Explain the proposed use of the property. NGL plans to construct and operate an unmanned, pipeline -only Saltwater Disposal Facility on the property, including pump building, tank containment area, and injection well. There will be no related truck offload pad or equipment. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. Section 22-2-70 of the Weld County Code allows industrial development that is compatible with the surrounding environment. The proposed use does not and will not hinder the agricultural landscape of its surrounding neighbors as a fully contained facility. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 and the zone district in which it is located. Section 23-1-40 provides that the intent of Chapter 23 of the Weld County Code is to promote the health, safety, convenience, morals, order and welfare of the present and future inhabitants of the county. This includes, but is not limited to: (i) lessening congestion in the streets or roads (ii) fostering the county agricultural, business, mining and other economic bases (iii) encouraging the most appropriate use of land. Section 23-3-10 provides that the intent of the A (Agricultural) Zone District is "to maintain, and promote agriculture as an essential feature of the county." The characteristics of the proposed land use are consistent with the intent of the Weld County Code, Chapter 23 and the A (Agriculture) Zone District for the following reasons: (i) wastewater will be delivered to the facility by pipeline only, reducing the number of trucks on Weld County roads, (ii) the proposed structures and uses have very small footprints, will be fully contained, and thus will not hinder the agricultural production or use of surrounding lands, (iii) the 7.3 acre property had no land use prior to being purchased by NFL Water Solutions DJ, (iv) the proposed use foster the economic bases of Weld County. 4. Describe what type of land uses surround the site; explain how the proposed use is consistent and compatible with surrounding land uses. The property surrounding the site is a mix of agriculture and Oil & Gas infrastructure. As described above, this site is fully contained and will not hinder the production or landscape of its neighbors. 5. What are the hours and days of operation? NGL proposes 24/7 operations of the facility. 6. List the number of employees proposed to work at this site. The site will be unmanned, but a "pumper" will do daily site checks 3 times per 24 -hour day. Approximately once a month, an oil transport truck will use the site to load skim oil removed from oilfield wastewater and haul away from the site. 7. if shift work is proposed include the number of employees per shift. N/A 8. List the number of people who will use this site. The only employees that will be on -site at any time are pumpers doing site checks and occasionally an oil transport truck will be onsite to haul away skim oil (approximately once a month). Basic construction crews will be used to set tanks, build the pump house, and drill the permitted well. 9. Dairy/livestock/Kennel? N/A 10. Describe the type of lot surface and the square footage of each type. Native grasses will cover the site apart from the pump building (3,600 sf), tank containment area (8,215 sf), and gravel access. 11. Is this site in a Regional Urbanizing Area? No. 12. Explain the existing and proposed landscaping for the site. The site as it exists now is almost entirely native grass with a small gravel access. Apart from the tank farm, pump building, temporary drill pad and gravel access, the site will remain undisturbed. 13. Describe the type offence proposed for the site. Proposed fencing includes a 6 -foot opaque fence with 18 inches of clearance underneath. 14. Describe the proposed screening for all parking and outdoor storage areas. The fencing proposed above is the only screening planned for parking; there are no planned outdoor storage areas. 15. Explain any proposed reclamation procedures when termination of the USR activity occurs. When termination of USR activity occurs, NGL will sell or transfer onsite equipment, plug and abandon the injection well, and reined iate/restore the land to its original condition before the commencement of the USR activity. 16. Who will provide fire protection to the site? Eaton Fire Protection District will provide fire protection to the site. 17. Describe how many roundtrips/day are expected for each vehicle type. NGL expects 3 roundtrips for pickups/passenger vehicles used by pumpers for site checks. Approximately once a month an oil transport truck will haul away skim oil from the site, 2. Describe the expected travel routes for site traffic. The expected routes are from the east or west on 392 turning north on WCR 31 or from the north on WCR 31. 3. Describe the travel distribution along the routes. NGL expects equal distribution of travel along the expected routes. 4. Describe the time of day that you expect the highest traffic volumes from above. All tanks will be within a walled concrete secondary containment area. 5. If there will be fuel storage on site indicate the gallons and the secondary containment. Kim, I have searched the FCC site and I can't find a tower in the 10 mile radius of our compressor site. Please see attached. The tower near Grover is over 16 miles away (I think this is the one you were talking to me about). The tower near Carr is over 13 miles away. Since the Bayou compressor station is to be unmanned, Outrigger needs to have the reliability to communicate with its station without adding in a factor of concern if a tower not in there control goes down. This report serves to document the proposed drainage design for a saltwater disposal facility. If you have any further questions or comments regarding this matter, please contact this office. Sincerely, Eric Wernsman, R.E. FI INTRODUCTION This project will consist of a saltwater disposal facility. The developed site will include a 5,000 sf pumphouse building, a 161000 sf tank containment area, and associated access roads and parking. The access roads and parking areas will consist of Class 6 aggregate road base. The project site is 6.73 acres in size and is located in the southeast quarter of Section 16, Township 6 North, Range 66 West of the 6th R.M., Weld County, Colorado. The site generally drains from west to east, and is located at the northwest corner of Colorado State Highway 392 and Weld County Road 31 in unincorporated Weld County. Irrigated farmland borders the property to the north and west. See Appendix A for a vicinity map for the project site. The Greeley No. 2 Canal lies approximately 500 feet west of the site, and a portion of the property is located within FEMA Flood Zone AE. See FEMA map in Appendix A. Both the pumphouse building and tank containment areas will have finished floor elevations that are a least 1 foot higher than the 100 -year base flood elevation. The existing site is lightly vegetated with native grasses and is primarily comprised of Kim loam (1 to 3 percent slopes), identified through the U.S. Soil Conservation Service publication, "Soil Survey of Weld County Area, Colorado". The soil that primarily comprises the site is in hydrologic soil group A (see Appendix A). The purpose of this design is to construct a detention pond and outlet structure which will provide water quality capture volume and flood control detention for the proposed development. The 100 -year developed storm drainage flows will be detained and released at the 5 -year historic rate. The water quality capture volume will be designed to have a 40 -hr drain time. The attenuated storm drainage flows will be released in the southeast corner of the site, where they will be conveyed under Weld County Road 31 via an existing 18" corrugated metal pipe. II. DRAINAGE BASIN There is no Weld County Master Drainage Plan for this site. The Greeley Canal No. 2 lies northwest of the project site and the Coalbank Creek drainage -way lies to the east of the project site. The site historically slopes from west to east at a #1% slope. The onsite basin has an area of approximately 7,3 acres and is expected to have an imperviousness of approximately 13% (see Appendix A). Offsite flows enter the site from a 97 -acre basin located northwest of the project site and below the Greeley Canal No. 2 (see Vicinity Map in Appendix A). This offsite basin is assumed to have an imperviousness of 5%. The storm drainage flows from the 97 -acre offsite basin will be routed through the site and passed through the emergency spillway of the proposed detention pond. The storm drainage flows from the north half of adjacent Colorado State Highway 392 will continue to be conveyed within the highway right- of-way and passed under Weld County Road 31 via an 18" corrugated metal pipe. The storm drainage flows from the west half of adjacent Weld County Road 31 will enter the site. These flows will be routed to the proposed detention pond, detained, and released with the attenuated flows from the remainder of the project site. III' DRAINAGE CRITERIA The Rational Method will be utilized to determine the required detention pond volume. The Urban Drainage and Flood Control District design criteria will be used to determine runoff coefficients. The rainfall intensity -duration data used in the design will be obtained from the National Oceanic and Atmospheric Administration.
