and noxious species that may include biological, cultural, mechanical and/or chemical control methods. E. The Grantee shall monitor treated areas for effectiveness using photo points and other techniques. F. The Grantee shall create, host and deliver education and outreach activities. This includes: 1. One-on-one educational discussions with landowners, 2. Presentations to agriculture groups and conferences, homeowner's associations and groups 3. Publish noxious weed articles in local paper and social media, 4. CDA Weed Fund grant funding shall be acknowledged at events and on presentation and outreach materials. G. The Grantee shall purchase necessary weed control, office and education/outreach equipment and supplies. This includes: 1. Conducting proper maintenance and storage of equipment. 2. Making purchased equipment available for CDA inspection when requested. H. The Grantee shall strictly follow all label directions for herbicides and use appropriate personal protective equipment during applications. I. The Grantee shall follow best practices for all treatment methods, as determined by the CDA Project Manager. Page 2 of 6 J. The Grantee shall obtain all necessary permits for all activities and follow all applicable laws, regulations, ordinances and similar requirements. K. All reports and other submittals, except map data, shall: 1. Be submitted on a template supplied by CDA or other agreed format, 2. Be created in .docx or other agreed upon electronic document format, and 3. Be submitted electronically via email to the CDA Project Manager. L. For map data, the Grantee shall geo-reference and report accurate locations of targeted noxious weed populations. 1. The Grantee shall use a handheld GPS-enabled device or website 2. Enter point, line and/or polygon noxious weed data into EDDMapS West. a) EDDMapS West online spatial database and mobile applications for iPhone and Android can be found at the following website: https://www.eddmaps.org/mrwc/ 3. Each data point, line and/or polygon needs to include in the corresponding ancillary information: a) Species name (Latin and common) b) Latitude/longitude or other geo reference c) County and state d) Reporter name and affiliation e) Date observed/treated (month and year) f) Ocular estimate of population cover or abundance (e.g. 15% cover, 2000 plants, etc.) g) Ocular or GPS'd spatial extent/size of population (e.g. 1/4 acre, 2 acres, etc.) h) If using a hand-held GPS, datum used in GPS device (e.g. WGS 84, UTM NAD 83 z13n, etc.); Cell phones/tablets are always WGS 84. 4. This work includes preparation, field survey, data collection, quality control checks, data entry, and map production. M. Quarterly reports shall: 1. Be submitted on a template supplied by CDA. 2. Be submitted via email to the CDA Project Manager. N. The Final Report shall: 1. Be submitted on a template supplied by CDA, 2. Include requested information on the report form itself, as well as other documentation described on the Final Report template. VII. Deliverables and Acceptance A. The Grantee shall enter noxious weed data following Section VI.13 above, prior to submitting the Final Report. B. The Grantee shall submit Quarterly Reports to the CDA Project Manager no later than 30 calendar days after the end of each quarter. C. The Grantee shall submit a Final Report to the CDA Project Manager no later than the expiration date of this Grant Agreement. Page 3 of 6 VIII. Budget This Grant Agreement contains state funds. A. Funding includes funds from both SFY 2020 and SFY 2021. Funds may only be expended in the SFY for which they are intended. Any invoice submitted for work completed up to June 30, 2019 cannot exceed the total amount of SFY 2019 funds as shown in the table above. B. The Grantee shall manage all budgets by line as they appear in this Budget. The Grantee is authorized to move funds among budget lines only with the prior, expressed written permission of the CDA Project Manager. A request to move funds shall be accompanied by an updated budget and justification for the move. This may be accomplished electronically. Funds are NOT authorized to be moved among SFY or among columns. C. The Grantee can incur matching expenses, including in -kind contributions, up to 90 days prior to the start date of this Grant Agreement. Matching expenses must meet the requirements of the Request for Applications. Documentation of matching expenses shall be submitted with the Final Invoice. IX. Invoicing A. To receive compensation under the Grant Agreement, the Grantee shall submit a signed Invoice Form. The Invoice Form must be the form provided by CDA or an approved alternate. The Invoice Form must be submitted no later than forty-five (45) calendar days after the end of the contract termination date. Expenditures shall be in accordance with this Statement of Work and Budget. B. The Grantee shall retain a copy of all grant documents and make them available upon request, for three years following the termination date of the contract. C. The Grantee shall submit the following documentation with the completed invoice: 1. Certified payroll records for personnel expenses to be reimbursed 2. SubGrantee invoices for work completed 3. Receipts for direct costs and expenditures 4. Itemized matching expenses and proof of in -kind match contributions, and 5. Other fiscal documentation requested by the CDA Project Manager necessary to support the invoice. Page 4 of 6 D. Scan the completed and signed Invoice Form and supporting documentation into an electronic document. Email the Invoice form and supporting documentation to the CDA Project Manager. Final billings under the Grant Agreement must be received by the State within a reasonable time after the expiration or termination of the Grant'Agreement; but in any event no later than forty-five (45) calendar days from the effective expiration or termination date of the Grant Agreement.
