RE: REORGANIZATION OF DEPARTMENT OF HUMAN SERVICES' FISCAL DIVISION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, as a result of the COVID-19 Pandemic Health Emergency economic impact
and resulting State of Colorado budget shortfall, the Weld County Commissioners are of the
opinion the County needs a dedicated senior fiscal advisor position to deal with the potential state
funding changes that will impact the Department of Human Services in the next two to three fiscal
years, and
WHEREAS,the Director of Human Services presented an organizational evaluation of the
Department of Human Services Fiscal Division, and as a result of said evaluation, the Board of
Weld County Commissioners has made the management and legislative decision to reorganize
the Weld County Department of Human Services' Fiscal Division, effective immediately, and
WHEREAS, after review of said organizational evaluation, and, having been fully
informed, the Board of Weld County Commissioners has decided that the Department of Human
Services fiscal services can be provided in a more cost-effective and efficient manner during the
pending state budget shortfall by making the Division Head (Grade 65) the Senior Fiscal Advisor
(Grade 65), the HS Accountant III (Grade 43) the Fiscal Manager (Grade 43), and Associate
Fiscal Manager (Grade 52) the Fiscal Supervisor (Grade 38).
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Human Services' Fiscal Division, be, and hereby
is, reorganized by making the Division Head (Grade 65) the Senior Fiscal Advisor(Grade 65), the
HS Accountant III (Grade 43) the Fiscal Manager (Grade 43), and the Associate Fiscal Manager
(Grade 52) the Fiscal Supervisor (Grade 38), effective immediately.

by the following vote on the 11th day of May, A.D., 2020.
