HomeMy WebLinkAbout20200694.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, FEBRUARY 26, 2020 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, February 26, 2020, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Mike Freeman, Chair Commissioner Steve Moreno, Pro-Tem Commissioner Scott K. James — EXCUSED Commissioner Barbara Kirkmeyer Commissioner Kevin D. Ross Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Bri White Controller, Barbara Connolly le MINUTES: Commissioner Moreno moved to approve the minutes of the Board of County Commissioners meeting of February 24, 2020, as printed. Commissioner Ross seconded the motion, and it carried unanimously. El AMENDMENTS TO AGENDA: Commissioner Ross moved to insert the following under WARRANTS: 2) Commissioner Warrants (Barbara Kirkmeyer) — February 25, 2020, and 3) Commissioner Warrants (Steve Moreno) — February 25, 2020. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. CONSENT AGENDA: Commissioner Kirkmeyer moved to approve the Consent Agenda, as printed. Commissioner Ross seconded the motion, and it carried unanimously. El PUBLIC INPUT: No public input was given. J WARRANTS: 1) GENERAL WARRANTS - FEBRUARY 25, 2020: Commissioner Moreno moved to approve the General Warrants, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. ki 2) COMMISSIONER WARRANTS (BARBARA KIRKMEYER) - FEBRUARY 25, 2020: Commissioner Moreno moved to approve the General Warrants, as printed. Commissioner Ross seconded the motion, and upon a roll call vote, the motion carried unanimously, with Commissioner Kirkmeyer recused. °31a7 Minutes, Wednesday, February 26, 2020 Page 1 2020-0694 BC0016 CI 3) COMMISSIONER WARRANTS (STEVE MORENO) - FEBRUARY 25, 2020: Commissioner Ross moved to approve the General Warrants, as printed. Commissioner Kirkmeyer seconded the motion, and upon a roll call vote, the motion carried unanimously, with Commissioner Moreno recused. BIDS: 1) APPROVE BID #B2000034, ENGINEERING SERVICES FOR DESIGN OF CRS 66 AND 41 INTERSECTION - DEPARTMENT OF PUBLIC WORKS: Rob Turf, Purchasing Department, shared staff recommended selecting Horrocks Engineers, who meets all specifications, in the amount of $789,818.00. Commissioner Moreno moved to approve said bid. The motion was seconded by Commissioner Kirkmeyer, and it carried unanimously. 2) APPROVE BID #B2000058, PS UNITY STORAGE — DEPARTMENT OF INFORMATION TECHNOLOGY: Josh Thimgan, Department of Information Technology, stated two (2) bids were received and staff recommends selecting Lewan Technology, the lowest bidder who met specifications, for an amount of $35,432.00. Commissioner Kirkmeyer moved to approve said bid. Seconded by Commissioner Ross, the motion carried unanimously. Commissioner Kirkmeyer complimented Mr. Thimgan. E 3) APPROVE BID #B2000070, BODY SCANNER - SHERIFF'S OFFICE: Mr. Turf explained staff recommends selecting the low bidder meeting specifications, Adani Systems, Inc., for a total of $134,950.00. Commissioner Moreno moved to approve said bid. The motion, which was seconded by Commissioner Ross, carried unanimously. *,= NEW BUSINESS: 1) CONSIDER STANDARD FORMS OF AGREEMENT FOR RECREATIONAL / EDUCATIONAL SERVICES FOR COLORADO WORKS SUMMER ACTIVITIES PROGRAM, AND RELEASE OF LIABILITY AND AGREEMENT TO HOLD HARMLESS AND INDEMNIFY, AND DELEGATE AUTHORITY TO DIRECTOR OF HUMAN SERVICES TO SIGN AGREEMENTS CONSISTENT WITH SAID FORMS: Tami Grant, Deputy Director of Department of Human Services, explained the opportunities funded by the Temporary Assistance for Needy Families (TANF) Block Grant provide summer activities for youth under 18 years of age. At the request of Commissioner Kirkmeyer, for the benefit of Commissioner Ross, Bruce Barker, County Attorney, explained the Board's authority to approve forms for local providers without State approval. Commissioner Kirkmeyer moved to approve said standard forms of agreement and authorize the Director of Human Services to sign agreements consistent with said form. Commissioner Moreno seconded the motion, and it carried unanimously. 2) CONSIDER RESTORATION AND STEWARDSHIP OF OUTDOOR RESOURCES AND THE ENVIRONMENT (RESTORE) GRANT APPLICATION FOR NORTHERN WELD COUNTY AND PAWNEE NATIONAL GRASSLAND RESTORATION PROJECT AND AUTHORIZE ELECTRONIC SUBMITTAL: Tina Booton, Department of Public Works, presented the RESTORE Grant to hire seasonal staff to work with landowners and other grant partners. The grant allotment is $199,677.42, with a Weld County match of $15,800.00 and a match from grant partners of $34,137.00, including volunteer hours. Commissioner Moreno moved to approve said grant application and authorize electronic submittal. Commissioner Ross seconded the motion, and it carried unanimously. Minutes, Wednesday, February 26, 2020 Page 2 2020-0694 BC0016 El 3) CONSIDER DEAUTHORIZATION OF COLORADO COMMERCIAL PROPERTY ASSESSED CLEAN ENERGY ("C -PACE") PROGRAM IN WELD COUNTY: John Lefebvre, Treasurer, recommended the deauthorization of the C -Pace Program originally intended for commercial property improvements in order to save energy and other natural resources. Mr. Lefebvre stated the program lacks a feasible structure and is problematic within local government, altering economic development and tax values. Commissioner Kirkmeyer moved to approve said deauthorization of the C -Pace Program and terminate the 2017 contract. The motion was seconded by Commissioner Moreno, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
