Enclosed is a copy of the resolution adopted by the District
6 Water Users Association at the last Board of Directors
meeting referring to the proposed regional stream quality
plan.
District 6 includes Boulder Creek, South Boulder Creek, and
Coal Creek, thus our interests are submitted for your
consideration.

RESOLUTION
WHEREAS, the Denver Regional Council of Governments is preparing
to adopt a "regional stream quality plan" and that among the plans being
considered are ones which will cause the transport of wastewaters from their
places of derivation to other locales for treatment and disposition; and
WHEREAS, the water rights which are the legal bases for obtaining the
water to serve the District 6 region are dependent to a great extent upon
return flows and the successive uses thereof, and changes in the historic
pattern of return flows are usually disruptive and costly; and
WHEREAS, except for certain circumstances such as flooding, the
quality of a reach of stream is not enhanced by withholding water from it.
If the water is polluted, the quality of the reach in question would be most
enhanced by withholding the pollutants from it and returning the water to it.
In most instances, and within reasonable limits, obtaining a dependable
quantity of stream flow is worth, if such a price is necessary, a poorer
quality of water, and
WHEREAS, insofar as can be determined, neither the regionalization
nor the isolation of waste treatment facilities have improved or are likely
to improve the treatment and disposition of wastes and pollutants in the
District 6 region. While regionalization limits the number of operating
agencies requiring the attention of the enforcing agencies, it also isolates
the individual citizen from his responsibilities in these matters. The
isolation of the facilities tends to remove the individual citizen from the
physical results of inadequate facilities and operations and to lull him
into a feeling that the problem has been solved;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of
District 6 Water Users:
1 . That the Board opposes any project that will alter the return
flow patterns of Coal Creek, South Boulder Creek, and Boulder Creek.
2. That the Board opposes any project that does not take into
account water augmentation plans, successive use plans, or reuse plans
currently used by the water users in District 6.
